this hurry in Child and Women Welfare Department ? There seems to
be a mad rush amongst the Ministries of the outgoing UPA Government to get favourites
appointed to regulatory bodies or commissions before the next government formation,
in total disregard of propriety. After the Ministry of Corporate Affairs, it is
now the turn of the Ministry of Women & Child Development, which is desperately
trying to notify four new Members of the National Commission for Children. Hectic
efforts are on to secure the appointments through a pliable officer. the Secretary
of the department is believed to have opposed the move. What is the Cabinet Secretary

there be two vacancies of Dy. Governor in RBI? It is being discussed
in the RBI circles these days that will there be two vacancies of Deputy Governor
in RBI since Rakesh Mohan has not resigned. Hectic
activities in CBDT Suddenly, there is hectic activity in the august
corridors of CBDT, as the Board seems to be in a tearing hurry to pass transfer
orders of Additional /Joint Commissioners and Commissioners. Out of the
blue, urgent calls have been received by a number of officers particularly in
Mumbai and Delhi asking if their children are in 10th/12th class, or if their
spouse in posted within the same station, or if somebody in their family is critically
ill. No marks for guessing why such calls have been made. More so, where in a
lot of cases the concerned officers have still not completed their tenure as per
the existing draconian transfer policy. Ostensibly, the gesture appears
to be very well meaning. However, there are whispers that the outgoing government,
desperate to post own people to the lucrative posts in Delhi and Mumbai, for reasons
more than mere kinship, is forcing CBDT to create vacancies in these cities by
transferring out officers who are soft targets -- even if they are not due for
transfer. The option seems to be simple:- Appease the people presently in
power...OR... pack your bags! This is all being done when the report of the Committee
set up to review the existing transfer policy is gathering dust on the table of
the Member placement. What is the Independent prediction
about next Govt? What is the Independent prediction about next Government
at the Centre? Well it says that L.K.Advani will be able to become the Indian
Prime Minister. Congress may be single largest party. Independent
observers have forecast that the Congress, of which chief is Mrs. Sonia Gandhi,
may emerge as the single largest party in the Lok Sabha. Congress
led UPA's chances appear to be dim Independent observers have forecast
that Congress led UPA will fall short of majority to attain the magical number
needed for Government formation. BJP led NDA to be
the single largest political group. Independent observers feel that
NDA led Bhartiya Janata Party (BJP) being headed by Rajnath Singh, will emerge
as the single largest group on May 16, 2009. Whom
the President will invite to form Government ? Its too early to
decide about modalities regarding formation of the next Government at the Centre
after results of the 15th Lok Sabha polls were announced on May 16,2009 .However,
in corridors power a debate has begun on a question. Whom Indian President Mrs
.Pratibha Devi Singh Patil will invite to form the next Government ? Whether,
single largest political party will be considered first or single largest group
will be invited first to the President House ? It is hotly being discussed. A
Hung House in Lok Sabha may endanger national security All those
who are concerned regarding growth & development in India are quite apprehensive
regarding increased internal security threat perception if there is a fractured
verdict on May 16, 2009. Reason for this worry is very simple. India is beleaguered
by threat from different neighbouring nations. Sleeping
cells a bigger threat to Indian security Well trained sleeping cells
are a much bigger threat to internal security of India because they would proliferate,
if there is a weak Government at the Centre. It is being felt that even on November
26,2008 in Mumbai carnage a handful of terrorists could not have wreaked massive
havoc, but they were aided by sleeping cells. Will
there be a horse-trading of MPs? Will there be a horse-trading of
MPs? Well general perception is that there is going to be an intensive horse trading
of Lok Sabha MPs because it is quit possible that no political party will be able
to touch the minimum number of MPs needed to form the new Government. What
does an "MP" mean in present day politics of India? Do
you know what is the meaning of an "MP" in present day politics of India?
Well its very simple arithmetic: MP= Money & Muscle Power. Lalu
Yadav's campaign has a Madhya Pradesh link RJD chief Lalu Yadav's
poll campaign has a Madhya Pradesh connection. Yes, the pilot who flew Lalu Yadav
in a chopper during Lok Sabha's campaign is a resident of Bhopal. Sudhanshu
Mittal to be an Important figure in BJP Well-known businessman of
Delhi & BJP leader Sudhanshu Mittal is going to be a very important personality
in BJP because his guru in politics was senior BJP leader late Pramod Mahajan
who fell to bullet shots fired at him by his younger brother. Sudhanshu Mittal
is quite famous for his meticulous planning & articulate style of working
which had earned him many a foes in political circles as well. Brijesh
Mishra unlikely to get much importance Former Security Advisor,
Brijesh Mishra is unlikely to get much importance this time even if NDA comes
to power at the Centre. Reason; His relations have never been so cordial with
the NDA's prime ministerial candidate LK Advani. Sandeep
Dixit shows the way Sandeep Dixit Congress nominee from Delhi East,
who has sought re- election from Lok Sabha seat of Delhi East, did not indulge
in any kind of high profile, campaign. On the contrary he campaigned through mass
contact programme. His poll expenditure will obviously be on a lower side when
compared with other incumbents of ilk. It's an open secret that he is only
son of Delhi Chief Minister Mrs. Sheila Dixit. Alok
Dave moves to NEFR DRM Jabalpur, Alok Dave, SAG/IRSME/West Central

