DoPT not giving any benefit
DoPT is not giving any benefit like revised ACP Scheme or enhancement of any financial benefit to us. It is better to unitedly fight and Group B, C & D employees of Government of India start wearing black badges in offices. It is right time to show their resentment before election.

Scope of RTI ?
The scope & the coverage of the RTI was not defined on promulgation with the result that even service matters were admitted by the CIC in appeal initially. By the logic given in the first year of its operation by the CIC, nobody can be barred from seeking all kinds of official, commercial, financial, vigilance, personnel, IPR etc. information for right or wrong reasons. It should have been considered if such liberal interpretation was bound to be embarrassing, damaging and even outright dangerous. I was developing for my department a software in collaboration with one of the top Indian Government technical organisation some years back, when a competitor wanted to know the details of the process etc. under the RTI. He would not give information to the competent information officer, but keep on filing appeals. Keeping in mind the ambiguity on the time and procedure and trends in the beginning, I chose to send him the information available on my file, cutting on the requirement of his paying the fees etc and advising him to provide the information sought by the competent authority.
I have narrated this event to highlight only one point: why do we need the citizen to apply for information? Why can't the whole file be made available to whosoever wants information in electronic form on the Department's website? All files permitted by law can be made public either electronically or in hard form at the facilitation counter of the office. The copying drill is unnecessary. It has only created salubrious jobs for otherwise unproductive people. The law courts make available the whole file for perusal for a token fees! Moreover, for the RTI work, no separate staff has been sanctioned, whereas enormous work is involved. Transparency can be achieved in a better way than the method of RTI application and appeals.
All offices, including the E.O's. office, Cabinet Secretariat, PMO should allow inspection of original files and papers under the RTI. Then alone will the orders of the government from time to time to the effect that all orders shall be in writing, can be construed to be followed in letter & spirit. Otherwise, like black money oprations, governance through oral orders shall continue. After all 2 is greater than 1 i.e. do number ek number se jyada shaktishali hai!

DoPTs unfortunate decision
It is very unfortunate decision taken by Department of Personnel and Training to notify CSS Rule, 2009 and deceit UDCs of Central Secretariat. It is totally eyewash and it give much more depression to UDC of CSCS. All benefit has been taken by direct recruits Assistants/SOs/US/DS. UDCs are the lowest functionary of the Central Secretariat. According to CSS Rule, 2009,75% of the regular vacancies in the Assistants' Grade in the cadre units shall be filled by direct recruitment and only 25% of seat would be filled up by UDCs. It is very unfortunate to see that this order is implemented from back date i.e. 2003

In silence, CSS and State Civil Services will continue to suffer
CSS and State Civil Services will continue to suffer in silence until they learn to make noise. They are the sons of the soil in every literal sense of the term. But they are being branded as narrow minded, rule conscious and are being treated as children of a lesser god. Reasons are not too far to seek. Domination has been continuing for ages, so it should take a few more decades before these services upgrade their skill set and become more administratively and politically active to demand their rights to be treated equally and fairly. Secondly, and more importantly, their promotees and direct recruits are at loggerheads and this hostility is used by IAS to punish both. Thirdly, the incumbents of these services often become satisfied with crumbs that they are sometimes thrown at and eventually their fates are sealed at director level.
There is a huge unutilised potential of capable civil servants, who can work wonders but the political elite of this country has to understand and see through the game plan of the handful of IAS to control and ruin the destiny of millions.
Should we pray or act? The choice lies with these services, particularly the brighter lads in these services should form a club of Direct Recruit Group B officers and should aspire to occupy Cabinet Secretary's chair by 2020.

The 6th CPC had recommended merger of CSS and CSSS. Has reader of whisper any update on the issue as to where is it lying. If not, we may open a discussion on the subject.

