14 Cabinet Ministers to take oath on Thursday
As many as14 Cabinet Ministers will take oath on Thursday. The new cabinet ministers include three former chief ministers - Virbhadra Singh (Himachal Pradesh), Vilasrao Deshmukh (Maharashtra) and Farooq Abdullah (Jammu and Kashmir). Three leaders from the DMK, the Congress' ally in Tamil Nadu, also find place - Dayanidhi Maran, M.K. Azhagari and A. Raja. The others are the Congress' Mallikarjun Kharge, Kumari Selja, Subodh Kant Sahay, M.S. Gill, G.K. Vasan, Pawan Kumar Bansal, Mukul Wasnik and Kantilal Bhuria.

After all for coming to power he has to pay some personal daam (cost)!!

Do not fall into gameplan of Congress party

I agree with comments by some of the readers that 'whispers' is somehow trying to promote the congress party. The most recent indicator is the needless opinion-seeking as to who can be the competitor of Rahul Gandhi.
Rahul G. is so junior and inexperienced that to keep talking about him as if he is a big leader is only to promote him in a subtle way. Even within Congress party, there are many people against whom this boy cannot hold a candle.
Wish Whispering would not fall into the gameplan of the Congres party to promote the image of one person by constantly keeping him in news.

Increase retirement age to 62 years for ….
Instead of all this clamouring about whether to increase retirement age or not; a best solution would be to increase it to 62 for all officers of the rank of full Secretary to the Government of India; all Chief Secretaries to state Governments and other officers holding this rank. This would well serve the need of the Prime Minister of having with him for another two years the best top level talent which he is very comfortable with; and which was initially the purpose which he had in mind when the retirement age increase proposal was being discussed much earlier before the elections. This would also set to rest the allegations of promoting mediocrity by increasing it for all and sundry; as only the best officers reach this level both at the centre and the states. Later, this can be evolved into a well structured new retirement policy like in the Armed Forces where every higher rank has a higher retirement age; upto 62 (presently, which can be brought upto 65 later) for full General/equivalent. Thus providing greater incentive for better performance at every level uptill the top.
This can be done immediately by a cabinet decision. I would request you to expeditiously forward this proposal to the Hon'ble PM, mentioning of course, the writer.

Throw more light on retirement age issue
I happen to be a new reader of you site whispersinthecorridoors.com. It has been a different experience going thro your site informing about various activities in and around us. I could also see some whispers about retirement age of govt. employees which was seen as one of the possibilities being taken in hand by the new UPA govt in the centre. I would appreciate some more input in this regard as the matter had been almost at final stage in its previous regime. Looking forward to hear from you.

Mileage for Senior Officers
Officers of the level of Secretary were allowed Staff Car for private use, for which they were required to pay Rs.500/- per month. After the Sixth Pay Commission, Officers of the level of SAG and above are entitled to a Transportation Allowance of Rs.7200/- per month which increases with the release of every DA instalment as DA is payable thereon. Most of the officers, for various reasons are compelled to avail the Staff Car for "pick up and drop from residence" and are forced to forego the Transportation Allowance of Rs.8780/- p.m. at the present rate of DA. I am sure many of them are compelled to use the car for their private use also. As they are foregoing a huge amount, the Govt. should favourably consider allowing certain mileage, say 500 Kms. per month, for their private use. Otherwise they would be only tempted to commit a technical violation and use the car for personal use clandestinely!!
