Whisper opinion poll: No extensions, retirement age should be followed
The whispers opinion poll about the retirement age of Secretary level officers in Government of India or having a fixed term for them has evoked some strong responses from our surfers. Majority of the responses we received via e-mail have scoffed at the idea of increasing retirement age or granting extension in service to these officers.
The surfers have responded that instead selection process of Secretaries in the various departments in GoI should be transparent and fair and based on merit and not solely on seniority or ACR. It would be better if efficient officers having service period of about three years are considered so that they have sufficient time in implementing policies leading to continuity in working.
Mediocre performance and inefficiencies creep up within the system if officers at the fag end of their career are promoted and they are given a ray of hope by way of extension of service. Retirement age should be common for all officers and the process of extension should be done away with.
One contributor Lalit Suri says, 'tenure of a Secretary should be minimum of 5 years. After 5 years appraisal of his contribution be done, if no proper contribution is made by him, he should be made to suffer by way of substantial cut in pension benefits etc'.

Non-stop advertisements
I was shocked to see non-stop advertisements of Haryana Government on Time TV from 8-25 to 8-55 a.m. on 27 & 28.2.09. There was no programs telecast whatsoever. When I brought it to the notice of that TV office at 8-40 a.m, they said it is due to huge payment already received from Haryana Government for this purpose as the Model Code of Conduct may come into force any time, and they therefore want to do this publicity intensively now itself.

Should IES continue?
As reported in Whispers, training for all 21 incumbents selected for the latest batch of Indian Economic Service (IES) has commenced on March 2, 2009 at the New Delhi located Institute of Economic Growth. This item may not be newsworthy but is an opportunity to reflect on the relevance of IES.
Modern Economics is as mathematical as Physics. With the possible exception of Delhi School of Economics, Economics curricula in India is stuck in the sixties. With little knowledge of mathematics and mathematical statistics, one can easily get a first division in M.Sc. Economics (even Ph.D.) from most Indian universities. It is not the fault of IES officers that they are unfit to use modern tools of economic analysis. It is the fault of our educational system in the field of social sciences which cannot modernise because the teachers are training the students in their own non-technical mould. If it is a question of general knowledge of the economy that is needed in a job, perhaps and IAS or IRS officer is good enough.
It is highly unlikely that UPSC will modernise its recruitment system. IES officers will never even be able to contribute anything to the process of informed decision making and 'hard' economic analysis will continue to be outsourced to 'real' professionals. Under the circumstances, it will be appropriate that this batch is the last one. Existing IES officers, an intelligent lot without specialist skills, can be absorbed into Class I generalist services.

Using RTI act to settle scores
Some of the members are staff of my office are using RTI act, 2005 as a tool to settle scores with their officers. They are seeking long information sometimes directly and also as proxy seekers merely to divert the attention of the officers or just to keep them busy. Can they be impeded and how?

They take care of themselves only !
All politicians and IAS Secretaries take care of themselves only. MPS/MLAs-pay & perks have no bar. So is advantages taken by IAS officers. They will never think about employees in the lowest rung. Pay Commission is OK, but what about change is designation of Babus recommended by 6th Pay Commission. The same is said to have been put in dustbin. LDC-neechay darje ka clerk, UDC- oonchay darje ka clerk and assistant. Whereas in Private sector no body calls them babus and all that. Even if one is selling vegetables in Reliance, one is a sales executive. Also in Government, there is one post of PA/PS/PPS/Sr.PPS- and so on till director level. But all are addressed as PAs by their respective officers. And even by PA's who are much junior to one speaking on the other end of the telephone. He may actually be a person holding the rank of DS/Director. But Govt. is always busy in talking to this leader that leader, right or left, so that it somehow completes it 5 years term. Shall the Govt. employee be just happy in getting 6% DA as bonanza for the forthcoming election or ponder over the above degrading categorisation of designations. Delhi is the capital of India and trend makers as far as making of govt. is concerned. since man cannot live by bread alone, so the time has come to think before we vote.

IAS in UP are dominant
They don't allow a person from any other service to serve in the secretariat. Neither the IFS (forest) nor the IPS (police). Even if no one in the IAS wants to be on those positions, and other capable officers are willing they don't want it. Unlike Andhra Pradesh and other states where many officers from the all India services serve in the secretariat. Good competent people are available...the CM should give them a chance!
In the UP Bhavan/ UP Sadan in Delhi, officers from other services never ever are given entry to stay...all reserved for the IAS ...and to think post 1994 , 50% were below in merit in the same exam....(if exam is criteria for superiority..)..what a pain!