MOF needs to clarify many things
There are many things the MOF has to answer for in pushing through ill advised transfer policies : a) how many of the cases before the CAT on transfer posting has been decided in favour of the MOF ( the honest answer should be zero }b) what is the proportion of the cases litigated before the HC/ CAT prior to the advent of the great man himself as MOF i.e after 2003 to the number of cases before the HC/ CAT prior to 2003 ( the honest answer should be that 99% of the litigation on transfer arose after 2003 } c] what is the cost on litigation suffered by the MOF in pursuing indefensible cases before HC/ CAT. D) what is the morale of the field formation or the MOF at the time the great man assumed charge in 2003 and till the time he shouldered the MOF.
One thing is sure for all to see. There is going to a repeat of what MOf went through now at MHA. Issues would be complicated and obfuscated and every little thing would be legalese and a treaure trove for legal practitioners. If terrorism would be tackled through legislation and more legislation, then the great man would have finished off with terrorism the first morning he took over charge. Sadly, this is not the case. If fighting terrorism can be answered through stopping IPL, this MHA has seen a connection, which none in their wildest dreams would never have thought of. The great man thinks in ways, no rational prudent human being is capable of. The great man should be moved from ministry to ministry, so that the officials and the receiving public equally share a disaster. Amen !!!

Succession to Cabinet Secretaryship!
It is now all in the family! And, as always, in the same fraternity too! Whether Mrs Sudha Pillai or G K Pillai, is immaterial. Members of other organised Services are considered incompetent by the GOI for this high profile job.

Government First PSU's Fail:
In government, there is no promotion. A steno is a steno for more than 25 years. Other facilities like full medical reimbursement; LTC encashment; excellent late sitting allowance; allowance for coming on holidays are for PSUs and not for govt. The pension and CGHS facility may be is the only one which is a bit favourable to government employees. In fact, if all the Government departments/ministries are given the pay like PSUs, we will welcome it.
I would like to raise our voice before Cadre Restructuring Committee of Central Secretariat constituted in June, 2008. Since long time UDCs of CSCS injustice on the front of promotion and financial benefit. The lowest functionary of the Central Secretariat i.e. UDC/Assistant, besides routine noting and submission of cases, is required to locate and collect other files or papers, information, data and material. They also identify and examine the issues involved in the case and record a note. While other services enjoying good promotion chances and pay scale but we have been continuously cheated. We all are well versed about the fact that the better skills in noting and drafting and in interpretation of rules and regulations by members of Secretariat service is well-recognized. As a matter of fact, they facilitate maintaining the vital link between Parliament and the Central Secretariat, especially when it comes to handling of Parliament Questions, Assurances, Government Bills, etc. Another important area where they substantially contribute is the work relating to cadre management of various organized services, work relating to financial management and preparation of the budget of various Departments of the Central Government and litigation work of the Central Government, which are also largely being handled by the Secretariat officers/Dealing Hands. Thus, the CSS/CSCS ensures continuity in the policies of the Government of India. We once again urge to Prime Minister/Secretary, DOP&T and Finance Ministry to give us our longstanding demands and we may also upgraded to the post of Assistant after 4-5 years of service in UDC grade.
This arrangement already exists in CBDT/CBEC/C&AG offices where Tax Assistant promoted to the post of Sr. Tax Assistant and Jr. Accountant in C&AG also promoted to the post of Sr. Accountant in 4-5 years of service. It is very unfortunate that DOP&T are not keen to think about UDC of CSCS.

ACP for D,C,B category officials and Pay Parity for Group A Service - For a Toss.
It is roughly more than five months after Cabinet decision on these issues in favour of Central Govt. Employees, but DoPT could not come with corresponding orders. In want of an order Group D,C and B employees are not being given the benefits which they were given earlier. Authorities are also in a fix and not allowing the existing ACP and orders for the new is still awaited. Employees are denied the benefits and are the sufferer. Similar situation exists for Group A services for 'Pay Parity' decision. IPS and IFS have already been given the benefits as DoPT has amended their Pay Rules, Doctors have also been given the benefits, the other Not so important Services for whom the benefits were intended are still denied. Meanwhile, some indications are on this site which are more disturbing to intended beneficiaries. Is anybody listening?

Income tax department raids have nothing to do with the code of conduct. The Raids are guided by actionable intelligence and not by sweet political will or personal vendetta. I think this whisper is a ridicule.
