SCI Vigilance division is now ISO certified
The Shipping Corporation of India (SCI) of which Chairman cum Managing
Director (CMD) is S.C.Hajra had received a Certificate of Approval
from M/s Indian Register Quality Systems (IRQS) certifying that the
Quality Management System of the SCI has been assessed and approved in
accordance with the requirements of ISO 9000:2001 with respect to the
following scope: owning. Managing and chartering of ships for
transportation of goods and passengers; offshore and marine advisory
services. The validity of this certificate is 3 years i.e. from 8th
May 2007 to 7th May 2010. However, the Vigilance Division of the SCI
was kept out of the purview of the ISO so far. It was only after
M.B.Sagar took over as SCI's Chief Vigilance Officer (CVO), vigilance
division had taken an initiative for introducing the concept of
Integrity pact in SCI which culminated into signing of MOU between SCI
and Transparency International India (TII) on March 26, 2009 for
adoption of Integrity Pact in SCI. M.B.Sagar said "we continued this
trend by getting the Vigilance Division of SCI to be ISO certified.
The most important reason is that ISO also epitomizes the
implementation of standardization of procedures. The Vigilance
Division. has on a few occasions in the past, stressed the need for
standardization of procedure including proper documentation policy,
maintenance of flies movements records and more importantly, updating
of existing manuals in the various divisions (for e.g. purchase
manual) and preparing such manuals in divisions where they did not
exist (for e.g. spare parts procurement manual did not exist).In view
of the following. Vigilance Division was audited by IRQS on April 23,
2009. This ISO audit was carried out for the process flow chart etc.
prepared in respect of complaint investigation process as stated
above. The Auditor viewed various files and systems followed in the
Vigilance Division and expressed satisfaction on the information
provided to all his queries. In the IRQS Observation Sheet, the IRQS
passed a Positive (+) Observation as follows: "in Corporate Services,
the vigilance department has been audited. The system of analyses of
the various complaints from vendors etc. is analyzed adequately." They
have given a + sign in the remarks column of their observation sheet.
Thus, SCI Vigilance division has become one among the first of the
Vigilance Divisions to be certified for ISO 9001:2000. M.B.Sagar, CVO
SCI said I am thankful to C&MD for his encouragement and VP (ISM&ISPS)
and his department. for their kind co-operation in this regard.

It is a welcome news
It is welcome news that the new government will review recent PSU appointments. There have been blatant violation of Resolution/Rules/Guidelines laid down by PESB/DOPT just to accommodate political favour. Internal candidate being placed first in the selection panel meeting all the prescribed requirement was bypassed and the whole system could not do anything except accepting the political order. Is this not rampant blow to sincere, honest and devoted officers. This is what has the aam admi got from the Government. What now would the new government do? Have all the agencies including CVC, CBI closed their eyes and ears and just saw that the such aam admi's career and future is destroyed by these politicians. Why are they not scanning such cases and ensuring to provide justice. The file will speak if they just take the cases.

The move is likely to generate more losses. Airline should follow the policy of Laloo Yadav and introduce the scheme of automatic upgradation. It will cost nothing except extra food of executive quality which otherwise also is not of very good standard

Sadistic pleasures derived by DOPT
DOPT is sitting over a pile of 200 vacancies of Under Secretary. There are officers who have been awaiting promotions after rendering 13 years of qualifying service although the rules provide for promotion after 8 years. DOPT has taken a decision to prepare select lists and then only give actual promotions. DOPT has been preparing select list of 2003 for the last six months. There is no tangible progress in the matter except for the fact that some of the cases have been sent to UPSC. At this pace, it appears that DOPT would not be able to promote officers as US before 2011. By that time it appears that there would be more than 400 vacancies. It is evident that DOPT has no vision as to how they plan to run the ministries in the absence of manpower. Already , many ministries have been facing the difficulties but DOPT is hell bent upon following this policy. It is apparent that someone in the DOPT has decided to punish CSS and all these decisions are reflection of the mind set of that officer. Recently, DOPT has taken decision to implement their lateral transfer policy. It is not clear as to how they get time for these exercises when they don't have time for preparation of select lists and for promotion of officers.

Transfer of CSS officials on promotion to other ministries is an old rule- as old as ten years. What the CSS division of DOP&T is not bothered about is that scores of officers belonging to the CSS, have been languishing in the same ministries for as long as 25 to 30 years. They are neither getting promotion due to acute stagnation in this slum-dog Service nor are they getting transfers to other ministries. Those, who are able to pull the strings manage to get transfers to more important ministries. Others remain stay-put. As a result, they have become fossilised. The decision-makers in the DOP&T, unfortunately, are insensitive to their plight nor are they interested in improving the efficiency of the management. Rotational transfer of officials in any Service is a sine qua non of Good Governance, so that they do not develop the so-called vested interests. The DOP&T mandarins (Read as IAS coterie) are merely bothered about providing plum postings to their own fraternity. The Cabinet Secretary is unabashedly biased in favour of his own clan, uncaring for the non-IAS officers. The CSS is the most neglected lot wherein officers empanelled as Joint Secretaries have to wait for four to five years for their postings. There is no Rule of Law. The panel of Additional Secretary containing the name of a single officer of CSS, is a saga of favouritism, manipulations, regionalism, bypassing the claims of seniors, who were no less meritorious. Wheelers and dealers are having a field day. The extra-constitutional centre of power is hyper-active. The Prime Minister, the head of DOP&T, is an excellent academician and intellectual but he is a week Administrator, under the influence of the caucus of civil servants of the elite Service, around him. The present UPA regime is uni-centric towards the invisible power behind the throne. The NDA regime was no better! There was corruption galore during their period with another invisible power behind the throne. The then Home minister, who is aiming at the post of Prime Ministership now, had ordered the stoppage of direct recruitment to the CSS through the Civil service examination. The committee of Secretaries was presented with an agenda after taking the approval of L K Advani, the then HM. The then Cabinet Secretary (Pandey) at the COS meeting merely uttered that "since the HM had already approved the proposal, the COS had nothing to contribute'. That was NDA style of functioning.
