Govt servant will get annual increment on joining on first working day
If a Government servant was to join post in a grade pay on appointment/ promotion on January 1st of a year, but could not because it happened to be a Sunday or gazetted holiday, he will be treated to have completed 6 months of service on July 1st of that year for the purpose of granting annual increment if he joins on the first working day of the year.

Excellent work by Data Base Cell, CBDT
1. The data base Cell of CBDT has developed a computer programme to convert the transfer policy in to actuals.
2.With the program a data has been prepared showing which officer is due for transfer and why.
3. The result has been displayed on the website of department.
4. Officers can send representation if they want any correction.
5.Though since the software is new there would be some error which can be corrected.
6.This is an excellent step in the direction of transparency, I congratulate CBDT, Secretary Revenue and DBC for promoting transparency in a highly contentious area.
7. I hope CVC will take note of this and ask other Government departments to follow suit.

Gerentocrats to the fore
You have been making a fool of yourself for quite some time by repeatedly publishing a false 'news item' that the age of retirement of government servants is being increased. There never was any such proposal. The only limited proposals have been to extend the age limit in respect of officers dealing with security (Home/Defence etc.) and how to get rid of some government servants before they are 60. Even before the new government took office, your geriatric friends persuaded you to publish a false news item that increase in the retirement age is the new government's top priority. Some of your readers suspect that you published this 'news' even when you knew it to be false. It is OK to oblige the friends and advertisers from time to time, but deliberate insertion of a false news is not one expects in Whispers. There is a need to re-establish credibility of your site.

Kyon Na Jhagada Hi Khatam Karein ?
This enhancement of retirement age, propping up intermittently has elicited reactions from hilarity to hope to disappointment to outright anger! Why not finish this debate once for all? The government has really been unfair and unjust in giving post retirement appointments to the highest categories of courtiers (Darbaris/dyodhiwans) for 5 years in one go and unjustly denying legitimate promotions to the sincere government servants for 5 years or more! The rumour about increase/decrease in retirement age gains nuisance value in such complex government behaviour (CSB/ACC especially).The government can end this wrangling or jhagada in one go-retire at 60 but with full salary as pension. Please do not laugh. Afterall, all government servants are equally, fully and justly eligible to get it, but only at their 100th birthday. The government has very kindly accepted the VIth CPC recommendation in this regard. The only flaw in the orders is that the increase in pension is 20% at a time till the 100th b'day. So the real jhagada is about 39 sweet golden years of fruitful enjoyment of service rendered or otherwise by a government servant. Once this humble recommendation from an ordinary government servant is accepted and implemented, without getting it stamped from melord, nobody will indulge in gossip or scheming of any kind in this regard, there will be no heartburning, no inter-services mudslinging! It will cost the exchequer half the amount it is spending on looking after reemployed babus, who in the first place should never have found a place in the lists prepared by the UPSC!! As far as giving some work to employees retired at 60 with 100 salary as pension, is concerned, I get stimulus from the great invention of the judicial mind in the form of Notary Public for lifelong employment/engagement of retired judicial officers not finding employment on any inquiry commission and suggest that all such employees be permitted to attest photo copies of original documents for free as a service to society to compensate for service not done upto age 60 or if done was badly done !Ab bus jhagada khatm karo

Age and transfers [not so much promotions] are what elicit the maximum interest in your channel/site. Those who don't want age, want early promotions and will quickly change their stand when they are 59.

It will be a healthy mix of young and old
The on-going pro and anti age extension lobbies can both be satisfied, if the retirement age is made 45 years and after that officers should be free to opt to serve on till 65 years. The heavily pro young service valas can reitre happily at 45 and join private sector or run mithai shops. Those who wish to make a long term career out of civil service should be allowed to serve till 65. This will make a healthy mix of young and old, just like in politics.

A wake-up call for the Editor-In-Chief !!!
As an avid browser , I would urge Dr Suresh Mehrotra to consider the' advisory ' of Dr N C Saxena (May 22) a Civil Services topper of his batch , a member of think tanks set up by successive Central Governments, a former Member-Secretary of the Planning Commission and an intellectual to boot. This is necessary to protect the virtues of 'integrity' and 'credibility' , this website is known for! The criterion for assessing the popularity of a website ( like TRP rating in soap opera parlance) should not be judged on the basis of number of' hits' registered by the browsers , but by the 'quality of its viewership and their responses'. I have noticed, of late, that views are being invited by you on certain unimportant and hypothetical themes like "Who is best dressed civil servant", "Suitability of Rahul Gandhi for Prime ministership", "Survey of bureaucrats on the number of Parliamentary seats likely to be secured by different political parties" ,' "The possibility of BJP joining hands with its arch-rival, the Congress party for Government formation at the Centre" . As if the hurt was not enough, you have now re-incarnated the dead issue of "Raising the age of retirement" .This, in my humble view, is unethical as it only raises the "Revolution of Rising Expectations" among the "about to retire bureaucrats" and inviting the wrath of the "Rising generations of bureaucrats". This has again started the unhealthy controversy of views and counter-views. It is also noted that ,of late, imaginary characters like "Archie", VK,MK, Goldie ,and other pseudonyms are being created and inducted (God knows, by whom) to rebut a particular line of thought in the FORUM columns in blatant violation of rules framed by your own Editorial board showing explicit political bias! Do these pseudonymous contributions by imaginary characters, not require pre-screening? Much to my chagrin ,whistle-blowing cases of rampant corruption are at times not given the importance, these deserve! These are sometimes not even reported at all ! What are we scared of? If this goes on, then this site ,I fear , may not end up as a mere 'Notice Board' for informing about the latest postings and transfers of civil servants or their whispers in the corridors of powers! I wish this site to stand out as a mile from scores of other similar sites. I know of Dr Suresh Mehrotra, as a bold journalist. I leave the decision to him in the best interest of our website! I would request him to give space to my views on the website for the benefit of fellow browsers.

Identification mark for Pension papers
DOPT has in their instructions stated that identification marks should be 'till in left hand of second figure'. DOPT must send revised instructions for the fact that one may not have such a sign. Alternatively, scar etc. could be on feet/leg. There should be some flexibility in that. Hope DOPT does not take a rigid stand on that.

Due list of transfer in income tax department
Income tax has put on its website the list of officers who are due for transfer. The list is misleading and does not says anything about the officers who have not submitted their profile. Further ,those who are back from deputation are also not figuring in the list. The department is treating its officers like taxpayer, who provide info punish them. Those who don't provide them info go scot free. In fact the cases where no profile submitted should be transferred first and penalised.

Yes I agree with TR Balu about Kisang's untimely death. In fact there are so many officers at CIT and Additional CIT level who are living out of suitcase due to apathy of the CBDT which cannot keep its officers happy. I don't find any logic in Posting an officer at Bilaspur when he could have been accommodated elsewhere. The CBDT can even find officers willing to go to Bilaspur, Raipur region but they are made to serve elsewhere. An officer must be given the place of his choice. At that place you may post him at any post. But what is the logic to send officers forcibly to places if they don't want to go. In no other service officers are discontented as in IT. In IAS you are either at state capital or at Delhi unless you willingly go for deputation. Same is for IPS and IFS(forest). Its only in IT and Central excise that you are forced to live away from your family.
