One thing is now almost certain either Secretary Commerce Gopal Pillai will be new Secretary Home or present Home Secretary Madhukar Gupta will be given extension for two months in view of the Lok Sabha polls. Madhukar Gupta had been in touch with the Election Commission on the question of deployment of Para-military forces in the poll.

As the grapevine has it Indian Prime Minister Dr.Man Mohan Singh has cleared the file pertaining to implementation of the 6th Pay Commission recommendations in Central Government run Public Sector undertakings PSUs). This reportedly happened in the afternoon on March 2, 2009 .However, it has been a hot topic of discussion in PSU circles that as to whether the PM cleared the file or not?

Will officers & employees working in Government of India (GOI) run Public Sector Undertakings (PSUs) benefit from the implementation of the 6th Pay Commission recommendations or not ? This is hotly being discussed. As it is a big question mark in the sense will it go to the Cabinet which is going to meet in Delhi on March 5, 2009 or not? If it goes with Election Commission's clearance then will it be implemented or not?
Whisper opinion poll: No extensions, retirement age should be followed
The whispers opinion poll about the retirement age of Secretary level officers in Government of India or having a fixed term for them has evoked some strong responses from our surfers. Majority of the responses we received via e-mail have scoffed at the idea of increasing retirement age or granting extension in service to these officers.
The surfers have responded that instead selection process of Secretaries in the various departments in GoI should be transparent and fair and based on merit and not solely on seniority or ACR. It would be better if efficient officers having service period of about three years are considered so that they have sufficient time in implementing policies leading to continuity in working.
Mediocre performance and inefficiencies creep up within the system if officers at the fag end of their career are promoted and they are given a ray of hope by way of extension of service. Retirement age should be common for all officers and the process of extension should be done away with.
One contributor Lalit Suri says, 'tenure of a Secretary should be minimum of 5 years. After 5 years appraisal of his contribution be done, if no proper contribution is made by him, he should be made to suffer by way of substantial cut in pension benefits etc'.

Our soldiers love to complain about the feudal lifestyle of IAS and IPS officers (ignoring their own) and about protocol. During the British era, the SP (Kaptan sahib) sported three stars on his shoulders. The epaulet changed to that of a Major, then Lieutenant Colonel and finally in case of senior SP's to that of a 'full' colonel. The point remains that with functional differences, is there no point in 'parity'. In most civilised countries, the police epaulettes are different from those in the armed services and there is no equivalence. It is time we buried this controversy.

Government First Class First, PSUs Fail
In the year 1980, the ceiling on pension to government employees was @ Rs. 600 per month. Today a senior government officer gets pension @ Rs. Six Lakh per annum. Retired government employees are also given the same medical benefits as given to the serving employees. Government has taken very good care of long term interests of its employees. PSUs have failed to take care of long term interest of their employees.

Relevance of the Indian Economic Service (IES)
The Government of India has a very small cadre of officers from the Economics discipline recruited in the IES. The minimum educational qualification for entry in the IES is a Post Graduate Degree in Economics/Applied Economics/Business Economics/Econometrics. However, even as economic rationality is being infused in policy formulation, decision making and implementation, the role of the service has remained peripheral. Consequently, a discipline, which is in great demand elsewhere, has been sub-optimally utilized in the Government which is heralding the process of economic reforms.
Mathematics, Statistics and Econometrics aid Economics but do not substitute the discipline itself. Besides, the functioning of the Government is based on rules, procedures and precedents. Therefore, mere knowledge of abstract principles and theories be they about economics, ethics, physics or mathematics is not sufficient. Many high and mighty economists have joined the formal Government system but have been ill at ease adjusting to its requirements. Also, many bright economists were inducted by the Government in the IES at the time of its inception. However, most of them chose to quit subsequently whenever opportunity arose. The relentless exodus from the IES is not so much on account of the "pull" elsewhere as the "push" away from it.
Having recruited 21 candidates, hopefully bright and intelligent, through a selection process by the same Constitutional body, which recruits the other civil, defence and scientific personnel for varied jobs, and having also inducted them into an organized cadre for a specific purpose, what prevents the employer from providing these 21 government economists with the challenges and career opportunities to develop into 'real' professionals and analyze the 'hard' economic data? If graduates in other disciplines of pure science, social science and literature from the same Indian universities can be consciously groomed and carefully cultivated to become in-house financial wizards and economic experts in course of time, why is it that only 21 post-graduates in Economics, whom the President of India is pleased to make an offer to join the IES, should be doomed?

