whispers opinion polls: Bureaucrats prediction comes true
The opinion polls conducted by the whispersinthecorridors.com in the third week of March 2009 to know the opinion of the bureaucrats about the outcome of poll results proved to be offmark like most polls surveys for the states of Uttar Pradesh, Maharashtra, Rajasthan, Andhra Pradesh and Tamil Nadu but was dead right in most other states. We were among the only few to have predicted that the Congress led United Progressive Alliance (UPA) would cross the 200 mark. Even in Andhra Pradesh the impact of Chiranjeevi's Praja Rajyam Party (PRP) on the outcome of poll results was rightly assessed by the bureaucrats.
The assessment of bureaucrats in Chattisgarh was absolutely right where they predicted 10 seats for the BJP and one for the Congress. Similarly the prediction for Karnataka was almost correct where it was predicted that the BJP would win 14 to 18 seats and the Congress 6 seats. In Kerala too the bureaucrats had predicted 13 seats for the Congress party that came absolutely true. The Congress alliance bagged 16 seats in the state.
Likewise results in Assam was also on predicted lines where the Congress won 7 seven seats instead of the six predicted and the BJP won four seats.

Altogether 19 IPS officers belonging to 1975 batch have been empanelled to the rank of DG in the Government of India. The civil services who cheered and voted for Dr Manmohan Singh en bloc, are now waiting for retirement age to be extended to 65 years as proposed by Dr Manmohan Singh earlier but blocked by CPM. Now that the Congress is free of all shackles, they will complete all reforms like age extension, NREGA, etc immediately.

Respect of serving a force is more important
Responding to the story of IPS officers, my further submission is this that much beyond the issues like awarding medal or discs, which are otherwise also immaterial for a true worker, the issue is of having the respect of serving a force which the cadre officer choose as his best option. The migratory birds from IPS cadre who are neither well versed with the ethos of these forces nor have any dedication (obviously) just want to secure the cool postings away from their dusty districts or state capitals and earn as much as possible through the resources of CPOs. And not only this, to do this they have to ensure a resistance free environment, so they make sure that none of the cadre officers find prominence in the system. One has to really see to believe as to how these officers treat the cadre officers of even seniority much higher than theirs. They don't dare treat this way even a civilian babu of their state or the SHO back home but here they are the mylords. But why should we blame them alone? Once the government has made a system like this, why the beneficiary wont reap its fringe benefits? Frankly speaking, we don't have much against these IPS officers since many of them are already personnel of low morale, and suspicious integrity but its time for the government to think boldly and rationally that why a directly appointed Group A officer of the Government of India can not rise beyond a level in the system for which he has given his blood and sweat? We don't demand any charity...lets have an open competition on the professional aspects of the forces concerned before taking a decision and lets have a doodh ka doodh aur IPS ka pani................

Pre-dating, dating & predating

Election 2009 and other pieces appearing today sum up general perception on the issues relating to election 2009. There will be several such brilliant pieces that will emerge for some more time. I would like to add that the Congress party has an organisational set up which is manned by shrewd politicos, effective bureucrats, media units and other paraphernalia. So the wish lists on the website may not be useful at all, though sensible leadership ought to take every word appearing seriously. Ignored, these words acquire strength of unimaginable proportions. The losers must review their past responses to the issues raised on the whispersinthecorridors and see if they gained something or lost something.
One satisfactory development is the crushing defeats of all those Members Of Parliament who had made their official letter pads available to undisciplined/corrupt officials to write most unparliamentary, undignified and baseless complaints against their superiors. This is a corrupt practice, which is damaging to good governance as per the law. This is a normal corrupt practice to squeeze public servants and also public sector companies including banks through blackmails. An MP's letter is termed "VIP Reference" and is registered as such in the minister's
personal section, has to be replied within a week and progress reported to the minister. A corrupt boss at Secretary level, adds insult to injury caused to the "dignity of office of the officer complained against". Such corrupt and indecent secretary, in cahoots with the Private Secretary to the MOS, makes all attempts to fix his subordinate. Fortunately, in the GOI the intellectual and moral levels of Cabinet Ministers has so far been higher than these warts on the body beautiful of public administration. So the Cabinet Minister sees through the game, upholds the law which the secretary has shamelessly compromised and protects public interest. Only thing he is unable to do being a politician and a brother MP himself is to rein in the errant MP. People have punished all such MPs of the last Lok Sabha so decisively that they will shy away from seeing their face in the looking glass.
Before exiting, let me elaborate on the title for this post. Well, before the previous government was appointed by the President it was pre-dating all shades of political elements for cobbling up a majority. Thereafter, upto middle of 2008 it was the phase of "political dating". However, the bonds did not last long for either party and soon rejection, dejection and separation began necessitating new selection ( can I translate it to Swayamvar?).Now is the last phase of pre-dating. The predator knows the prey and is stalking. It will suitably employ the political hounds and succeed in bringing the trophy home in less than 18 months, the time needed for doubling or even trebling the capacity of a chip. Watch out all political analysts and political economists. We should not allow any ex, including the sensex to pull the wool on us!

