Madhukar Gupta to continue as Home Secretary
!
Now suspense is over. Madhukar Gupta is going to continue as Home Secretary
in the Government of India till June end. In view of the Lok Sabha polls,
GoI has reportedly relaxed rules and hence Gupta is going to continue
beyond March 31. Madhukar Gupta had been in touch with the Election
Commission on the question of deployment of Para-military forces in
the poll.

Ujal Singh Bhatia is not returning as Secretary Commerce
in the Government of India.1974 batch Orissa cadre IAS officer, Bhatia,
will continue as Ambassador to WTO in Geneva.

Scheduled meeting for the empanelment of 1979 batch IAS officers
to the rank of Additional Secretary in the Government of India did not

Can an organisation seek information ?
The CIC observed that the Right to Information is an integral part
of the Right to freedom of Speech guaranteed under article 19(1)(a)
conferred to all "Citizens". All Superior Courts have been
admitting applications in exercise of their extraordinary jurisdiction
from Companies, Societies and Associations under Article 19 and very
few petitions have been rejected on the ground that the petitioners
are corporate bodies and hence not Citizens.
Applications filed by a company where a Manager /Director /Shareholder
is also a party, should be accepted. Applications filed on behalf of
companies may be returned with a direction that it can be submitted
by a Manager /Director /Shareholder.
In cases of Applications filed on behalf of a Society including Cooperative
Societies, the CIC has taken a more liberal view that an office bearer
of the society is submitting the application on behalf of its members
who are citizens.
Applications filed by an Association / Partnership firm/ Hindu Undivided
Family should be accepted.
Comments
The right to file an application is available only to a Citizen.
A PIO should be liberal in interpreting the term and should not reject
applications on the mere technical ground that the appellant happens
to be a legal person and not a Citizen.

The GOI had given commitment to the striking officers of Oil Sector
on Jan-5/2009 that the matter will be resolved in 30 days. However,
it is sad to read a news item that the whereabouts of the file is not
known. The pay commission pertaining to PSU staff is 2nd pay commission
and not 6th pay commission as mentioned in your article.

There are important questions which need to be asked: 1. How is
the government succumbing to the demand for security by IPL when elections
are being held? How can IPL say confidently that they will not change
dates? Does it reflect any pressure or a "deal" ? 2. Did IPL
not know that elections were due in any case around the same time as
their proposed matches? 3. By agreeing to give security, is central
government ready to be held responsible if something goes wrong? This
question is crucial in view of security situation not only in the region
but also in the country where the government has repeatedly failed even
to ensure security in daily life? 4. For this purely money making event,
is the government going to charge commercial rates as any private agency
would charge? Or is it doing charity and allowing hundreds of crores
to be made at public expense?
