Official work hampered badly due to Lok Sabha
polls
At a high profile party it was a hot topic of discussion that ever since
Election Commission of India (ECI) announced schedule for Lok Sabha
polls, official work has been badly hit. This is quite unprecedented,
if one sees it in global context. This was unanimous view of guests
at the party.
Clipping of Collectors' wings to cost dearly
There is a general feeling in bureaucratic circles that since Election
Commission of India (ECI) has given more powers to its observers for
the ensuing Lok Sabha polls, it may create problems at the ground level.
Problems are likely to arise regarding security & other issues because
under the Indian Criminal Procedure Code ( Cr.P.C.) many powers are
vested only in District Magistrates i.e. Returning officers for different
constituencies. Moreover, it is being debated that as to how poll observers
going from outside in any constituency be able to justice with security
plan, as they will be totally outsiders in
comparison to Collectors. It is also feared that heat of the same may
be felt, once first phase of polling gets over.

Is IPL above national interests & security?
Is holding of IPL above national interests & security
when India is going to face Lok Sabha polls? Have the organizers of
IPL forgotten the kind security threat perceptions that have arisen
ever since 26/11 happened in Mumbai & 3/3 happened in Lahore? Is
not logical to ensure holding of Lok Sabha polls smoothly rather than
engaging security agencies in guarding a few cricketers who will play
in IPL? Does the decision to hold IPL at any cost around this time smack
of some kind of an ego hassles? These questions have been doing rounds

Who is to be blamed for stopping of pay of Bihar cadre's
DG rank officer J.K.Khanna? At present he is OSD to Bihar Government
in Delhi. He is an IPS officer of the 1974 batch who belongs to the

Bison Blue Water Expedition flagged off
A 'Blue Water Expedition' was by the Bison Division of the
Indian Army located in the Southern Region was flagged off by Major
General Rajesh Singh, General Officer Commanding of the Division on
March 23,2009. The flagging off the expedition took place at Agati,
an Island of Lakshdweep and Minicoy group of Islands located 58 km North
West of Kavarati. The flagging off ceremony was attended by number of
civil and military dignitaries. The expedition is one of its kind undertaken
by the 'Bison Division' primarily to provide adventure to the men of
the elite Bison Division and also to increase awareness in the local
population towards measures that can be taken to mitigate environmental
concerns specially related to marine flora and fauna. The adventure
team consists of six officers and fifty-four other ranks of the Division.
Representatives of 'Marine Division' of World Wildlife Fund and also
part of this expedition. Eminent environmentalists gave a talk on presentation
of 'ocean life' and 'protection of environment'. The flagging off ceremony
was followed Power Rafting, Scuba Diving, Beach Marathon and Para Motoring.
These events will also be held at Kavarati on March 24 and Bangaram
on March 26, 2009.The expedition team will also interact the people
of Lakshadweep Islands, spread awareness about the Army and the need
to preserve the fragile ecology of their Islands.

Jacob Punnoose threw light about the law and order situation in Kerala
and the myths associated with it in an exclusive interview with Prakash
Pillai, our Editor, Magazine.
Q: How is the law and order situation in Kerala?
A: Law and order situation in Kerala is perfectly fine. There should
be no concern on that front. There are 20 lakh Non Resident Keralites
who have willingly left their children and families back home. If the
law and order situation and Kerala Police were bad would anyone leave
back their wife and children?
Q: There seem to be a general feeling that Kerala, especially its
Northern parts are turning out to be hotbeds of terrorism?
A: I don't know how and from where this perception has cropped up.
All I can say as the state's Police chief is that all these theories
have no basis and are a "fig of imagination". There had been
some issues related to northern Kerala in the past but it has been blown
out of proportion. Based on our investigations and intelligence inputs,
I can say conclusively that there are neither any terrorists nor terrorist
related activities in this part or for that matter any other part of
Kerala at present.
Q: "God's own country" is also getting the acronym of "Land
of crimes" for its increasing number of crimes?
A: This is a myth. I partly agree with the fact that registration
of crime has gone up in Kerala and that pushes up the crime figure when
you compare it with general statistics vis-à-vis other states.
Kerala has the highest rate for registered crime among the different
states of India, for offences registered under the Indian Penal Code.
For several years we have been in this position, our registered crime
rate being almost twice the national average. Often, this fact is used
to buttress the viewpoint that the security scenario is the worst in
Kerala as compared to the rest of India.
Q: Constabulary that forms the backbone of any Police force is treated
shabbily (pay, perks or housing). What about their condition in Kerala?
A: In Kerala policemen are better off than most other states. Kerala
is perhaps the only state where the salary of a constable is two scales
higher than that of a Lower Division Clerk (LDC).
Q: Any specific task you would like to achieve so that you are remembered?
A: I am not thinking about history while discharging duties as the
head of Kerala Police.