"The present crop cannot even understand papers published in, say, Journal of Development Economics. How can they judge whether the analysis produced by the consultant is robust?""
Whose fault is it if the present lot of IES does not understand trivial econometric language containing very little substance in some journals? The IES officers can very well evaluate the real weight of voluminous reports and research work done by the so called top graded private economists of professor and higher ranks even without any knowledge of econometrics. If IES officers can not understand econometrics language than how can officers from other services and politicians understand all that and what is its relevance and use except for theoretical and research purpose ? If econometrics is the only criteria than why Government does not arrange regular econometrics training sessions for all officers from IAS, IRS, IES and all others dealing in economic matters? I am fully confident that IES and all other officers can learn (if not already learnt) it if there is really a serious need and demand for it. But, perhaps, nobody want to be dragged into econometric language and perhaps want to avoid mathematical version of economics resulting in low opinion neglect and sidelining of IES. Some of the calculations and simple analysis may carry undue weights and can be very well done by those who do not want to share responsibilities in order to retain significant weights vis-a-vis other services . The problem is perhaps not with the efficiency or competence of any body but rather with the monopolistic tendencies. Otherwise, even fools can achieve greatest targets if provided equal opportunities and facilities. IES is perhaps one of very few services created by Indians and other services are the creations of the erstwhile colonial aakas (lords). It is really shameful if domestic creations bring the worst kind of humiliation to their officers.

JIPMER Guest House
JIPMER Ponducherry is an autonomous institution under Ministry of Health and Family Welfare. It was a subordinate body till 2008. A Ramadoss àppointed Dr N K Ganguly former DG ICMR as President JIPMER . The institute is hiring a house in Defence Colony for 9 lac per month expenditure. The guest house is not needed as after 6th CPC government employees have good TA/DA. If such a guest house is considered necessary, no one should be allowed to occupy it for more than 10 days under any circumstances . Will the new Health Minister reign in the JIPMER authorities

All is in a mess
What's new about it? CBEC always does this. The cadre management , adminsitration, promotion ,housing scenario etc. of this service is in mess. Its high time that government should focus on this service before its too late.

Frustrating debates
I often read inter service debates on your website and find them almost frustrating. It looks that within civil services everybody is fighting to get better of others. This is also vindicated by the fact that hardly any debate over improving quality of service being rendered by civil services is ever there on this site. From my personal experience after working for a short while in a state PSU has been tremendously disgusting. After finishing my MBA I had joined this PSU with a view of having 'sarkari' tag. However in a short span of time I realized the mistake I had committed and hence resigned to join private sector. The state PSU's are completely bereft of any semblance of Corporate Governance. The Corporation had no vision or mission. There was no strategic plan even for the namesake. The Board of the Company comprised of a couple of bureaucrats who worked on the principle of you scratch my back and I yours. Internal controls had no meaning with rampant corruption all around. For the MD it was a money spinning tenure with each MD capitalizing on transfer industry. The corporation boast of being headed by some of the best known officers of this country and after seeing its state of affairs I used to wonder if this is the best our country has? Truly if our best officers could not provide vision or mission to a small corporation whether they have the capability to provide vision to this great country?

It's funny comparison !
The comparison between IAS and Class IV is very funny and speaks about the mindset of the writer. Class IV can get only one promotion during the period of his service whereas it is only IAS who get maximum and faster promotions than any other service in the Indian system. They get appointment in many bodies like boards, CAT, Authorities, Commissions, even after retirement. What a ridiculous comparison?

Is the System working against IAS officers?
This topic has appeared on your web site many a times, obviously propped up by IAS lobby. Considering all aspects, it is childish and not in consonance with required IAS standards. The argument is faulty because:
* Basic QR for all entries of Civil services is the same. No one has asked them to waste their time in Colleges.
* The upper age limit for reservationists and general cadre is unnecessarily high. You can not eat the cake and have it too.
* They enter at higher age due to their compulsions and not due to government fault.
* They have outwitted and sabotaged the system formally and informally by giving themselves seniority and faster promotions as compared to the other services. As it is they gain over other by 10 to 12 years.
* They start with fat salary and jump into PB-4 at 13 years of service including training. Their overall take-home is many thousands times more than a fourth class employee.(White one, not Swiss account type).
It is a pity that so called elites would stoop down to extract favors to the level of comparing their conditions of Service with that of a peon and a khalasi.
You want extension in retirement age? Make it for all. All are "Bharat Man Ke Lal."
The only people who needs to be cared for on age aspect is "Armywalas" who compulsorily retire very young. Think of nation for which you are paid and made.

It would be more apt to rephrase the news item(May 19)as: "Sonia Gandhi sacrificing 'de jure' power, a second time! "If this is sacrifice, then, I offer to do it, many times over, each day! This is, in fact, a case of 'de facto empowerment' of an extra-constitutional person, for exercising the powers of the 'Executive' without an iota of accountability! This is to remind the public, which suffers from 'short-term memory loss'

A man dies and goes to hell. There, he finds different hell for each country. He goes to the German hell and asks, "What do they do here?" He was told, "First they put you in an electric chair for an hour. Then they lay you on a bed of nails for another hour. Then The German devil comes in and beats you for the rest of the day."
The man does not like the sound of that at all, so he moves on.
He checks out the USA hell as well as the Russian hell and many more. He
discovers that they are all more or less the same as the German hell.
Then he comes to the Indian hell and finds that there is a long line of people waiting to get in. Amazed, he asks, "What do they do here?"

"Because maintenance there is so bad that the electric chair does not
work, someone has stolen all the nails from the bed, and the devil is a former Government servant, who comes in, signs the register and then goes to the canteen !!!!!
