The general elections are round the corner and the bureaucrats have
started making their own assessments as to who would rule the country
in the days to come. Whether it will be the Congress, the BJP or the
respective fronts - UPA and NDA - lead by these parties. Will it be
a third Front that will govern the country? We tried to elicit the views
of bureaucrats across the country. They feel

Arup Roy Choudhury CMD,NBCC elected SCOPE chief
(UPDATED)
Arup Roy Choudhury, Chairman-cum-Managing Director
of NBCC, the
largest construction CPSU and a Schedule A Company, has
been elected
as the Chairman of SCOPE Executive Board, an apex body representing
Public Sector Enterprises of the Government of India. Roy Choudhury
had earlier served as Vice Chairman of the Board and prior to that as
Member also for consecutive two terms. During his holding office as
Member and as Vice Chairman, Roy Choudhury made significant
contribution towards making SCOPE, a more vibrant entity looking after
the interests of the member PSUs. The term of the Executive Board of
SCOPE is for two years beginning from the April 1, 2009 and the newly
elected body shall be in office upto March 31 , 2011.
Madhukar Gupta to continue till further orders
?
Latest whisper says that Madhukar Gupta is going to continue as Home
Secretary till further orders beyond March 31.Final word from the Government
is expected in a day or two.
Empanelment of 1979 batch only in April
Now it is certain that empanelment of 1979 batch IAS officers
to the rank of Additional Secretary in the Government of India will
take place in April after the appointment of new Home Secretary. Secretary
Personnel is also on leave.

He was a suave young boy then
Sudhir Nath, son of Devendra Nath collector of Bastar in M.P., worked
under me as PO in TT Nagar Branch of SBI before joining IAS. He stayed
with me for a week in my quarters in 1464 Bhopal. He was a suave young
boy with lot of ambition to get into IFS. He was friendly with Pachouri
and other IAS officers in Bhopal. He was simple and wanted to establish
himself in Administrative service after his father who belonged to Nehru
era. May his soul rest in peace.

It is an eyewash for UDCs of Central Secretariat
It is time for not to vote in favour of Congress and UPA by Government
servants. I will like to point out following decision taken by congress
government and UPA which is curse for UDCs of CSCS. In New Delhi constituency
we will vote against this government who could not solve our long demands
for amendment in recruitment rule of CSS. It is totally eyewash for
UDCs of Central Secretariat. Once again we raise our voice at following
points;-
i) Previous ratio i.e. 50% DR Assistant and 50% UDCs of Central Secretariat
for promotion in the grade of Assistant till 2009.
ii) CSS Rule, 2009 should be applicable only from 2010 with correction
that 50% DR Assistant and 25% Seats for Departmental Examination &
25% seats for select quota, it is ideal position.
Ministry of Personnel & Training should consider the above mentioned
points and Prime Minister should direct to Secretary for application
of above mentioned rule in Secretariat service so that UDCs of Central
Secretariat also get promotion in Assistant Grade.

How can we have an opaque system in the judiciary ?
Regarding disclosures of assets, the judiciary feels it should not
be asked to disclose their assets since there could be abuse of the
same. MPs/ MLAs and Ministers may also feel the same way but they have
to disclose their assets. Judges are equally servants of the constitution
and the people. We can not have an opaque system in the judiciary and
a transparent system for the legislature in the name of judicial independence.
What is good for the goose is equally good for the gander.

Standing firm on a principle is not 'jhagda'. Sudhangsu Mittal is the
Amar Singh of BJP, and I do not know why Rajnath Singh is so fond of
him. Jaitley has not done anything anti-party. He has only done justice
to his clean image. When he was appointed head of election campaign,
then why Mittal was inducted without consulting him?

Varsity teachers yet to get revised pay scales
More than six lakh university and college teachers of the country
are yet to get the new salary package though the Human Resource Development
(HRD) Ministry notified the salary revision in December last year and
announced it in Parliament. The delay in implementing the new pay scales
was due to the fact that the University Grant Commission(UGC) was still
awaiting the HRD Ministry's formal nod for fixation of salaries in different
pay bands for the university and college teachers as per fitments of
the Central Pay Commission, sources said here on Sunday. They also said
the Ministry also sent a note to the UGC informing that the new salary
formulae should not be notified without the clearance of the Ministry.
Incidentally, the December 31 notification was issued after Cabinet
approval and was declared in the Lok Sabha. And by the end of this month,
according to the original notification, the teachers should have got
their 40 per cent arrears! But nothing has moved. Peeved over the delay
in implementation of the new pay scales, leaders of several teachers'
associations and unions charged that HRD Minister Arjun Singh was not
allowing the implementation of the Cabinet-approved notification to
settle political scores. "He is making teachers victims and is
not willing to implement pay revision of the teachers,'' said an academician.
Sources said that the UGC top officials, who met the FEDCUTA and AIFUCTO
representatives on January 6, 2009, on the pay revision issue, had assured
that the fixation formulas would be notified immediately. But as it
turned out till date, after more than two-and-a-half months, the UGC
has failed to notify the fixation formulas.
They said as the matter stands now after the UGC had submitted the fixation
tables to the HRD Ministry it forwarded them again to the Expenditure
Department, Ministry of Finance. This action of the HRD Ministry was
ultra-virus as the December 31, 2008 notification had clearly stated
that the fixation has to be done as per the Central Pay Commission fixation
tables, sources said. The Expenditure Department went a step further
and rejected the pay fixation tables submitted by the HRD Ministry and
the files were now shuttling between the two ministries for a long time.
When contacted, IGNOU Teachers' Association president Prof Kapil Kumar
accused HRD Minister Arjun Singh of settling his scores with the Congress
high command by indulging in these delaying tactics as non-payment of
revised salary and arrears as per the fixation tables of the CPC had
already created an uproar amongst the teaching community throughout
the country.
Professor Kumar said "This is the best way to embarrass the Congress
and defame the party amongst the teachers for non-implementation of
the pay package given to them before the elections and to score a political
point.":
Similar voices have been raised by many others in the teaching community
and a senior professor from Delhi University stated that "Arjun
Singh has been too busy in fixing his favourites on various positions
rather than getting the pay package of the teachers implemented."

Who is to be blamed? Not the election commission atleast
To some extent the official work no doubt suffers, but so to say
not in all respects. The model code of conduct has come to effect from
early part of this month, but what the Ministries and Departments were
doing before that? For instance, since last nine months Central Government
employees of Kashmir Valley are not getting their due Special Concessions/packages
etc. in absence of an extension order from Department of Personnel and
Training, New Delhi. On this several representations addressing all
the higher ups of the Government of India were sent, but to have no
effect. Now who is to be blamed? I think it is not election commission.

The hope of BSP to get 55 seats might not be true as it is not based
on seat calculation of performance of Vidhan Sabha. We hope BSP may
