Will BJP be single largest party on May 16,2009 in LS ?
Sources say that intelligence agencies have reportedly informed the people sitting at the helm of affairs in the Government of India (GOI) that it is going to be very difficult for them to come back to power once again. Therefore strategy for poll campaign has to be changed drastically so that the seats could get enhanced. The prospects of the Congress and its allies do not seem to be very encouraging. The figures of the poll result are likely to surprise us: BJP - 165, CONGRESS - 125, BSP - 35, SP - 25, LALU & PASWAN - 11, CPI + CPM - 40, DMK - 03. This matter has been communicated to the poll mangers to take serious action in this regard.
Arvind Jhadav to assume charge of CMD, Air India
Arvind Jhadav newly appointed Chairman cum Managing Director (CMD)National Aviation Company of India Limited (NACIL) i.e. Air India is going to assume his charge on May 4,2009. Jadhav is currently a Principal Secretary with his parent cadre Government of Karnataka & belongs to the 1978 batch. He succeeds E.K. Bharat Bhushan who is discharging duties of CMD Air India in place of Raghu Menon. Bharat Bhushan is Joint Secretary & Financial Advisor, Ministry of Civil Aviation. Bhushan is an IAS officer of the 1979 batch & belongs to the Kerala cadre.

What is wrong with 1979 batch IAS ?
Pressures and counter pressures has again led to delay in the empanelment of 1979 batch IAS officers to the rank of Additional Secretary in the Government of India. Nobody knows when the list will be finalized. Names of three IAS officers Mssrs S Ramasundaram, Ms Zohra Chatterjee and B Bhanumathi prominently came for discussion during the empanelment meeting. It is now expected that list will be finalized today.

Dear Desh Deepak ji,
Presuming you to be an IAS officer, I have only one request to you that if you are so considerate with CSS officers, what prevents you from taking up the cause of IPS officers. Police has no say in framing of laws to which they are supposed to implement,. No Review of plethoras of laws is done after geeting feedbacks from law-enforcement agencies. They have no say in important ministries such as home, law, social justice, finance, personnel etc. where all these laws are drafted and vetted. You find every tom dick and harry but not an IPS officer in ministry. How can we bridge the gap if these field officers do not have any experience of functioning of ministries. If IPS officers do not understand the nuisances of functioning, they will only crib and criticise. If country has to prosper, both these services have to work together rather than looking for opportunities to pull down each other. At the end of the day, this combine (IAS-IPS) can only win the war with mutual trust and comraderie. Hope all in positions take note of this.

Travails of an Unsung Seema Prahari (FEEDBACK)
I don't agree with the views/grievances of the anonymous "Prahari" as narrated in WIC 30-04-09. He appears to be from Officer (Group-A) side. I have had long tenures in dealing with career progression of CPMFs officers. The dissatisfaction reflected by the author is in no way sustainable. An officer joins at Asstt Comdt level after simple graduation, gets Senior Time Scale after four years, gets promotion as Dy Comdt after six years, as 2nd-in-Command after 11 years and as Commandant after 15-16 years. He becomes eligible for promotion as DIG after 20 years of service and then as IG after 24 years of service, although the promotions from DIG & above are subject to availability of vacancies in promotion quota. While such officers have severe allergy from IPS officers being appointed at higher levels or Medical Officers (with MBBS degree) being given time scale promotions, they never bother to take promotional care of their subordinate Constabulary, which comprises more than 90% of each Force and is real back bone of every Force. Whilst, an officer gets 4 promotions in around 15 years of service, a Constable does not get a single promotion even after putting in 20 years of hard service. These officers always get various incentives/perks from the Government in the name of hard duties actually being performed by poor Constables/Head Constables, but there is really none to hear their voice, which is, if raised, is suppressed at grass-foot level itself. This is the main cause of day-to-day incidents of suicides/shoot-out on superior officers by the troops. It is my humble request to the concerned authorities to do needful, whatsoever they can do at their best, for welfare/ promotional care of poor troops.

Government babus are for revolt
Govt. Babus are trying to prepare a pitch for big revolt by PSU employees by debarring them from their right of genuine compensation due as pay revision from Jan 1, 2007.They are restricting profit earning organizations to not compensate employees to create frustration among them which will promote the drain of talent towards private companies paying heavy ransom for creating worse situation. The nexus of IAS, politicians and private companies is dangerous for Indian strong economy. They are least bother to the nation than their Swiss Bank A/C.
As they are creating the situation within 6 months a joint forum will call for revolt and the whole country will be in trouble. But what we can do is to protest? We can't be the watcher .

Why audit is viewed as impediment?
I fail to understand why the audit is viewed as an impediment for the Commonwealth Games. There are far greater legal and implementation hurdles which a good audit will be able to improve upon. The audit bogey does not exist except for those who do not believe in accountability in governance.

Can't we dismantle DG(Audit) to increse the effciency? Audit act as impediment to decision making process. India needs fast growth and decisions and not obstacle like created by audit, which is full of negative mindset and artficial target.BJP govt initiated this process in CAG conf, let us seewhat they do , if they are back inpower.

Main issue is interpretation
The main issue at stake is not interpretation, inference and framing of rules. It is the envy, which exists amongst the various services, that is the main cause. If some sort of morality is brought in the Government like stoppage of all kinds of misuse of office perks & facilities, telephones and personal staff (posted in excess against the entilement), people become sincere towards their duty and the Ministers/High level official shed their fedalistic tendencies (which exists even after 60 years of independence); then only things will start looking brighter and there will be no cause for cribbing.
