Will Shashi Tharoor back 1973 batch IFS officer Nalin Surie for the post of Foreign Secretary ? In fact, Nalin Surie is personally known to him by virtue of having served in New York in India's Permanent Mission. The other contender, Nirupama Rao of the same batch comes from the state of Kerala from where Tharoor has won. Others like Hardeep Puri and Alok Prasad, both 1974 batch, are now completely out of the race with BJP not winning. The final decision will depend a lot upon the new External Affairs Minister.

Rajasthan's senior cop embarasses Gehlot Government
Rajasthan ADGP Navdeep Singh has reportedly caused a major embarrassment to the Ashok Gehlot led Congress government in Rajasthan by suggesting that women are "physically, mentally and intellectually weak and not capable of independent responsibility in police". In an official note recommending the dissolution of the only all woman's armed battalion started by the previous BJP government, Navdeep Singh has made several condescending remarks on women in general. Ironically, Rajasthan bureaucracy is led by a woman Chief Secretary and Navdeep's wife herself is a sitting Congress MLA in Rajasthan assembly . Several woman's organizations have voiced their concern and the issue is likely to snowball into a major controversy.

What is difference between India & the US?
In the US, even the most secret documents of Federal Bureau of Investigation (FBI) are declassified after a certain period (30 years). Though Central Bureau of Investigation (CBI) as an investigation agency is accountable to judiciary and hence has to share documents pertaining to investigations, same cannot be said about the Intelligence Bureau (IB). The IB has been sitting on a heap of information which has lost relevance over the course of time in the name of "classifed documents". The IB seems to have little or no responsibility or accountability. In corridors of power, it being debated that if IB is to be made an accountable and responsible efficient organisation then it should be made mandatory to declassify IB's reports after a certain period of time.

Is there anomaly in DoPT circular ?
DOPT has issued a circular on Thursday regarding dates on which officers of IAS were promoted to PB 3 and PB 4 grades for the purpose of granting Non-Functional upgradation to the officers of other Group A Services. Such upgradations are applicable wef 01.01.06. There is an anomaly in this circular as this does not speak about 1974, 1985, 1991 and 1996 batch IAS officers posted to the centre. It is understood that these officers were posted as Additional Secretary, Joint Secretary, Director and Deputy Secretary respectively to the centre as on 01.01.06. Accordingly the officers of other Group A services belonging to the 1976, 1987, 1989 and 1994 batch would become eligible for financial upgradation in the respective scales w.e.f. 01.01.06. In absence of modifications to the above, all Group A officers of the above mentioned batches and of respective previous batches would loose financially as they would get upgradation w.e.f. 31.03.06, 26.10.06, 01.07.06 and 05.04.07 respectively as against the correct date which would be 01.01.06.

Mishra, currently serving as IRDA Ombudsman for Delhi and Rajasthan, was also selected as Member, Securities Appellate Tribunal, Mumbai but the file is stuck somewhere after clearance from ACC. During his tenure as Member Investigation CBDT & Special Secretary GOI cracked and authorised the Income Tax raid on Hassan Ali which is the largest ever case of Money Laundering in the history of India.

In a detailed judgement Justice VK Bali , Chairman of CAT has dismissed the case of AK Jain, Member (Finance), Prasar Bharti against the order of the Government directing him either to resign from the IAS and get absorbed in Prasar Bharti or to revert back to his parent cadre of Nagaland. Mr. Jain has been given 15 days time by CAT to give his option. It will be recalled that there is serious tension between Mr. Jain and Mr. Lalli, CEO of Prasar Bharti. Jain has accused Lalli of serious financial irregularities.

There you go again!
In 2008, six times you reported that there is a proposal for increase of age of retirement of government servants before the Government at some stage or the other. Six times you reported that the proposal never existed, making yourself a laughing stock of discerning readers. Retirement age was increased from 58 to 60 only recently during the tenure of Vajpayee government. There never was a proposal for increasing it further under UPA government. Under influence from some geriatric government officers, you have once again started kite flying. These officers are welcome to wishful thinking. Why should you destroy your credibility and reputation of providing news before it happens? If you think that the government will be influenced by your reporting, it only shows dementia caused by ageing of the site.

Do not raise age of retirement
The raising of retirement age to 62 makes no sense. It is important for Government to attract the best of talent and any effort to raise the age will block fresh recruitment. In the UK, There were major reforms in the late 80's and one important thing they did was to give a golden handshake rather than increase the age of retirement. This led to savings as the Government of UK could hire say 3 specialist doctors in NHS at the cost of 1 aging consultant , who anyway was out of sink with the system and had out6lived his/her utility. Having said this, there are very few areas ( and it is not medical doctors or teachers) for whom we need relaxed norms of retention (space/atomic energy or nuclear scientists, air force pilots etc). I am sure the government will consider Administrative reforms in the first 100 days rather than extend the age of retirement of the civil servants, whose performance is most difficult to measure. I will suggest the following
1. Introduce golden handshake to those who have completed 20 years in government.
2. Fill up the posts ( 100%) and not 1/3rd . There will be cost savings on salary by 50% and at the same time brings in fresh talent/job opportunity to the youth ( Cong should be listening to this).
3. Introduce CRS ( Compulsory Retirement). In its present form it is impossible to remove any person and this must go away. To begin with CRS should be explored for anyone who has completed 20 yrs of service or has reached 50 yr , whichever is earlier.

