1. Interestingly by that time in Britain there was no service like ICS and IP. Everyone was starting at lowest level and depending on merit they were going up. Even today for police in UK everyone is entering into
Constabulary and rising in hierarchy by sheer hard work and merit. Not like us where simply by showing one time mugging and better
educational background and examination skill, we enter into middle rung of bureaucracy with sole right to lead the rest. We don't have any specialized skills neither we develop one, but by virtue of our one time success in an examination,
we develop a right to lead everyone. My frustration is more towards policing as I belong to uniform community. I don't have aptitude nor hobby to be in Policing Job but I am here and I may lead whole police force one day because I am born in Police with Golden Spoon that is IPS. How it will happen is depending upon my hobnobbing and sycophancy skills and why not because after Civil Service Examination it is my birth right.
2. Please see in detail the profile of senior officials and than one will realize that how these officers have manipulated the system and reached the respective places. Hasan Gafoor a very nice person and decent police officer has spent most of his career out side actual policing and done many soft posting outside actual police work. Presently he is Commissioner, Mumbai Police. Our NSA was a top class IB officials but he even not bothered to close this mindless media exhibition of a national tragedy.........

Rahul is better than others !
Rahul is really far far better than other politicians exploiting Indians from long time. He and his sister Priyanka realise the real situation that all glamour they have got is due to large public support and they have to do for the masses but other most senior leaders, even in the Congress and the BJP, are thinking only up to their family or trying to adopt divide and rule policy. Today PM in waiting? is quoting the statement of late Rajiv Gandhi that only 15 paisa is reaching to real destination and by quoting this he wants to get all votes to his Bhagva brigade inspite of having Modi and himself as a defaulters who many times breached the Indian constitution and tried to destroy the harmony of India. At least Rahul, Priyanka and Soniya Gandhi may be fighting only for the chair and power which is need of any politician but Advani and his brigade is fighting not only for power and chair, they have many hidden agenda due to which they and their supporters always cry for Hindutva/Article-370 like issues instead of issues of development. When they were shouting that 'India is shining' they had already made their one hidden agenda successful by commercialising the whole education system to debar 70% Indians from higher education. They never like to see more than 15% Indians to be seated at any chair .All villagers remain beggar in front of them and their suporters. I strongly think that Rahul will become more strong and will try to break the caucus inside the Congress really working for the above hidden agenda of Bhagva brigade and will become one day the popular most Indian leader like Lal B shastri, Sardar Patel and Indira Gandhi.

It has really been very bad phase for sincere and honest PSU officers who having being placed number one in the selection panel by PESB were ignored on flimsy ground and bypassed to place no. 2 in panel just for political support. The officers life has been shattered. Who are responsible ? What will the system now do for such sufferers?

Communication of ACR
The decision to communicate/share the ACRs is the first step in working out a transparent system of Performance appraisals etc. While there has been some progress for IAS officers, it is far from satisfactory. Moreover, it has not been implemented for other services. The moot point that still needs to be addressed is the timely writing of ACRs. Kindly do a reality check and see the percentage of ACRs that have not been written for 2007-08 or earlier, what to talk of 2008-09!!!!!!!

With DPE deciding the pay and facilities of PSU officers, PSUs are now DPE managed and not Board managed. Therefore question is whether the Board of Directors is required at all. As for issuing charge sheets and termination letters, that can also be done by DPE directly.

Leave encashment calculations need to be corrected
Under gratuity act, ½ month's pay is paid for each year of service completed, for a maximum of 33 years. ½ month's salary is calculated as 15/26 of monthly salary.
This formula recognizes the fact that with 4 Sundays in a month, an employee earns a month's wages by working for 26 days.
In the same way, for calculating leave encashment at the time of retirement one month's wages should be paid for 26 leaves instead of 30 leaves. This would be a fair calculation, and shall give to employees their due.

Who will help poor DEOs?
For these poor DEOs, there is no promotion even after 20 years, no Departmental Examination, no cadre restructuring even though they work in CSS offices, no justified First Financial Up-gradation under the so called ACP scheme ( they get the lower pay scale of Rs. 4500-125-7000/- after their basic pay becomes Rs. 5200/-), no Flexible Complementing Scheme which is being implemented for the DEOs of the NIC and no grant of similar pay scale of Rs. 5000-150-8000/- being given to their counter parts in CLTRI etc. I expect the concerned authorities will come for the rescue of poor DEOs.

CSS are important for govt
AIS officers come and go. It was the CSS who were the knowledge bank and providing the AIS officers the background info and guiding them in taking right decisions. The decision to transfer CSS would make no difference to the officials but for the Government, it would make a big difference. AIS officers incompetence would get exposed in no time. This is already happening in important Ministries. Quality of work in Government Ministries has gone from good to bad in the last few years because of the transfer policy of US and SO level officers. Now introducing this at lower levels would take it from bad to worse. People who have time to take such decisions need to be given some constructive work. DoPT would be wasting precious Government time in issuing transfer orders and dealing with placements. What a waste ?

Should no govt employee be promoted ?

Articles of persons like Lal Gulab should not have been published. If the line of action suggested by him is followed, then it means that no Government employee should be promoted if he has already earned one or two promotions. Whether he is an All India Service officer or an S.O., he should remain so throughout if he has already got promotion from Asstt's post. He does not have any knowledge about good personnel management. Every competent person aspires to go higher in the hierarchy. If a PPS or SPPS does not take dictation, it means that he is doing a more important work; it doesn't mean that he is not capable to do this work.

