J S Sarma has been appointed Chairman of the TRAI on Wednesday. Sarma who is presently Member of the TDSAT is 1971 batch IAS officer of Andhra Pradesh cadre. Sarma has a lot of exposure in the telecom sector. He was the Department of Telecommunications secretary and the Telecom Commission chairman from June 2005 to July 2006. Later on he was appointed as the Department of Fertilisers Secretary from July 2006 to July 2008.

Once a senior bureaucrat went to 'Bhisma Pitamah' of Politics to demand a ticket for himself and was astonished to know that he should vie for it (the all valuable ticket) only if he has 17 people with him. 'Bhisma Pitamah' asked him, "You have come to ask for a ticket but do you have 17 people with you?". The amazed bureaucrat asked him, "Who these 17 people were and what have they to do with my seeking ticket ?". Apt came the reply, "If you don't even know about these 17 people, How will you compete in politics?" Bhisma Pitamah, however, later on explained that to become a politician these days, one requires four rich people (who can lend money), four musclemen (who can fix the opponent), four party workers (who can plan - not how to serve people but how to counter adversaries), four staunch supporters with an expertise in propaganda war) and one yourself. "If you have these many supporters then only think of stepping into the shoes of your political bosses or else forget", Bhisma Pitamah told him. The senior bureaucrat who used to think that he had all the skills to handle the government machinery was ultimately left aghast.

Hectic activities in CBDT
Suddenly, there is hectic activity in the august corridors of CBDT, as the Board seems to be in a tearing hurry to pass transfer orders of Additional /Joint Commissioners and Commissioners.

Out of the blue, urgent calls have been received by a number of officers particularly in Mumbai and Delhi asking if their children are in 10th/12th class, or if their spouse in posted within the same station, or if somebody in their family is critically ill. No marks for guessing why such calls have been made. More so, where in a lot of cases the concerned officers have still not completed their tenure as per the existing draconian transfer policy.

Ostensibly, the gesture appears to be very well meaning. However, there are whispers that the outgoing government, desperate to post own people to the lucrative posts in Delhi and Mumbai, for reasons more than mere kinship, is forcing CBDT to create vacancies in these cities by transferring out officers who are soft targets -- even if they are not due for transfer.

The option seems to be simple:- Appease the people presently in power...OR... pack your bags!

This is all being done when the report of the Committee set up to review the existing transfer policy is gathering dust on the table of the Member placement.

Government of India is neither fair nor interested in efficiency
This is about IES officers in Government of India. A very contrasting picture is presented to show case the attitude. It was sometime in 1996-97 , there were IES officers in the JAG. They had their SOs and Joint Secretaries. The SOs have become DSs and The JSs have become Senior Secretaries. The JAG IES officers have moved from JAG to Director( 13 Years). Looking at the work demand, IES officers on an average initiate and complete most of the work whereas other service officers on an average put their signature on the proposed work. This is not the complete story. When it is about the work of a IES officers, expectations on quality, volume and timeline is very high and expectation is of exemplary standard where as in case of others , the remark is , you know they don't do!! In the longer term the situation neither helps the Government nor the IES officers. Please mind it, I state a fact which I observed . I must make clear that I am not an IES officer working to advance any particular sections cause.

Using IES
From time to time, complaints come up in the Forum that IES officers are not being used by the government. They are not allowed to contribute anything to decision making and economic analysis is outsourced. The grievance is justified to the extent that a cadre of bright officers is being wasted, The problem lies with the Indian educational system and the recruitment pattern of the UPSC. Not even 10% of IES officers are adept at using any econometric software; not even 1% know advanced econometrics. They can contribute nothing to the process of informed decision making because 'hard' economic analysis is beyond their grasp and will continue to be outsourced to the 'real professionals'. If it is a question of general knowledge of the economy at the level of the Economic Times or the Economist, or collating information on Excel, perhaps any CSS officer is good enough. There is no point in using IES officers for clerical work. It will be appropriate to absorb these officers, an intelligent lot without specialist skills, into Class I generalist services.

Don't blame Government of India
The real culprit are some bureaucrats who are neither fair nor interested in efficiency and entire government's gets blamed. No doubt all Central services are efficient. This is reflected in their functioning. Some of the states ' cadre officers also become efficient after joining central government. But some such bureaucrats (IAS) remain in their state conditions and deals in all unholy things. They are the ones who are not interested in fair play and are allergic to efficiency & transparency. Where ever they are posted, they make a mess of the central services cadre and take shelter behind the brotherhoodness of the IAS. Let all central services and clean & efficient IAS officers join hand in making collective efforts to expose such state cadre (IAS) officers and sent them back with no return ticket to central government postings. Then only the one can expect fair play and plight of IES and other central services will be taken care off.