With recession and unemployment looming large over the country, Rahul Gandhi should pave way for more employment opportunities to youngsters. Nobody in Government works sincerely once they cross 55 years of age. How many Government servants reach office at 9.00 AM?

The idea of term of 40 years or whatever number of years of service, for the services is a great and equitable idea as it will put the 'Kalawatis' of the service who join the service late because of their poor background and late start in life, at par with the elite who have all the family support and therefore join early. This move will end the domination of the services by a few.
Incidentally, Rahul Gandhi's reference to Kalawati's plight has led to a new colloqial expression, as being representative of the underprivileged. If Rahul could hold her hand, why not the nation follow suit for the Kalawatis of the civil service.

Who are caring? IPS or IAS, you are member of Be Sahara Force (BSF), Your foundation is Baseless, Senseless and Futureless (BSF).
I can understand the feeling; rather I am going through the same anger and frustration. Why you are sitting duck and no one is there to help you? You have to search your identity again from very beginning. BSF was used to be custodian of border, now----------? BSF was used to be custodian of JAMMU& KASHMIR, now are you? Even BSF was used to be custodian of MANIPUR, but unfortunately at present you do not have anything to bargain. You all have to work hard to search your identity from very beginning.
You are member of unique force, where law is taught to catch your own man. Very few people dare to say any thing, as you all are governed with stringent BSF Act and Rules. Firstly BSF should be governed by CCS rules like your IPS bosses and big brother CRPF (earlier you were) etc. as BSF has been treated at par by six pay commission then why this discrimination? BSF by its constitution enacted by the parliament is an Armed Force of the Union, it is a combat force which guards borders in peace, fights in counter insurgency, law and order duties and also fights alongside army during war (Kargil is a recent example, where we have lost so many person comparable to army beside this sacrifice by BSF in the 1971 indo -BD war is not unknown but without recognition) and yet it is not an Armed Force in the eyes of pay commission and Government of India, as Srikrishna, does not find anything different between civilian and a BSF soldier and placed with twenty five attached & subordinate offices along with organizations like-

It was a flat slap on the face of thousands of BSF Officers and jawans who have sacrificed their lives for this nation. Judicial prudence of Justice Srikrishna is questionable when he treats BSF at par with organizations mentioned above. It seems vision of all members of the Pay Commission never ventured outside four walls of classrooms before inking this voluminous theoretical paper. Here BSF officer were failed to convince them as BSF has poorest PRO system. DG BSF had a chance to correct this anomaly but who cares? And why he does so? If Govt and your boss is not caring your force then why you? You should also evolve own ways and means as your counterpart BDR created.

Privately, he would scribble " female" against the client's name in a private diary. Half the time , the prediction would come through. For the rest, he has a ready explanation. -- "Look at my private entry ; it says "female ": I am not man enough to tell you in your face that it would be a girl. " Reading the Oh- I- was- so- correct lines of people and pollsters on the just concluded elections, can not stop recalling the story of the famous astrologer, who never fails.

Would Naval Intelligence inquire into this e-mail through the contacts and see if the web site owners even have the legitimate authority to use the mastheads, let alone broadcast this on the Internet? At this rate we will have the civil service for sale hawking condoms to condos!! At least let the royalties from such misuse accrue to employee welfare funds!!!!!!!!! I always thought flowers on our birthdays was noblesse oblige in lieu of the VIth Pay Commission.

Non-political FM needed
The politicians of this country who are Dada(s) of their respective regions do not want a non-political Finance Minister, Dr. Montek Singh Ahluwalia. He is otherwise known as a economy reformist and has done well when Dr. Manmohan Singh was FM. Denying such a renowned economist the post of FM is very unfortunate. The political DADA(s)who think their constituencies as their fiefdom are now after the plum ministries. (People know why they want these important ministries). Even Mamta Banerji is not behind that who among all are giving so called unconditional support. The time has now come that in next elections, they should be kicked by the great people of India like they have done in 2009 by rejecting Dramabaj, Pahalwans, Goondas leaders. Otherwise, Dr. Montek Singh Alluwalia was a fittest Finance Minister.

End the nonsensical colonial hangover
The time has come to end the nonsensical colonial hangover over pay advantages for the brown sahibs in the IAS. It is high time to ensure uniform pay for all direct recruits whether into the IAS/IFS or into all Group A services/ IPS recruited through the same Civil Services Exam. If Group B service officers are recruited directly through the same exam, they should have pay parity with direct recruit 6 years junior.