Survey please !
Taking a cue from the approbations received for Sudhir Nath from fellow
officers, Whispers should invite the readers from civil servants to
regularly give names of serving officers who they consider to be non-corrupt
and upright. If anyone has been wrongly named, others who read the website
will object. So in a way, it will act as a filter for throwing up names
of honest officers. Hopefully, over a period of time, other officers
may start at least thinking that they need to be honest too.
Considering the deterioration that has set in in recent years where
apart from corruption, many officers have shamelessly started to oblige
ministers and other politicians who want to do wrong things, something
really needs to be done to stem the rot.

Is the govt listenng ?
In these days, it is broadly discussed amongst the employees of
Secretariat regarding impact of CSS Rule, 2009. Maximum employees of
secretariat want to go on strike against implementation of CSS Rule,
2009. It is our justified demand to amend the CSS Rule, 2009. If this
rule apply in Secretariat, UDCs working in secretariat not become an
Assistant in his career. Is the UPA Govt./Secretary DOP&T/Hon'ble
Prime Minister and other officers not knowing the fact that 1988 batch
of UDCs are not get promotion till date? A logical decision should be
taken considering all facts. It is very unfortunate decision taken by
DOP&T to notify the CSS Rule, 2009. It stopped our chances of promotion
. DOP&T may once again think and 50% DR Assistant and 50% regular
vacancies should be filled up by the UDCs of Secretariat till all the
UDCs in the pipeline are get promotion. If this arrangement will not
made in secretariat then we have no other way than strike. why not our
association leaders move to courts. It is totally against the motive
of cadre destructing committee. It is repeatedly said by us that ideal
position is to fill up the regular vacancies in Assistant grade is 50%
DR Assistant:25%Departmental Examination for UDCs:25% Select Quota.
Why this matter properly not dealt by our association leader? What are
they thinking? When will he raise voice against discrimination with
CSCS? It is a time for unity in CSCS?

How to survive without revised salary in CPSU?
There are many CPSU's which are operating in free economy and facing
stiff competition as a result incurring heavy losses and unable to implement
1997 pay revision. on the other side CPSU in power sector, oil sector
etc, where market is assured in view of upcoming power projects or monoplistic
market policy are earning profit resulting in implementation of 2007
pay revision. It appears that there no fair & justified reason to
deny pay revision to thousand of employees of loss making CPSU on the
ground of guidelines which supportive to CPSU's operating either in
govt. protection or having monopoly of their product. The comparison
between loss making & profit making CPSU should be apple to apple.

Prior to VIt6h Pay Commission the minimum pay of a Deputy Secretary
was Rs. 12000 and that of a Director was Rs. 14300. These two are considered
to be at the same level and the post of Director was a mere redesignation
of DS. Being at the same level and same kind of work, a DS does not
submit files to Director. After Sixth Pay Commission the minimum pay
of DS is Rs. 30,000 and that of a Director is Rs. 46,100. A mere Rs.
2300 difference has become Rs. 16,100 overnight. The bulk of Government
servants are below Director level. Who will vote for UPA candidate from
New Delhi ?

the Ministry is bound to look up. Similarly, Mr Chidambaram is a great
Home Minister; with him in the Home Ministry, things are improving vastly
