Using IES

It is really interesting to learn that many of the Group A services of Government of India including IES are doing similar job except sharing of administrative power on equal footing. It is also not just the knowledge and use of econometrics but rather the overall economic and general assessment of various social, economic and technological aspects fitting in decision making and administrative efficiency and their relevance in given conditions matters most as far as Economic generalists like IES are concerned. Indian Economic Service (IES) means something greater rather than a simple group of analyst specialised in use of econometric tools focussed on one particular aspect. It is not just profit and loss of an household or a small firm but rather something very great of national and international relevance that need to be and can be taken care of by the IES officers. But narrow and selfish minds tend to attribute narrow dimensions and can see only very small images even of Himalayan sized objects. It is wrong to assume it a specialised service as its officers have to take into account all technological, administrative, legal, national, international, micro and macro, regional, intraregional and almost all other aspects while performing their duties. Reducing IES to simple econometric dimensions is not at all desirable. Proper administrative economic advising would be best with practical experience of economic advisers in various economic administrative offices. Their training also needs their real extensive exposure to all the economic fields and not just few jumbled inadequate guidelines. Creating something is easier than using and putting it on right tracks. The wisdom behind great creations was perhaps greater than the suggestion to dispense with it mainly due to inability and incapability of its proper use.

An interesting debate

The debate about the role of IES and absorbing them into generalists category is interesting. After reading the views on this subject, it appears that the authors are satisfied with the performance of other services such as the IAS, IPS, Revenue and Customs. If their assessment was correct about the performance of these services then the governance structure in the country would have been much better than what we have today. Rent seeking, arbitrary decision making, complete disregard for the service orientation for the citizens are some of the few reasons for the total breakdown of the Governance structure. Most of the services which many of us think are doing their jobs well (except the IES) are responsible for such a Governance structure.

Assign appropriate role
There is no point in using IES officers for clerical work in the Ministry. Government should assign appropriate role to this elite service. Even now most of them are contributing a lot to each Ministry they are working but all the information generated by them are used up or owned by IAS officers from Director to Secretary in the Ministry so the credit goes to them. However, I do not agree that outsourcing of econometric analysis reflect their inefficiency, as they are not mandated to do primary research at all. If we consider in this way one may wonder how much of administrative and managerial works has been outsourced by various government officers that would reflect the serious weakness and inefficiency of IAS officers!!!

An intelligent lot without specialist skills
IES officers are an intelligent lot without specialist skills and few other things he said. But I don't agree to his proposition to merge it with other generalist services. It is shortsighted and harm the long term interest of the country.
It is unthinkable to run any organisation without in-house economists. Name any progressive country or orgnisation that don't have full scale economists. Name US , UK governemnts, World Bank, IMF. Even in India many private entities have economists. The issue probably is not about the relevance of economists in Government but about these intelligent lot was groomed. They have their so called foundation training in a organisation consisting of professionals who would not be inclined to pass on modern methods( tools) of analysis to the young officers. It is gathered that there is animosity towards the young ones. I wonder how these young intelligent officers ,( 15 on an average) qualifying a tough competitive examination fail to become professionals. As usual the solution has to be found there not taking off the head if there is a headache.

Indian Econometric Service

If only econometricians can contribute to the process of informed decision making in the Government, surely, the Government of India should change the nomenclature of Indian Economic Service to Indian Econometric Service and accordingly the UPSC should modify the qualifications for entry to such a service and alongside also revise its recruitment policy commensurately. The effort worldwide is to continuously improve upon the worn out practices, systems, institutions, processes and mindsets. Also, radical reforms under the rubric of Business Process Reengineering have been tried and implemented successfully. Is it such a tall order for the Government of India and the UPSC if it helps in improving the quality of decision making?
Although, the alternative proposition of absorbing the IES officers who are not adept at using econometric software and advanced econometric techniques into Class I generalist services, as has been time and again suggested on this forum, does not appear feasible, prima-facie, yet assuming for a moment that it can be implemented, what about those officers who are adept at doing so? Besides, how would the so called econometric handicap constitute a sufficient dividend and necessary qualification for absorption elsewhere? And what leads us to conclude that the other Class I generalist services are performing in the highest tradition and have the absolutist right to continue as they are?
The assertion on the forum, "If it is a question of general knowledge of the economy at the level of the Economic Times or the Economist, or collating information on Excel, perhaps any CSS officer is good enough" is a revelation as also a grand tribute to the CSS, which appears to be oblivious of its potential and hidden talent and is unnecessarily whining and wailing through this forum. The Government of India must utilize this in-house resource more intensively to effectively address mundane issues at the level of the Economic Times or the Economist even as it decides on the optimal utilization the IES.
