SCI Vigilance division is now ISO certified
The Shipping Corporation of India (SCI) of which Chairman cum
Managing Director (CMD) is S.C.Hajra had received a Certificate of Approval from
M/s Indian Register Quality Systems (IRQS) certifying that the Quality Management
System of the SCI has been assessed and approved in accordance with the requirements
of ISO 9000:2001 with respect to the following scope: owning. Managing and chartering
of ships for transportation of goods and passengers; offshore and marine advisory
services. The validity of this certificate is 3 years i.e. from 8th May 2007 to
7th May 2010. However, the Vigilance Division of the SCI was kept out of the purview
of the ISO so far. It was only after M.B.Sagar took over as SCI's Chief Vigilance
Officer (CVO), vigilance division had taken an initiative for introducing the
concept of Integrity pact in SCI which culminated into signing of MOU between
SCI and Transparency International India (TII) on March 26, 2009 for adoption
of Integrity Pact in SCI. M.B.Sagar said "we continued this trend by getting
the Vigilance Division of SCI to be ISO certified. The most important reason is
that ISO also epitomizes the implementation of standardization of procedures.
The Vigilance Division. has on a few occasions in the past, stressed the need
for standardization of procedure including proper documentation policy, maintenance
of flies movements records and more importantly, updating of existing manuals
in the various divisions (for e.g. purchase manual) and preparing such manuals
in divisions where they did not exist (for e.g. spare parts procurement manual
did not exist).In view of the following. Vigilance Division was audited by IRQS
on April 23, 2009. This ISO audit was carried out for the process flow chart etc.
prepared in respect of complaint investigation process as stated above. The Auditor
viewed various files and systems followed in the Vigilance Division and expressed
satisfaction on the information provided to all his queries. In the IRQS Observation
Sheet, the IRQS passed a Positive (+) Observation as follows: "in Corporate
Services, the vigilance department has been audited. The system of analyses of
the various complaints from vendors etc. is analyzed adequately." They have
given a + sign in the remarks column of their observation sheet. Thus, SCI Vigilance
division has become one among the first of the Vigilance Divisions to be certified
for ISO 9001:2000. M.B.Sagar, CVO SCI said I am thankful to C&MD for his encouragement
and VP (ISM&ISPS) and his department. for their kind co-operation in this
regard.

Government of India is neither fair nor interested in efficiency
This
is about IES officers in Government of India. A very contrasting picture is presented
to show case the attitude. It was sometime in 1996-97 , there were IES officers
in the JAG. They had their SOs and Joint Secretaries. The SOs have become DSs
and The JSs have become Senior Secretaries. The JAG IES officers have moved from
JAG to Director( 13 Years). Looking at the work demand, IES officers on an average
initiate and complete most of the work whereas other service officers on an average
put their signature on the proposed work. This is not the complete story. When
it is about the work of a IES officers, expectations on quality, volume and timeline
is very high and expectation is of exemplary standard where as in case of others
, the remark is , you know they don't do!! In the longer term the situation neither
helps the Government nor the IES officers. Please mind it, I state a fact which
I observed . I must make clear that I am not an IES officer working to advance
any particular sections cause.

UPA disposes I had attended the Committee of Secretaries (COS) meeting
chaired by Kamal Pandey, the then Cabinet Secretary who, while expressing his
extreme displeasure to discuss the agenda already approved by the then Home Minister
( L K Advani),clearly hinted that, sooner or later, the DOP&T will have to
prepare a fresh Cabinet Note to nullify the present decision and resume direct
recruitment to the CSS through the Civil Services examination for ensuring quality
in decision- making in the Central Secretariat. Unfortunately, no follow-up action
was taken by the UPA government.
A former Secretary to Govt of India
This
is for the betterment of service and individual They will be able to
get exerience of other Ministries. But why only Assistants and SO of CSS. When
policy for US/DS was introduced, it was also made applicable for PPS/Sr. PPS but
this time PAs and PSs has been left. When they want equality in all respects,
why not for rotational transfers, which is demand of the time and working. This
is applicable in most of the State Governments.

is not punishing the Under Secretaries alone Kindly think about the plight
of Stenos and other non gazetted officials. The CSS Officers have been complaining
& complaining relentlessly about delay in their promotions & non rotation
because of which they do not get chance to be posted in lucrative ministry. they
are blaming the IAS not realising they themselves are responsible. the CSS has
failed the system, majority do not know the rules of office procedure, they get
activated selectively in those files in which they have interest, they manipulate
the system & behave like Gods, they do not face dislocation & remain comfortably
located at one station, a plush government house, their children have stable life
& continuity & do not have to adjust & readjust & face the trauma
of frequent transfers & consequent inconvenience of learning language of new
state of posting & yet these officers want to retire as secretaries to the
Government of India with no field level experience. an officer joining as a LDC
retires as under secretary/deputy secretary thus getting minimum 4 promotions
in his career and yet are under false belief that they are the deciding force
and decision making is easy merely because they have submitted a detailed note
based on the receipt received from the field formations/state governments not
realising that drafting a note & submitting DFA is not decision making. if
the highest authority merely initials the file on their long note then that initial
carries more weight because behind that decision lies the years of posting in
far flung districts, the postings in state secretariats & numerous State PSUs
which gives the strong foundation to the IAS & exposure to various levels
of decision making. therefore the CSS should stop trying to blame IAS Officers
or compare with them. merely submitting neatly typed office note & DFA is
NOT administration or decision making.

Career progression
of CSS DOP&T should solve the career progression of CSS and their
timely promotion to remove acute stagnation and frustration in the service rather
than wasting their time in evolving new transfer policy leading to nepotism and
favoritism by posting their own people in much wanted ministries at the cost of
those who have no my baap. No criteria have been evolved for inter- ministry transfers
since 1999.Those who can manage are transferred from one economic ministry to
another or remain in that Ministry even after seven years. Many of them are in
DOP&T itself. What is the use of this transfer policy. If you equate CSS with
other services for transfer policy, why not for time bound promotion? They are
sitting on the cadre review committee report of CSS just because it does not suit
those sitting at the helm of the affairs.

news This is good that Dir/DS/US will have a tenure of 5 year in a Ministry
and SO/Assistants will have a tenure of 7 years in a Ministry. But it is a purely
stepmotherly treatment with CSS. When initially the policy of rotational transfer
was introduced for CSS it was also made applicable for CSSS. But this it is made
applicable only for CSS and not for CSSS. Perhaps they are attached with big bosses
and can manage to hoodwink the rules. DoPT (CS Division is not fair in its dealings).
