1975 & 1977 batch IPS empanelment meeting deferred
Meeting for the empanelment of 1975 batch IPS officers to the rank of DG and 1977 batch IPS officers to the rank of ADG in the Government of India which was expected to take place on Tuesday has been deferred till tomorrow.
Will there be total number 17 ?
It is believed that 17 IPS officers belonging to 1975 batch are going to be empanelled to the rank of DG in the Government of India.

Shubhra tops, girls secure top three positions in UPSC exams 2008
Girls have bagged the top three ranks in the Civil Services Examination 2008 with Noida's Shubhra Saxena topping the test, results for which were declared the other day. Shubhra a B.Tech from IIT Roorkee has been followed by Sharandeep Kaur Brar of Punjab and Kiran Kaushal in the second and third place. Sharandeep has done her MA from Punjab University.
Among the male candidates Varinder Kumar Sharma is the topper who has secured overall 4th rank. He has done B.E. from Punjab Engineering College, Chandigarh. This is his first attempt. Varinder Sharma is a physically challenged candidate.
Amog the top 25 candidates 15 are males and 10 females. Educational qualification-wise they comprise of 12 candidates belonging to Commerce, Mangement, Humanities, Science & Social Sciences; 9 candidates belonging to Engineering and 4 candidates belonging to Medical Science background.
Of these, 22 took the Examination in English medium; 2 in Hindi medium and 1 in Punjab medium. Of the top 25 candidates, 11 appeared from Delhi; 3 each from Chandigarh and Chennai; 2 each from Bhopal and Hyderabad and 1 each from Kolkata, Jaipur, Jammu and Thiruvananthapuram centers.
A total number of 791 candidates have been recommended for appointment including 364 General (including 13 Physically Challenged candidates), 236 Other Backward Classes (including 07 Physically Challenged candidates), 130 Scheduled Castes and 61 Scheduled Tribes candidates.
The number of vacancies reported by the Government for the Indian Administrative Service is 120 (60 General, 33 Other Backward Classes, 17 Scheduled Castes and 10 Scheduled Tribes); for the Indian Foreign Service is 26 (13 General, 08 Other Backward Classes, 04 Scheduled Castes and 01 Scheduled Tribe); for the Indian Police Service is 130 (65 General, 36 Other Backward Classes, 20 Scheduled Castes and 09 Scheduled Tribes); for the Central Services Group 'A' is 546 (282 General, 146 Other Backward Classes, 81 Scheduled Castes and 37 Scheduled Tribes) and for Central Services Group 'B' is 59 ( 34 General, 13 Other Backward Classes, 08 Scheduled Castes and 04 Scheduled Tribes). This includes 20 vacancies for Physically Challenged candidates.

As the grapevine has it the proposal relating to R.K.Singh (IAS 1985 batch, Manipur-Tripura cadre) going to Montreal as India's representative at the International Civil Aviation Organisation (ICAO) is in doldrums. The slot fell vacant when Naseem Ahmad Zaidi (IAS 1976 batch, Uttar Pradesh) returned from ICAO & assumed the charge as Director General (DG) of the Directorate General of Civil Aviation (DGCA) from Kanu Gohain, last year. Though, Singh's tenure is of three years his parent cadre's Government had only allowed him to continue for two years.

Kudos to CAG office for bringing out the performance audit report on police. It is an eye opener for both IAS/IPS who control police/home departments and their lack of farsightedness and lack of commitment has been brought out in public domain. For IAS, it is a failure of not looking after their charges properly and sitting on the proposals to satisfy their ego and for IPS officers to even failing in setting their house in order. Why can't we punish the defaulters for denying the basic right of safety and security to general public. Hope right lessons are learnt to set the system right. Security is fundamental issue and their should not be two opinion about it. The mandarins of IPS/IAS must take this wake up call in right earnest. Ameen...

Additional powers to audit for what?
Powers per se do not empower , unless accompanied by a tradition of training and commitment to excellence. Audit Department in India has been singularly unsuccessful in detecting big ticket frauds in government schemes and contracts. When have you last heard of a successful conviction on the basis of audit finding or unearthing of a scam in government development scheme on the basis of audit objection ? Additional powers to audit would be however politically expedient.