- India, Bombay Nature History Society, Bombay, Nature Conservation Foundation,

SOS etc besides capacity building of staff of Forest Department, Wildlife and
Forest Protection Force. Jabalpur Division gets
new DRM Sushil Kumar Luthra has been made the new Divisional Railway
Manager of Jabalpur Diivision. He replaces Alok Dave who has been promoted. B.Majumdar
is Member, MAT B.Majumdar who had been appointed as a Member in
the Maharashtra Administrative tribunal (MAT) has assumed his new charge on May
15, 2009. Majumdar so far was PCCF Wildlife to Maharashtra government. He is an
Indian Forest Service (IFS) officer of the 1973 batch, who belongs to the Maharashtra
cadre. (We said this on March 22,2009) S.Sood
to be acting PCCF Maharashtra The Maharashtra Government has appointed
S.Sood as PCCF till C.S.Joshi returns from abroad. He has succeeded B.Majumdar
who assumed his new charge on May 15, 2009 as Member in the Maharashtra Administrative
tribunal (MAT). He is an Indian Forest Service (IFS) officer of the 1976 batch,
who belongs to the Maharashtra cadre. C.S.Joshi to

Mukherjee How important is External Affairs & Finance Minister Pranab
Mukherjee? This can be gauged from the fact that senior ongress leader Ahmed Patel
went to call on the former in his South lock office in Delhi. What transpired
between two leaders could not be Known.