To be fair to all

Unskilled staff can join government service at the age of 18 years, thus getting 42 years of service opportunity. Highly qualified people, like IAS aspirants are eligible to join only much later. To be fair to al, government should allow service of 42 years to all employees subject to maximum age limit of 65 years. This will also help in optimally utilizing high quality human resource and be fair to all.

A colossal tragedy
What can be more shocking than the fact that out of 6.59 lakh students in MP Board Exams,4.26 lakh students failed As per TV reports, 350 schools posted zero results. Five students have committed suicides. The poor results have been attributed to teachers being pulled out of the classes to work as polling staff during elections by School Education Minister Ms Archana Chitnis. Such a collossal wastage of precious human resource should be a matter of deep concern and introspection for everyone. Is it the faulty school syllabus or faulty methods of teaching or dereliction of duty on the part of teachers or lack of tuition / coaching facilities in MP or combination of these and many more factors responsible for such a disastrous state of affairs. (Is it a mere coincidence that such a poor showing happened in a state which has given the country its Human Resource Development Minister). In urban centers which produce relatively better results , the real reason may be that there is hardly any student who does not take regular tuitions or coaching to supplement his learning in school. Instead of government officers being sent abroad for training or higher studies, it will be far more better if they are sent to rural areas to work in schools for a minimum period of one to two years to improve the state of schools and quality of education and enforce accountability. This can be a very good learning experience for them as also for schools and children in improving their performance. Let this colossal tragedy not get relegated to the background because of din of Parliamentary elections

Ideals once cherished are the first casualty in Civil Services
After a few years in the civil services realization starts dawning upon you that ideals one had cherished as a student are the first causality in this self-centric world, where one service is competing with other and within service each individual is competing with other. Good governance is an utopian idea in a world where fixers and 'socialites' flourish more than the doers. Languishing in the corners of bureaucracy are those who either did not cross the magic line or who are nor 'practical' so to say. Then there are some who will constantly make noises about 'administrative reforms' or 'improving accountability' in the system which continues to work as it did in the old good 'British times' self centric and exploitative with chunks of democracy. But for the initiatives by our vibrant private sector enterprise which has while keeping the good old bureaucrats and netas well lubricated also ensured that the nation do get benefits of 'industrialization' and modernization. although the motivation for private sector was more mundane but at least it allowed flourishing of a big educated middle class which is slowly asking some disturbing questions to the civil service and netas. God bless our nation Amen!

A mess up
It was interesting to see the comment regarding vacancy of on epost of Special DG in BSF. I wonder why are you not writing any thing about the vacancy of two posts of Addl DG in BSF which have been allotted to the cadre. Even the rules have not been framed for the last nine months. One very capable officer is going to retire next month without getting the rank of Addl DG. Even the proposed rules are such that not even one officer of the cadre will make it to that rank. A residency period of 3 years is proposed in the rank of IG whereas the cadre officers pick up the rank of IG only for about two years or less on an average.

Home Ministry still has colonial hangover
Dear Home Minister, You are at the helm of a ministry which is still having a colonial hangover with rampant practice of apartheid among the officers lot. The IPS is still bossing around in places where they have absolutely no business .As you are aware, the combined strength of CPOs (CRPF/BSF/ITBP/CISF/SSB) is over one million and their officers cadre is over 10,000. It is ironical that in spite of being direct entrant class-I Gp A officers, this service is still not recognized as an organised service (whatever that means) and they don't have a cadre of their own. Attempts to have one have been scuttled by the "white men in brown skin" to safe guard the interest of their cadre. It is time you set you ministry in order before embarking on any grandiose "Police Reforms".

Its true that no party may get absolute majority in these elections but the media reports, analysis from newspapers and personal visit make me to conclude that BJP may not be in a comfortable position as far as next government is concerned. BJP has advantage in central, western and south central areas but congress is also not far behind. It is likely that such areas may see rise in BJP votes but could turn out to be on advantage for Congress since the percentage of polling has not been very high. Thus while these areas may see photo finish, the lead of congress in other areas is certainly turn them to be the largest party after counting.

This is clearly indicative of the extent of dissatisfaction in the Revenue service during the earlier setup. The requests for change seem to be motivated by the renewed confidence in the present setup under new Chairman and Members ,who appear to be receptive to problems faced by the senior Commissioners towards the fag end of their career. It is a good sign and I am sure if the CBDT follows a uniform policy of accepting the requests for change in all cases where the officers have done a cooling of 2 years and posts them in any of the States ,if not the places in those States , requested for the dissatisfaction level will go down drastically ,and the officers in turn would perform much better. If no exception is made ,the confidence in the System would go up tremendously and the Department would always remember the present personnel sensitive team of members in the placement Committee, who for a change would have also passed the transfer orders within the timeframe provided in the Transfer policy.
