Prime Minister Manmohan Singh has cleared the empanelment file of 1979 batch IAS officers to the rank of Additional Secretary in the Government of India on Friday evening. Should the investigation report be provided?

The CPIO refused to provide the copies of the investigation reports on
the basis of which the appellant was charge sheeted claiming exemption
under section 8(1)(g). The Commission held that the investigation
reports pertain to the enquiries conducted by the Senior Officials of
the respondent to find out the truth in the matter of alleged fraud.
Since the appellant is an affected person and the documents are
required by him to prove his innocence, denial of information without
providing reasons for claiming exemption under section 8(1)(g) is
unjustified.


Comments
Investigation reports required by an officer for his defence cannot be
denied. The CPIO should give speaking orders giving justifications and
not summarily reject applications.

Extracts - An Open letter by an IPS officer - Part 3

Leave beside individual cases like the fight for the post of Director General Police, Maharashtra, as a cadre we see the bitter fight between different cadres who are controlling our everyday life. IAS v/s IPS, IPS v/s CPOs, IAS v/s CSS. Central Services v/s All India Services. What we are doing? We are only divided functional government apparatus into various interest group. All these groups are fighting for their own interest of which some of them are genuine and some are not. Take the case of CPOs which includes the NSG and SPG. BSF, CRPF, ITBP, CISF,SSB , Assam Rifles as well as Intelligence Bureau and CBI. All recruits officers directly but all of them led by IPS. 99% of officers have not served with these organizations at ground level but when they come they will come as leader of the force garnering all plum postings and privileges leaving beside the officers of the cadre as second class citizen of the organizations. Frankly I know that all these cadres have enough opportunity to grow and serve the nation to the fullest but to make some more than equal to others we have created a mess in these services whose vitality is essential at this juncture of our country. This fact can only be seen if some one see the list of every year Police Medal lists respective place of postings. Every year from all CPOs, it is the IPS which get most medals. They come in these organizations for 4 to 7 years but they all get Police Medals during such a small time where as the cadre officers serving more than 30 years may not get chance to have one medal for him. You will be in CPOs and next year you are due to DGs Disc a medal. The Cadre people have retired after serving 35 years and no one even once recognized their work. Here within a year time you do such a wonderful job you will be awarded with medals. In your parent state you are no body and you never be recommended for medals but if yo come to CPO you will definitely be awarded with President Police Medals. All IPS officers will get the posting of their choice because if one is coming to deputation to these organizations the choice of posting is their birth right. They keep all personnel matters with them so the CPOs cadre can be suppressed to the level of slavery. They twisted all cadre rules the benefit of deputationist. Once they come into deputation they are master of all subject and rest everyone will hear sermon from them as it comes from Gods mouth. I must clarify that I am not bracketing everyone in the same order. I know many of the IPS officers who are
exceptionally committed, knowledgeable and contributed a lot, but most of them are not and we must get rid of them otherwise as the state police has gone to docks the CPOs will also suffer.

The DOPT circular

The recent circular of DOPT making provision for non functional upgradation of organised Gr A officers when an IAS officer gets empanelled as is in centre is nothing but an eyewash. It's well known that the IAS often harps rank in civil service as the reason for their super fast promotions vis a vis the other services. But the officers of Indian Audit and Account Service who are much inferior in rank get as fast promotion as the IAS whereas high rankers like IRS, IPS lag behind. If rank is the sole criteria of faster promotion ,IRS and IPS should get faster promotion than the IA&AS .It's also a fact that two batches of IAS 93 and 94 have got the scale of JS soon after 13 th year ,ie on the first day of 14 th year which makes other services lag behind by 8 to 10 years. What a justice?

CSS without direct recruitment is meaningless !!!

Undoubtedly, with the stoppage of direct recruitment to the CSS through the Civil Services examinations, this Service has surely lost much of its its sheen. The DRs, it is said, pose a potential threat to the central deputationists from other organised Services. The fall of CSS(DR)Service, in my humble view , could be squarely attributed to the laid-back approach of its Service Association, which failed to think out of the box! The Association should have been more pro-active in the larger interests of the Service as a whole, instead of pursuing individual interests. The observations of Kamal Pandey, former Cabinet Secretary, at the meeting of the COS for revoking the ban on direct recruitment to the CSS, was intended to improve the overall Governance and the quality of decision-making at the Centre. As per today's Whispers( May,15) Ms Rajini Razdan is likely to take over as Secy (Personnel). Great news indeed! She is one, among the rarest of rare IAS officers, who is just and fair and takes pride in empathising with the plight of the CSS. She has by her own admission (to me) has earned the 'sobriquet' of being from the CSS (rather than IAS)from her fratenity. I would request her, through this website, to take appropriate follow-up action to ameliorate the sufferings of the CSS officers.

Using IES
Many correspondents in Forum have wondered that if IAS, IPS, IRS etc. have done precious little, why blame the IES for not being up to the scratch. Perhaps, not everyone is aware that IES is not a generalist service, and hence the comparison is invalid. BA in any subject is good enough to get you in to generalist services; an IES officer has to be an economist. The problem seems to be that in the profession of economics, the cheese has moved. Due to our antiquated educational pattern and UPSC recruitment system, most IES officers are not even 'functionally literate in econometrics', though mere functional literacy is not enough to be a good government economist. An IES officer is not expected to be an academician and publish in high impact journals; but the present crop cannot even understand papers published in, say, Journal of Development Economics. How can they judge whether the analysis produced by the consultant is robust? A high IQ is no guarantee for sound professional judgement. Most countries have government economists either on contract or as an organised sevice. In either case, their professional competence is not limited merely to a good understanding of the economy. Presently, government is using IES as a generalist service, their job content being similar to CSS officers in most cases, and to IAS officers in rare cases. This was never the purpose of this specialised service. Most bright IES officers who had specialised skills left the service long back as the market value of such skills is very high. A large pool of bright IES officers is still available. Retraining government servants is easier said than done. Even if the service is re-engineered in the future, the problem of utilisation of existing officer still remains.