Using IES Every organised service has its mandate, so does the IES.
These were re-iterated by the Department of Economic Affairs to the participating
Ministries a number of times since 2005, and nowhere is it laid down that the
efficiency and efficacy of an IES officer is to be judged only according to how
many econometric models (s)he developed for the Department (s)he is posted in.
It is of course a legitimate expectation that a contemporary professional Government
economist (IES) will be functionally literate in econometrics, and the IES officers
recruited through UPSC are indeed trained in econometrics though all of them might
not have opted to 'major' in the subject. What needs to be appreciated is
that an IES officer is not an academic researcher, (s)he is part of the very system
in which other Government officers work. Inter-alia, the professional requirement
of an IES officer posted a Ministry is to be able to appreciate, interpret, collate
and internalise the econometric analysis done on the sector concerned, and/or
get tailor-made studies conducted for advising the political bosses on policy
and implementation issues. The fact that the Ministries outsource econometric
research work or project implementation and evaluation is no reflection on the
competence or usefulness of IES as a service or its officers. There is a difference
in domain expectation, and the two should not be confused to give the IES unnecessarily
a bad name. The IES officers posted in a specific Ministry, as the user Ministry
of the outsourced work, are mandated to add professional input in guiding the
outsourced research agency/project implementation teams engaged by the Ministry
in which (s)he works. These would include advising the parameters the agency should
look at, advising on the study design etc, holding informed discussions on the
methodology and assumptions, and seeking modifications on sound econometric principles
if necessary. If the IES Officers are not allowed to play their assigned role
considering them to be 'in competition' with the outsourced agency, and then if
everything is left to the understanding and discretion of outsourced agency who
get put on a pedestal many a times just because they happen to be big names with
top personnel well networked with the Government, the loss is entirely that of
the Government and is no reflection on what the IES officers can or cannot do.
Aditi S Ray Two Deputy PMs ? The rationale is not clear.
On the contrary, whichever of the two parties have the maximum no of MPs will
get the Dy PM slot. So it could by Sharad JD (U) president if Nitish sweeps Bihar
and J Jayalalitha , if they have numbers that exceed Maya and Naidu. It is that
the best get the award. Kumarsanjay A puppet PM will not be
in country's interest Whether LK Advani becomes PM or not; it does not
matter as someone may fill that place. But a puppet like Manmohan or any other
person nominated by the Sonia will be of no use and also not in the interest of
the country. AM COS proposes, UPA disposes To discontinue
the direct recruitment of SOs (CSS) as decided by CoS had been a great decision
and have saved many persons from joining CSS and ruining the self esteem. This
service, particularly, DRs have been denied dignity which is generally available
to other service officers selected through Civil Services Exam. When join they
face confrontation from the promotees who think that DRs have grabbed the post
which could have been available to them had they not joined. When they reach eligibility
of promotion to DS level, they receive hatred from other central services in the
wake that how these DRs group B CSS can man senior post in Government. My question
is if upto under Secretary DRs are demanded and they excell in performance how
they become unwanted at DS/Dir/JS level?? If Government is unable protect interests
of a service/ motivate them then it is better to discontinue recruitment to that
service and let every one be happy. Now DRs are not in position to grab/ steal/rob
any one's opportunity. thank you for giving us birth and leaving on streets for
sustenance my dear mother ' the DoPT' I salute you ultimately you are our dear
Mom. Varun Opaque system and no accountability The
Secretary Personnel ought to know that he presides over a very arbitrary and whimsical
system while allocating officers on offer list to various ministries. Blue chip
departments/ ministries like Commerce , Economic Affairs , Banking , Power are
out of reach of common officers who do not have any poitical or bureaucratic links.
The system is opaque with very little accountability. There is no logic in seeking
preferences from officers on offer when the choice has to be based on considerations
other than merit. Officers cannot be expected to uphold the traditions of political
neutrality, objectivity and hard work when they do not themselves get justice at
the hands of their cadre controllers. There is a need for some serious introspection
otherwise the day is not far when officers will start going to court against such
injustice. Sanjay Kumar Vacant post of Addl DG, BSF Apropos
hue & cry by some neta-type cadre officers of BSF in WIC 14-05-09 regarding
vacant post of Addl DG in BSF. This post is newly created for departmental officers
and could be filled up only after formulation of proper Recruitment Rules. As
this three star post carries higher responsibility, some minimum residency service,
as proposed 3 years, is quite essential for promotion to this level. As I personally
feel, an officer who joins BSF just after clearing test from CPOs Selection Board
and not by UPSC until very recent past, considers himself most eligible to hold
the post of even Director-General but that is not possible at all as there are
some rules/regulations of the Government to make any promotion/appointment and
that are to be followed in their cases too.. Formulation/ compliance of the Rules
is more important, though it takes sometime, as usual. Sat B. TAIL-PIECE From
