whispers opinion polls: Bureaucrats prediction comes
true The opinion polls conducted by the whispersinthecorridors.com
in the third week of March 2009 to know the opinion of the bureaucrats about the
outcome of poll results proved to be off mark like most polls surveys for the
states of Uttar Pradesh, Maharashtra, Rajasthan, Andhra Pradesh and Tamil Nadu
but was dead right in most other states. We were among the only few to have predicted
that the Congress led United Progressive Alliance (UPA) would cross the 200 mark.
Even in Andhra Pradesh the impact of Chiranjeevi's Praja Rajyam Party (PRP) on
the outcome of poll results was rightly assessed by the bureaucrats. The assessment
of bureaucrats in Chattisgarh was absolutely right where they predicted 10 seats
for the BJP and one for the Congress. Similarly the prediction for Karnataka was
almost correct where it was predicted that the BJP would win 14 to 18 seats and
the Congress 6 seats. In Kerala too the bureaucrats had predicted 13 seats for
the Congress party that came absolutely true. The Congress alliance bagged 16
seats in the state. Likewise results in Assam was also on predicted lines
where the Congress won 7 seven seats instead of the six predicted and the BJP

Atleast 40 years of government service be allowed to all To be fair to
all, about 40 years of government service could be allowed to all government servants,
unless they join service too late. Retirement rules could be framed as
under: 1. Those employees who on attaining the age of 60 years, complete
40 years of government service or more shall retire at the age of 60 years.
2. All others shall retire on completion of 40 years of government service, or
at the age of 65 years whichever is earlier. This would be uniform and shall
be fair to all, IAS as well non-IAS. MK Entering politics to

and 'Janta' was scared of possibility of a 'khichdi' government. Now that excuse
of having to accommodate allies like Lalu, Paswan and Ramadoss is no longer there
therefore the expectations of performance from the government are also very high.
To me real test of Rahul Gandhi would be in bringing transparency in administration
and weeding out Corruption from the system. Now let us see whether actually Congress's
hand is with 'Aam Admi' or not who suffers the most in the hands of the corrupt

majority of Indians, I am also happy with the results of elections. Suddenly,
the Congress has become God. All its past 'sins' are forgotten. This is the practical

ignoring the contribution of Dr. Man Mohan Singh in this achievement, which is
being attributed only to Rahul Gandhi's efforts. Many people particularly in urban
areas have voted for Congress on account of honesty and simplicity of Singh. It
will be unfair congress party ignores this. Rahul might have pulled youth towards
Congress, but in the case of mature and understanding voter it is Singh, the KING.
Let us give him full marks. Further, people hope that learning from its experience
in the past, the congress men will change their way of working and dealing with
their friends and foes. The culture of sycophancy and arrogance, which the party
exhibited openly whenever in power was not liked by people. If not stopped, this

Why is Rahul wary ? Does he fear getting exposed as a poor administrator? Does
he fear giving long term commitment (official or personal). Rahul can easily build
his Party alongside his government job as minister. If he thinks that party needs

experience and frustration /pride in making a change should be compelling enough
reason for him to join . Rahul is a social scientist and an agent of change. He
will do wonders as Minister HRD or Rural Development or Health . Infact Ministry
of Health and FW is in shambles , worst health indicators, poor governance, tunnel
vision likewise HRD is on the threshold of expansion. These 2 departments will

friends. Rajiv Is it proper to have Budget session in June ? The
news that the new government is planning to convene the budget session in June
has caused much anguish among the babudom. In Delhi, the schools have closed down
for summer break and will open only on 5th July. This is the only time when families
get an opportunity to travel, meet relatives etc . Let's hope the new government
keeps this fact in mind and convene the session from 8th or 9th July onwards.
The interim budget is already there and has factored expenditure upto 31st July,
so there is ample time in July for this exercise. It will also give the new ministers
time for rework on the budgetary requirements all through June 2009. Shravan

their experience and most important "Training", the rules and regulations

these forces were raised, officers on deputation were required but that was almost
half a decade back. These organisation now have enough cadre officers of requisite
seniority and experience to manage on their own. The intake of officers in these
forces have been as per the prescribed norms issued by the government, whether
UPSC or CPOs board the fact remains that their entry level is as a Gp A Class
-I officers. Discriminating them on the basis of entry is not ethical. By having
unrealistic residency period for ADG, the intention seems to deny and put bottlenecks
as long as possible. All these seems a tall order considering the bureaucratic
hurdles. Raj Any other example of backseat driving ?

going in for such backseat driving even at much lesser levels? Saxenaji ,give

reasons, why not earmark 20-25% of our Plan funds for distributing as roads, schools,
teachers, doctors, scholarships, etc. amongst our neighbours, ie. Greater India?
Secondly, let the sheer inefficiency of Indian babudom not become the cause of
failure in buying influence in India's neighborhood. Third, remember we save on
our huge defence costs if we invest on amenities for our neighbours. Last, a friendly
neighborhood bought at a price becomes an anti-China asset for India, Isn't China
doing the same? Will our Babus finally wake up? The sooner we accept this the

officers Officers of the level of Secretary were allowed Staff Car for
private use, for which they were required to pay Rs.500/- per month. After the
Sixth Pay Commission, Officers of the level of SAG and above are entitled to a
Transportation Allowance of Rs.7200/- per month which increases with the release
of every DA installment as DA is payable thereon. Most of the officers, for various
reasons are compelled to avail the Staff Car for "pick up and drop from residence"
and are forced to forego the Transportation Allowance of Rs.8780/- p.m at the
present rate of DA. I am sure many of them are compelled to use the car for their
private use also. As they are foregoing a huge amount, the Govt. should favourably
consider allowing certain mileage, say 500 Kms. per month, for their private use.
Otherwise they would be only tempted to commit a technical violation and use the
car for personal use clandestinely!! V.K. Iyer Let all of them
get their backs treated ! If Anil Garg, IAS of MT cadre continues on long
leave to get his weak back fixed medically how does it matter. Is this news so
important that it occupies valuable space? Infact all IAS officers who do not
have a spinal cord & cannot sit straight & crawl when asked to bend should
also get back treatment & spare the government & the people of India from
their habit of avoiding decision making & buckling under pressure. Let them