PPS/Sr.PPS/PSO
It carries more responsibility and dedication
I am surprised with the comments being given about PPS, Sr.PPS or PSO. Since I am fortunate enough to have experience of working in both the Secretarial (stenographic) and non-secretarial line, I must mention that the work of personal staff headed by PPS/Sr.PPS (or PSO, in future) carries more responsibility and dedication than that of SO, USs or DSs. An efficient Dealing Hand (LDC or UDC) is equal to any Under Secretary, if not better. In fact, there are instances, when a Joint Secretary or Secretary has preferred a dealing hand in briefing sessions with Secretaries/Ministers to US/DS. Does that mean the post of Assistant, SO and US/DS are irrelevant? We all should understand that everybody has a role to play in the set up of Government. As an US or DS has a different role to play, even though there may be a very efficient dealing hand under them, PPS or Sr.PPS has his or her own importance in the o/o Secretary. There have been occasions, when in the absence of Secretary his directions need to be passed on to other officers in the Ministry/Department, in such situations, there is lot of difference the effect of such a direction would have on them when the same is passed on to by a PPS / Sr.PPS or by a PA/PS. There are similar other occasions, when authority has to be used and as we all know, higher then post, higher is the authority. Officers would agree with me when I say that an efficient PPS/Sr.PPS has always proved a shock-absorber for officers junior to his boss (i.e. AS/JS,Dir/DS etc).
We should remember that 6th PC has rightly taken a decision and instead of rejecting it. DOPT should find ways to make these posts more responsible by assigning them suitable work and other facilities, befitting their grade.

The Indian voters are fed up with the blame-game of accusations/ counter-accusations played 24x7, by political parties. The boredom is killing. Though professing different ideologies, these parties share a common goal : How to grab power ? For them, means are not important; but, the goal is ! In their anxiety to please their Master , some party's spokesmen tried to overreach themselves and were promptly sacked today (May 9). The voters, as always, are confused , irate, sore and disillusioned. They are in a Catch- 22 situation! All along in the past, we got the" Government , We Deserved". Results are there for everyone to see. Let us, this time, get a "Government, We Don't Deserve" . The Change, they say, is always for the better ! I urge upon you to publish my views on the website, which is known for its transparency, despite your 'covert' support for Rahul baba (So, It seems), based on a survey with a miniscule sample which is statistically unviable.

It is not in good taste

The comments of one visitor that PPS/SrPPS/PSO do nothing is is bad taste. In government most of the people do nothing. Why to signal out one particular category of officer. These are the only category who are always found at least on there seat. Tell me if that category of officers has no right to promotions ? I am unable to understand how the creation of PSOs post will instigate fighting between CSSS and CSS. I think the visitor is not happy in seeing the upgraded post. His contention that after PS all officers be converted into Under Secretary onwards is in the right and sensible. However, I am unable to understand why he is zealous when some category officer is being given equal chance. Please note this category of officers has been neglected for a long time and it was after 5th CPC that their position is improving. I would request such visitors not to criticise others but fight for your own cause and if possible raise the problems of others. We are all human beings we should feel happy if someone is getting something coz there is no loss of others.

Take BSNL to the Consumer Forum
Instead of throwing the card into the gutter, please show a little more of consumer spirit and file a complaint in the District Consumer Forum of your area and see the pleasure of hearing sweet music from the highest in BSNL. Spare not such "deficiency" in service. Complain and seek relief for : 1)monetary loss; 2)deprivation of the use of the facility, and; 3)harassment and mental torture. Either take help from some friendly(I mean it literally) lawyer or best get guidance from the website of the National Consumer Disputes Redressal Commission.Enforce your own rights and lead others in the matter. Once a Doctor, a Professor and a prominent Lawyer were traveling in a car. They met with an accident and all three of them died.
Yama Raj was waiting for this moment at the doorstep of death and he asks the Doctor and Professor to go to Heaven. But, for the Advocate, Yama had already decided that he should be sent to Hell.
The Advocate is not at all happy with this decision and he argues with Yama as to why this discrimination is being made. All the three of them had served the public. Similarly, all took bribes, all misused their positions, etc. Then why different treatment? He suggested that there should be a formal test or an objective evaluation before a decision is made; and should not be just based on opinion or pre-conceived notions.
Yama agrees to this and asks all three of them to appear for an English test.
Doctor is asked to spell "INDIA" and he does it correctly.
Professor is asked to spell "ENGLAND" and he too passes.
It is Advocate's turn and he is asked to spell "CZECHOSLOVAKIA". Advocate protests that this is not fair and he was given a tough question and thus forced to fail with false intent.
Yama then agrees to conduct a written test in Hindi.
Doctor is asked to write "KUTTA BOLA BHOW BHOW". He writes it easily and passes.
Professor is asked to write "BILLY BOLI MYAUN MYAUN". He too passes.
Advocate is asked to write "BANDAR BOLA GURRRRRR....." Tough one. He fails again.
Advocate is extremely unhappy. Having been a student of history (which the other two weren't), he now requested for all of them to be subjected to a test in History.
Yama says OK but said this would be the last chance and that he would not take any more tests.
Doctor is asked: "When did India get Independence?". He replied "1947" and passed.
Professor is asked "How many people died during the independence struggle?". He gets nervous. Yama asked him to choose from 3 options: 1,00,000 or 2,00,000 or 3,00,000. Professor catches it and says 2,00,000 and passes.
It's Advocate's turn now.
'Yama asks him to give the Name & Address of each of the 2,00,000 people who died in the freedom struggle.
Finally, Advocate accepts defeat and agrees to go to Hell.
Moral of the story:
If Your Boss or Department Decides To Screw You, There Is No Escape.
