whispers opinion polls: Bureaucrats prediction comes true
The opinion polls conducted by the whispersinthecorridors.com in the third week of March 2009 to know the opinion of the bureaucrats about the outcome of poll results proved to be off mark like most polls surveys for the states of Uttar Pradesh, Maharashtra, Rajasthan, Andhra Pradesh and Tamil Nadu but was dead right in most other states. We were among the only few to have predicted that the Congress led United Progressive Alliance (UPA) would cross the 200 mark. Even in Andhra Pradesh the impact of Chiranjeevi's Praja Rajyam Party (PRP) on the outcome of poll results was rightly assessed by the bureaucrats.
The assessment of bureaucrats in Chattisgarh was absolutely right where they predicted 10 seats for the BJP and one for the Congress. Similarly the prediction for Karnataka was almost correct where it was predicted that the BJP would win 14 to 18 seats and the Congress 6 seats. In Kerala too the bureaucrats had predicted 13 seats for the Congress party that came absolutely true. The Congress alliance bagged 16 seats in the state.
Likewise results in Assam was also on predicted lines where the Congress won 7 seven seats instead of the six predicted and the BJP won four seats.

News Channels are boasting 'we predicted election outcome'!
Not even near did any of the Channels come!!!
Did any Channel predict that Congress itself would cross 200 seats???
Despite this IBN is showing off its pre poll estimation as one of its biggest feat's!!
It was NDTV that predicted accurately the TN and AP outcome!!!
At first not even near to NDTV's prediction did IBN come!!
Later IBN changed its prediction on TN and AP….. aped NDTV!!!
And now its boasting it's the only one who gave the true picture on TV!!!
I've always felt Rajdeep Sardesai is an upstart, too showy and a bit too loud!!!!
And on his credibility there's always been a cloud!!!!
Seems FM's post is most sought after!!!!
Appointing Montek…. nothing could be more dafter!!!
PC and Montek are out and out pro capitalism!!!!
They look down on Socialism!!!
Pranab Da is the other name doing the rounds!!!!
If he does make it he should declare that for Amar's A gang MF is out of bounds!!!
Karuna wants a part of his family to be in Mohna's Cabinet..... pariwaar fixation!!!
A malaise that affects this Nation!!!!
In fact efforts should be made that old Ministries do not fall into DMK's lap!!
DMK Ministers in the previous Sakraar for non performance and corruption got the rap!!
Before filing for a divorce with NCP Congress needs to take a reality check!!!!
And not divorce just for the heck!!!!
Yes this time Pawar's 'hay making' PM needs to control!!!!
It has been alleged that in the Wheat imports huge amount someone stole!!!
Apart from monitoring Ministers performance Mohna needs to curb hay making!!!!!
Keep tabs on how much hay each Mantri is raking!!!!
Congressis too do not lag in hay making!!!
Though they've made an art of ghoos taking or hay raking!!
Ghoos cannot be stopped but it sure can be controlled!!
Mohna should remember as 'honest' he's been time and again polled!!!
Honesty starts from the top,
And at the door of PMO it should not stop!!
And rest assured on moolah being made Political Parties are in the know!!!!
They know at what rate and in which direction ghoos does flow!!
One more dhaka and Amar and Mulayam's dosti will jump off the cliff!!!
Insiders say there are clouds of an impending tiff!!!!
Mulayam's pariwaar feels that Amar will only bring more problems for Mulayam!!!
Towards Amar they say Mulayam has been a bit too mulayam!!
Of course their proximity means Amar knows 'everything'!!!
And he's shown that 'like a bird he can sing'!!!
In the US they say 'green shoots' have been sighted Brokers shout!!
In India after election results a branch with green leaves has popped out!!!
But will the leaves remain on the branch or fall????
One needs to be very careful when one takes on the Market a call!!
Those who have missed the opportunity to invest say Market will fall!!!!
Those who are invested 'Bull Market' karr rahe hai uptrend ko call!!!
Confucius says.....The truth lies in between!!!!
Market without a doubt will again turn mean!!!!
Adds… yes it will not fall to previous low!!!!!
And after bottoming out the recovery will be slow!!!
Flash..... Anil Ambani meets Montek!!!
For this meeting what should be the take????

Atleast 40 years of government service be allowed to all

To be fair to all, about 40 years of government service could be allowed to all government servants, unless they join service too late.
Retirement rules could be framed as under:
1. Those employees who on attaining the age of 60 years, complete 40 years of government service or more shall retire at the age of 60 years.
2. All others shall retire on completion of 40 years of government service, or at the age of 65 years whichever is earlier.
This would be uniform and shall be fair to all, IAS as well non-IAS.

How will it be to see lalu in Speaker's role?
What a fun it would be if Lalu is made the speaker of LS....it will definitely be spiced up. He has some uniqueness & comes out quiet at times with offbeat ideas which standout. Can't wait to see him controlling the mob of unrully MPs in LS. He might prove out to be more resourcefull in this direction.

Real test of Cong shall start now
Now that Congress has got comfortable majority and pressure of all small regional parties has diluted to a large extent, the real test of it shall start. In the euphoria of its election success it should not forget that barring a few measures it has literally nothing great in terms of governance record. To put it in plane words it was failure of BJP to come out as a credible alternative and 'Janta' was scared of possibility of a 'khichdi' government. Now that excuse of having to accommodate allies like Lalu, Paswan and Ramadoss is no longer there therefore the expectations of performance from the government are also very high. To me real test of Rahul Gandhi would be in bringing transparency in administration and weeding out Corruption from the system. Now let us see whether actually Congress's hand is with 'Aam Admi' or not who suffers the most in the hands of the corrupt system. Can he deliver? Let us all hope for this nation.

