Hectic activities in CBDT
Suddenly, there is hectic activity in the august corridors of CBDT, as the Board seems to be in a tearing hurry to pass transfer orders of Additional /Joint Commissioners and Commissioners.

Out of the blue, urgent calls have been received by a number of officers particularly in Mumbai and Delhi asking if their children are in 10th/12th class, or if their spouse in posted within the same station, or if somebody in their family is critically ill. No marks for guessing why such calls have been made. More so, where in a lot of cases the concerned officers have still not completed their tenure as per the existing draconian transfer policy.

Ostensibly, the gesture appears to be very well meaning. However, there are whispers that the outgoing government, desperate to post own people to the lucrative posts in Delhi and Mumbai, for reasons more than mere kinship, is forcing CBDT to create vacancies in these cities by transferring out officers who are soft targets -- even if they are not due for transfer.

The option seems to be simple:- Appease the people presently in power...OR... pack your bags! This is all being done when the report of the Committee set up to review the existing transfer policy is gathering dust on the table of the Member placement.

As Chief Wildlife Warden, A.K. Srivastava made a mark in Jammu &
Kashmir before joining Ministry of Social Justice and Empowerment,
Government of India (GOI) as Joint Secretary in the Commission for
Economically Backward Classes. Srivastava an Indian Forest Service
(IFS) officer of the J&K cadre who belongs to the 1980 batch. He was
responsible for scientific management of protected area of over 16000
sq.kms (5 National Parks, 14 Wildlife Sanctuaries, 41 Conservation
Reserves) which is the largest in any state in the country. Special
focus was given to Wildlife Crime Control and Handling of Human - Wild
Animal Conflict situations. During his tenure Srivastava made
significant contribution to the cause of Wildlife Conservation. This
included launching of species recovery programme of the critically
endangered species viz Hangul, Snow leopard and Markhor. Under the
Wetland Conservation programme, Management Action Plans of important
Ramsar Sites like Tso-moriri, Surinsar-Mansar, Hokersar were launched
and Management plan for Wular lake prepared. Initiatives on
strengthening linkages with the premier research, academic
institutions and voluntary organizations viz Wildlife Institute of
India, University of Jammu/Kashmir, Wildlife Trust of India, World
Wide Fund for Nature - India, Bombay Nature History Society, Bombay,
Nature Conservation Foundation, Mysore, International Snow Leopard
Trust, Snow Leopard Conservancy, Wildlife SOS etc besides capacity

Using IES
Every organised service has its mandate, so does the IES. These were re-iterated by the Department of Economic Affairs to the participating Ministries a number of times since 2005, and nowhere is it laid down that the efficiency and efficacy of an IES officer is to be judged only according to how many econometric models (s)he developed for the Department (s)he is posted in. It is of course a legitimate expectation that a contemporary professional Government economist (IES) will be functionally literate in econometrics, and the IES officers recruited through UPSC are indeed trained in econometrics though all of them might not have opted to 'major' in the subject.
What needs to be appreciated is that an IES officer is not an academic researcher, (s)he is part of the very system in which other Government officers work. Inter-alia, the professional requirement of an IES officer posted a Ministry is to be able to appreciate, interpret, collate and internalise the econometric analysis done on the sector concerned, and/or get tailor-made studies conducted for advising the political bosses on policy and implementation issues.
The fact that the Ministries outsource econometric research work or project implementation and evaluation is no reflection on the competence or usefulness of IES as a service or its officers. There is a difference in domain expectation, and the two should not be confused to give the IES unnecessarily a bad name. The IES officers posted in a specific Ministry, as the user Ministry of the outsourced work, are mandated to add professional input in guiding the outsourced research agency/project implementation teams engaged by the Ministry in which (s)he works. These would include advising the parameters the agency should look at, advising on the study design etc, holding informed discussions on the methodology and assumptions, and seeking modifications on sound econometric principles if necessary. If the IES Officers are not allowed to play their assigned role considering them to be 'in competition' with the outsourced agency, and then if everything is left to the understanding and discretion of outsourced agency who get put on a pedestal many a times just because they happen to be big names with top personnel well networked with the Government, the loss is entirely that of the Government and is no reflection on what the IES officers can or cannot do.

Whether LK Advani becomes PM or not; it does not matter as someone may fill that place. But a puppet like Manmohan or any other person nominated by the Sonia will be of no use and also not in the interest of the country.

COS proposes, UPA disposes
To discontinue the direct recruitment of SOs (CSS) as decided by CoS had been a great decision and have saved many persons from joining CSS and ruining the self esteem. This service, particularly, DRs have been denied dignity which is generally available to other service officers selected through Civil Services Exam. When join they face confrontation from the promotees who think that DRs have grabbed the post which could have been available to them had they not joined. When they reach eligibility of promotion to DS level, they receive hatred from other central services in the wake that how these DRs group B CSS can man senior post in Government.
My question is if upto under Secretary DRs are demanded and they excell in performance how they become unwanted at DS/Dir/JS level??
If Government is unable protect interests of a service/ motivate them then it is better to discontinue recruitment to that service and let every one be happy. Now DRs are not in position to grab/ steal/rob any one's opportunity. thank you for giving us birth and leaving on streets for sustenance my dear mother ' the DoPT' I salute you ultimately you are our dear Mom.

Opaque system and no accountability
The Secretary Personnel ought to know that he presides over a very arbitrary and whimsical system while allocating officers on offer list to various ministries. Blue chip departments/ ministries like Commerce , Economic Affairs , Banking , Power are out of reach of common officers who do not have any poitical or bureaucratic links. The system is opaque with very little accountability. There is no logic in seeking preferences from officers on offer when the choice has to be based on considerations other than merit.
Officers cannot be expected to uphold the traditions of political neutrality,objectivity and hard work when they do not themselves get justice at the hands of their cadre controllers.
There is a need for some serious introspection otherwise the day is not far when officers will start going to court against such injustice.

Vacant post of Addl DG, BSF
Apropos hue & cry by some neta-type cadre officers of BSF in WIC 14-05-09 regarding vacant post of Addl DG in BSF. This post is newly created for departmental officers and could be filled up only after formulation of proper Recruitment Rules. As this three star post carries higher responsibility, some minimum residency service, as proposed 3 years, is quite essential for promotion to this level. As I personally feel, an officer who joins BSF just after clearing test from CPOs Selection Board and not by UPSC until very recent past, considers himself most eligible to hold the post of even Director-General but that is not possible at all as there are some rules/regulations of the Government to make any promotion/appointment and that are to be followed in their cases too.. Formulation/ compliance of the Rules is more important, though it takes sometime, as usual.