Professionalism is the last thing respected in bureaucracy
After working a few years in the bureaucracy the reality of it starts dawning upon you. First thing that you realize is that 'professionalism' is the last thing that is respected in the bureaucracy where adhoc working and day to day handling of issues is what takes front seat. Two caste system is the integral part of our bureaucracy. The caste system operates at two levels first the different services work closely to protect their service interests with IAS leading the flock as they control the power strings. Two the traditional caste and regional identities are the dominant factors in decisin making process. Corruption has found acceptability in the system and nobody is now bothered to stem the rot. A sense of dejavu dawns upon you and then the roti-kapra issues compell you to carry on with the stupidity you are in.

Narrow way of looking at things
It is a rather narrow way of looking at things that age extension should be for Secretaries only. All government servants need to work and earn with honour till 65 so that they do not have to beg their children. Has whispers thought that 'who will employ a 60n year old retired lady peon?'. The thinking on this subject which is restricted to people's narrow greed for kicking out the old to make way for the young is truly a reflection of the poverty of thought of the civil [uncivil] service.

Why these double standards ?
On the one side, Cabinet Secretary says that no postings of Additional Secretaries till new Government takes over and ministers have their say in selection and on the other hand, the empanelment process to weed out the best ( so that next Govt. is run inefficiently) continues. Why these double standards. What about organised cadres Additional Secy panel, which was made a few weeks back. Give them NFS atleast. If you can not be fair, atleast try to appear to be fair.

It is true that a few officers in all cadres are staying though they have completed their tenure. How long they will occupy the chairs of Delhi nobody knows. So far as potential of the officers are concerned, there is a saying 'empty vessel sounds much'. A person having no knowledge of rule position is taken as 'excellent'. So they are all 'Yes Minister'. Then why the question of shifting them comes?

Skeletons in cupboards!!!
The lightning speed with which selection to 15 posts of VCs in as many Central Universities( IE,March2,2009) were finalised, smacks of corruption galore in the HRD Ministry. Some aspirants, it is reported, were inducted as Members in the Selection Committee. There was no transparency and no respect for rules. The entire selection process was merely a case of "pick and choose" and a saga of unethical practices. The conduct (Read as Misconduct) of HRD ministry, headed by a veteran like Arjun Singh, merits close investigation by an independent Inquiry Commission headed by a sitting Judge of the High Court. Several skeletons will tumble out of HRD ministry's cupboards, once all cases of releasing grants-in-aid to NGOs (owned by beneficiaries like retired civil servants and unscrupulous politicians) without following the prescribed administrative and financial procedures are first scrutinised by the Statutory Auditor like the C&AG.This will facilitate the judicial inquiry. Worse still, there is also a price tag for according the status of "Deemed Universities" to Private institutions. These are "open secrets" (not whispers) in the corridors of Shastri Bhavan. Only a judicial inquiry will help in bringing out the truth. The country's posterity in general and the academic community in particular will remember this act with gratitude. It is noteworthy that our political leaders are in the habit of throwing political bombshells, at random, to distract peoples' attention from their unethical practices. Also, such illegal practices are not possible without the covert support of the corrupt Civil Servants. The public needs to be extra vigilant during the remaining tenure of the present lame-duck Government. An RTI application or a PIL by the aggrieved parties will be useful in the given situation! A comparative statement detailing the CVs of 1400 applicants for 15 posts of VCs could be obtained under the RTI Act as the first step. The Court may also take suo motto cognizance of the report to get at the bottom of the Truth!