Dr. Man Mohan Singh also deserves credit, not rahul alone
Like overwhelming majority of Indians, I am also happy with the results of elections. Suddenly, the Congress has become God. All its past 'sins' are forgotten. This is the practical way. No doubt people are expecting much. But people and media particularly, are ignoring the contribution of Dr. Man Mohan Singh in this achievement, which is being attributed only to Rahul Gandhi's efforts. Many people particularly in urban areas have voted for Congress on account of honesty and simplicity of Singh. It will be unfair congress party ignores this. Rahul might have pulled youth towards Congress, but in the case of mature and understanding voter it is Singh, the KING. Let us give him full marks. Further, people hope that learning from its experience in the past, the congress men will change their way of working and dealing with their friends and foes. The culture of sycophancy and arrogance, which the party exhibited openly whenever in power was not liked by people. If not stopped, this will do harm to the party.

Rahul in Cabinet
Why is Rahul wary ? Does he fear getting exposed as a poor administrator? Does he fear giving long term commitment (official or personal). Rahul can easily build his Party alongside his government job as minister. If he thinks that party needs him more, he can quit after 2 or 3 years as minister. The advantage of hands on experience and frustration /pride in making a change should be compelling enough reason for him to join . Rahul is a social scientist and an agent of change. He will do wonders as Minister HRD or Rural Development or Health . Infact Ministry of Health and FW is in shambles , worst health indicators, poor governance, tunnel vision likewise HRD is on the threshold of expansion. These 2 departments will decide the future of the next generation . Wishful thinking ! 22nd is close by friends.

Is it proper to have Budget session in June ?
The news that the new government is planning to convene the budget session in June has caused much anguish among the babudom. In Delhi, the schools have closed down for summer break and will open only on 5th July. This is the only time when families get an opportunity to travel, meet relatives etc . Let's hope the new government keeps this fact in mind and convene the session from 8th or 9th July onwards. The interim budget is already there and has factored expenditure upto 31st July, so there is ample time in July for this exercise. It will also give the new ministers time for rework on the budgetary requirements all through June 2009.

It stinks of a colonial mindset
The comment by Sat B who seems to be a self appointed spokesperson for a particular service in WIC 15-05-09 stinks of a colonial mindset. ICS and IP are history, modern India doesn't need such relics in their new avatar. The direct entrant CPOs Officers are no doubt the most eligible and have every right to aspire for the top post by virtue of their experience and most important "Training", the rules and regulations are not sacrosanct and it is high time these archaic rules are reviewed. When these forces were raised, officers on deputation were required but that was almost half a decade back. These organisation now have enough cadre officers of requisite seniority and experience to manage on their own. The intake of officers in these forces have been as per the prescribed norms issued by the government, whether UPSC or CPOs board the fact remains that their entry level is as a Gp A Class -I officers. Discriminating them on the basis of entry is not ethical. By having unrealistic residency period for ADG, the intention seems to deny and put bottlenecks as long as possible. All these seems a tall order considering the bureaucratic hurdles.

Any other example of backseat driving ?
AK Saxena has taken a sick view reg Sonia not opting to be PM herself and he goes on to call it backseat driving. Does Saxena have any other example of anyone else going in for such backseat driving even at much lesser levels? Saxenaji ,give the devil his due. Such cynicism is unhealthy.

Anti-India propaganda by neighbours is not even comic relief now
I have been reading in your columns about the anti-India propaganda by India's neighbours. It is not even comic relief any more. The fact is that their loyalty comes at a stiff price. With 40-50% of annual Plan funds remaining unspent for the most ridiculous of reasons, why not earmark 20-25% of our Plan funds for distributing as roads, schools, teachers, doctors, scholarships, etc. amongst our neighbours, ie. Greater India? Secondly, let the sheer inefficiency of Indian babudom not become the cause of failure in buying influence in India's neighborhood. Third, remember we save on our huge defence costs if we invest on amenities for our neighbours. Last, a friendly neighborhood bought at a price becomes an anti-China asset for India, Isn't China doing the same? Will our Babus finally wake up? The sooner we accept this the more relaxed we will be.

Mileage for senior officers
Officers of the level of Secretary were allowed Staff Car for private use, for which they were required to pay Rs.500/- per month. After the Sixth Pay Commission, Officers of the level of SAG and above are entitled to a Transportation Allowance of Rs.7200/- per month which increases with the release of every DA installment as DA is payable thereon. Most of the officers, for various reasons are compelled to avail the Staff Car for "pick up and drop from residence" and are forced to forego the Transportation Allowance of Rs.8780/- p.m at the present rate of DA. I am sure many of them are compelled to use the car for their private use also. As they are foregoing a huge amount, the Govt. should favourably consider allowing certain mileage, say 500 Kms. per month, for their private use. Otherwise they would be only tempted to commit a technical violation and use the car for personal use clandestinely!!

Let all of them get their backs treated !
If Anil Garg, IAS of MT cadre continues on long leave to get his weak back fixed medically how does it matter. Is this news so important that it occupies valuable space? Infact all IAS officers who do not have a spinal cord & cannot sit straight & crawl when asked to bend should also get back treatment & spare the government & the people of India from their habit of avoiding decision making & buckling under pressure. Let them all get their backs treated!

CSS without direct rectt. is meaningless !!!
I support the views of this website. The direct recruitment through civil services exams must be revived. It is shameful that the President of Direct Recruitment Association of CSS, misused his position to pursue his own personal agenda and succeeded in getting himself promoted as Additional Secretary in HRD ministry in connivance with the Cabinet Secretary and some senior officers. He was rewarded as part of a bargain for not following up the holistic cause of his fraternity.
