Who cares after retirement ?
Gone are the days when people used to respect their bosses even after their retirement. Now no one bothers once you are out of seat of power. One such example came to light recently when a retired Cabinet Secretary was purchasing vegetable in the same market where his former peon was. Prime Minister Manmohan Singh's cabinet will have nine women ministers, one less than the previous Congress-led United Progressive Alliance (UPA) government.
While Mamata Banerjee, Ambika Soni and Meira Kumar took oath of office last week, six more names were announced on Wednesday. They are Krishna Tirath (Delhi), Preneet Kaur (Patiala, Punjab) and Agatha Sangma (Tura, Meghalaya), Kumari Selja (Ambala), D. Purandeswari (Visakhapatnam - Andhra Pradesh) and Panabaka Lakshmi (Nellore - Andhra Pradesh). There were 10 women in the previous Manmohan Singh-led government.
Three Women Ministers are first timers

Three Women Ministers are first time ministers in UPA government. They are Congress MPs Krishna Tirath (Delhi) and Preneet Kaur (Patiala, Punjab) and Nationalist Congress Party MP Agatha Sangma (Tura, Meghalaya). While Tirath is minister of state with independent charge, Kaur and Sangma are ministers of state.

As many as 29 MPs - veterans as well as youngsters - are new faces in the Prime Minister Manmohan Singh's 78-member-strong council of ministers. They include former chief ministers Vilasrao Deshmukh and Farooq Abdullah, former UN undersecretary general Shashi Tharoor as well as three women MPs - Agatha Sangma, Krishna Tirath and Preneet Kaur. The others are Mallikarjun Kharge, M.K. Azhagiri, A. Sai Prathap, Gurudas Kamat, Mahadev Khandela, Harish Rawat, K.V. Thomas, Saugata Ray, Sisir Adhikari, Sultan Ahmed, Mukul Roy, Mohan Jatua, D. Napoleon, S. Jagathrakshakan, S. Gandhiselvan, Sachin Pilot, Bharatsinh Solanki, Tusharbhai Chaudhary, Arun Yadav, Prateek Prakashbapu Patil, R.P.N Singh, Vincent Pala and Pradeep Jain.
Three fourth ministers are from Cong
UPA's 78-strong council of ministers includes 59 from the Congress and 19 from five allies: seven each from DMK and Trinamool Congress, three from Nationalist Congress Party (NCP) and one each from the Muslim League and National Conference. The outgoing Congress-led government had 78 ministers with 23 of allies.

The Natural Allies

The two largest political parties in India today are the Indian National Congress and the Bharatiya Janata Party. There was a time when the Congress merely had to put up a broomstick as a candidate for election and that, too, would have been elected. Today the position is different because the Congress is unable to muster sufficient support to win a majority in Parliament. BJP started small but achieved a high watermark when Atal Bihari Vajpayee became Prime Minister as the head of a coalition called National Democratic Alliance (NDA) . Congress and BJP in many ways share the same ideological ethos and the constituency, rural and urban, is almost the same for both parties. This means that the votes are divided between the factions supporting each of the parties and the marginal vote determines which will have the larger strength. The Congress calls itself secular and hitherto it did have the support of the minorities, to which, the Congress is returning after a period of erosion. The allegation is that BJP speaks for Hindu interests, is not sympathetic to the minorities and in fact is not averse to violence against them. Ostensibly the two parties look on which other as mutual enemies with which neither can have truck.
It is a fact that the Congress Party publicly professes a secular image. BJP supports the concept of Hindutva, though it states that this is by no means a communal precept and that the party stands for equality for all, a secular democracy but appeasement of no one. In practice the Congress has blatantly used the communal card where it suits it. For example, Indira Gandhi had a secret pact with the RSS whereby the RSS was supported in Jammu covertly by the Congress and Congress candidates were supported by the RSS in the Punjab to keep the Akalis out of power. In Gujarat BJP is blamed, not without cause, for the post Godhra riots, but the Congress workers in Gujarat did not move a finger to protect the minorities in that state and even today local Congress workers soft-pedal communal issues. In using caste and community blatantly to garner votes the Congress in practice is as communal as a party which is more overt in its support of a particular community. In other words, when it comes down to actual practice both the BJP and the Congress are equally communal or, if one wants to be a little kind, equally secular in a somewhat peculiar manner.
The Congress and BJP are unlikely to garner the numbers in Parliament whereby other political parties would be willing to join one or the other in forming a stable government. No doubt the Congress party is more acceptable to other political parties than BJP, which means that BJP needs at least 180 seats before it can form a government. The Congress can probably do it with 135 seats. The question is whether either party will have the requisite numbers which ensure that whichever group they lead to power, either the Congress or the BJP is the lead party. At present the so-called third front and, perhaps, the somewhat nebulous fourth front, are unstable conglomerates of people, each one of whom wants to be Prime Minister. How comfortable would the Congress be in such a coalition if the number of seats it gets is less than 135?
Perhaps the time has come for objective thinking by both BJP and Congress about their mutual relationship and at least the minimum areas of agreement in which both parties adopt a common stance and policy. If they are able to hammer out their differences perhaps the best government which India could get would be a coalition between BJP and the Congress. Can the two parties sink their differences and suppress their over inflated egos in order to come together in the national interest.