Because, the commission earners, taxi stand chaos, CPWD JE/EE and staff in charge of Type1 to TypeIII Government quarters; staff in Dte. of Estates involved in allotment of quarters; persons occupying government type-II/III quarters for a short period with the help of JE and Estate office will rejoice because they know that this Ajay Maken and ND constituency MP does not take note of this and after all the genuine sufferers are the persons who are waiting in the pipeline for allotment like fools. Besides retails shopkeepers who are increasing and fixing the rates of articles will be very happy and the pitiable customers will only be at the receiving end.

Most of the parties except Left and BJP have singular command. It is the same with DMK (Karunanidhi), ADMK Jayalalitha),BSP( Mayavati), SP( Mulayam Singh), RJD (Lalu Prasad), LJS (Ram Vilas Paswan), Telugu Desam ( Chandrababu Naidu). Shiv Sena (Bal Thakeray), Nationalist Congress Party ( Sharad Pawar) and so on. Not only that, all these persons are Life time President of their Parties. Eye washing Party elections are conducted to hood wink the Election Commission.

Turnout in Ananthnag is not actually low !
Few people have commented on the low voter turnout in Ananthnag parliamentary constituency. Though separatists consider it as their victory, 28% is not low in the context of situation in the valley and when compared to 40-45% in many parts of the country. It appears low when compared to assembly elections. In assembly elections people had to choose persons who would become their CM and Ministers. These things are not there in the elections to Lok Sabha. People there are not bothered who forms the government at the centre, only leaders are. It is No surprise that people in J&K take as much interest in the rest of the country, as people in the rest of the country take in them.

Views on PESB have really stirred up a real hornet's nest. As a retired senior PSU Executive,I support his suggestion for empowerment of PESB so as to take it out of the clutches of the business mafia having close links with the administrators and politicians for interfering with the selection of directors and CMDs on considerations other than merit.I have been a sufferer, myself.

Who is to be blamed for NHAI Mess
In NHAI, some officers are on deputation for more than 7 years without DOP&T's approval, a large number of officers are on 2nd or 3rd deputation to NHAI. Promotion of vested interests is not ruled out due to which nation is suffering. It is high time that all officers unauthorizely posted and working in NHAI are sacked and all their perpetrators are exposed and punished.

Leadership of IPS under cloud
I am reminded of a couplet. I do not know who the author is but it goes like this
"Tu idhar udhar ki na bat kar, yeh bata carvan kyon luta. Mujhe rahjani ka gila nahin, teri rahbari ka sawal hai.
It is the leadership of IPS that is under cloud. They say that they are not allowed to work by the politicians in the states. But what happens to them when they come to the centre? Why do they fail to rejuvenate the organisations upon whom they are superimposed by the Government? They are not welcome in NSG. They are ruining the other CPMF - the only imprint they leave on the CPMF is the change in colour of tie and scarf every time the DG changes. It is high time that they started concentrating on actual police work instead of eyeing cushy jobs else where.

It reflects the sick mindset
The comments on 'Seema Prahari' posted in WIC 01-05-09 reflects the sick mindset of the class echoing such views. Border guarding is a specialized job. The training , equipment , role and task and almost everything is different from what our masters in Khaki have seen, heard or done before coming on deputation. Even after joining the force there is little inclination to learn and imbibe the organisational ethos. The five years of deputation is spent on managing cushy postings, misappropriation and further manipulating the system. Except for a few exceptional gentlemen i cannot remember anyone from this so called elite service making a meaningful contribution to the force. The recommendation of 6th CPC for giving 100% DIG rank and 50% quota in the rank of IG and above has been smartly scuttled .Now going to the court seems to be the only option. If this elite lot thinks the career progression should be compared with constabulary then they should do the same in the state police. That would set a nice example. The abolishing of L/Nk and NK and further the dismal state of career progression for the constabulary reflects on the poor leadership being provided by these deputationist. Since no cadre officer is any position of importance , blaming them makes no sense.
