Service in PB-3 and PB-4. It is revealed from DOPT OM No.AB.14017/64/2008-Estt.
(RR) Dated 21st May 2009 that there are no offices from 1995/1996 IAS batch posted
in the Central Staffing Scheme as Deputy Secretary level, as a result officers
of 1993/1994 Organized Group A Service batch to be considered for Non Functional
Up gradation of Deputy Secretary level w.e.f. 05.04.2007 along with the officers
of 1995 Organized Group Service batch. This clearly shows that there is no difference
between senior and junior officers and the up gradation completely depends on
IAS batch posted in the Central Staffing Scheme. This problem can be resolved
through this simple formula: 1) Deputy Secretary Level Up gradation
= Batch year of Organized Group A Service + 2 years + 9 years. 2) Director
Level Up gradation = Batch year of Organized Group A Service + 2 years + 13 years.

Cadre review in CPOs. DOPTs website is an eye opener. It is a big surprise
that no cadre review has been carried out in BSF after 1989. The DO written by
CS all secretaries seems to be gathering dust. With such apathy being shown to
these poor officers the morale is sure to take a beating. Guru Govt should
clarify The sixth pay commission allowed LTC travel by flight with a rider
that it should be by Lowest Economic Class fare, but in Dec 2008 the clarification
was issued that it would be as per NACIL rate which are artificially low and even
specified for sectors which are not covered by Indian Airlines. This has caused
lot of hardships to people who went on LTC with their family by FLIGHT on the
pretext that they will get benefit from government. Can the government do something
and clarify the matter in the larger interest. N Kumar Due list
of transfers in Income Tax The effort of CBDT to prepare and put the due
list and the profile showing officers who have requested for transfers is commendable.
However, as pointed out by Prasad Kumar, the CBDT is very much aware of the names
of officers who had flouted their instructions by not submitting the profiles.

to look forward too. GOI could do well to work out the contours of a rural health
insurance cover keeping in mind the following 1. Introduce health cover to
all those who are below poverty line ( for any In patient facility , for a family
floater/limit of say Rs 30000 PER ANNUM). Let the beneficiary pay only a token
fee of Rs 100 Per family 2. In addition cover all children less than 1year
( even those outside BPL), for any medical/surgical condition, without exception,
say for 10000 3. Finally , cover all pregnant woman for EMERGENCY OBST conditions
( put a ceiling of say 10000 again) This will address the key issues of IMR.,
MMR and out of pocket expense For the model to be successful, it would be important
to create a PSU ( Health Insurance Corporation), similar to what was done in agri/crop
cover ( AIC). HIC should be owned ny MOF with a corpus of 500 Cr and a matching
grant from MOHFW . The GIC and 4 Non life PSUs could be asked to invest 100 Cr
each. The creation of HIC will help create capacity in rural areas( presently
non existent in the existing set PSU/Private up). It will also ensure that private
