whisper's survey: Thumbs up for Rahul Gandhi
The "Nehru-Gandhi" family still seems to be the binding force in the Congress Party. All demands and talks within the party for a strong second line of succession and projection of regional leaders come to a halt the moment the name of a member of the Nehru-Gandhi family is projected. There is no dispute on leadership and everybody (whether senior or junior, young or old) falls in line. Is this due to the tight hold of the family on the party's affairs or dynastic rule as the opposition alleges or lack of good leaders within the Congress Party. We decided to seek opinion from our surfers in a survey about who would make the best Prime Minister among the Congress leaders and why? The result of the survey has been startling as a majority backs Rahul Gandhi, the youthful face of the Congress and its present general secretary for the top post. What is surprising is that Sonia Gandhi and Priyanka Gandhi too have greater approvals than the present Prime Minister Manmohan Singh or senior Congress leader Pranab Mukherjee.
While Sonia Gandhi had declined the post of Prime Minister in 2004 and still appears to be in no mood to give into pressures from party men and Priyanka to suggesting to be away from politics for now the spotlight has turned to Rahul Gandhi. The surfers have rated him as the best bet for the future of Congress. He is considered to be honest, charismatic and youthful. His only drawback - Rahul is considered a novice in politics and they want him to mature as a politician before taking on the big job.
Despite his lack of experience Rahul Gandhi is favoured by the majority over the present lot of Congress leaders or the leaders in the opposition ranks and files. Of the 317 responses we received roughly 171 (about 53 per cent) have voted for Rahul Gandhi followed by Sonia Gandhi and Priyanka Vadra. Manmohan Singh follows next with about 68 people (about 21 per cent) having approved his policies. Just seven per cent believe that Pranab Mukherjee would make a good Prime Minister while three per cent have approved A.K. Antony for the post.

Rahul has a charismatic personality. He knows how to address the masses like his grand mother, late Indira Gandhi and his father, late Rajiv Gandhi. Besides this, he has vision to build India further like what Pt. Jawaharlal Nehru did for India. In addition to these, he has the shortcoming i.e he is bachelor. That is why stalwarts treat him as a new entrant in the political system.

Hats down. Salute to Rahul Gandhi who has the guts to say the truth that govt. of the day does influence its institutions. He also added that today 1 Rupee reaches to the needy as 10 paisa. Change the system otherwise it will chage you
1. I can understand the feeling, rather I am going through the same anger
and frustration. Why we are sitting duck and no one is there to help us? What our government is doing? Can rolling over heads is an option. Shivraj Patil has gone, Vilash Rao Deshmukh is gone, RR Patil is gone. As incompetent political masters they are paying the price. May be Congress will go after General election and we know that this is the end of career for many politicians. But what will happen to our incompetent Police leadership? .All IPS officers are busy in their own agenda and have no time for people. Where will we go?
2. Unfortunately I am in a police job and as an insider I know where is the rot. Nobody will tell you because our survival is depending upon the whole lie started during the time of independence. But time has come when some one needs to tell you the truth about connivance of ruling political class and colonial bureaucracy. We all know that Government of India 1935 Act has given the taste of power to the Indian Political Class. They came into power in provinces as well as in federal government. Once the Second World War has started everyone knew that the time of British Colonial era is coming closer.
3. This was the time the Colonial Bureaucracy has started being close to Indian Political Masters. This was the time when the number of Indians also joined bureaucracy at ICS and IP level and the hobnobbing with political masters had started. After independence we saw the result of this connivance. Our dear Prime Minister late Sri Jawahar Lal Nehru declared that he will continue with the same bureaucracy because if they serve so efficiently to the colonial master, they will serve with same enthusiasm to us. But that us was only the political masters rather than the common people.

Future of bureaucracy
1. If recent result of Civil services is any indication then it is quite clear that civil services has become the last choice for meritorious students.
2.While in the 1990s there used to be 100s of fresh IIT and IIM graduates getting in to IAS and Allied services, today we see only handful of them in civil services in new batches.
3.Reason is obvious, an IIM (A) graduate gets 2 lakh starting salary ,which is equivalent to pay+perk of Secretary Government of India.
4.To have quality manpower Government must now take manpower laterally on contract from private sector, otherwise in years to come ,bureaucracy will be manned by second grade manpower ,resulting in poor policy making.

He would have been the next chairman-
The grading system for promotion as Member CBDT has led to such anamolies. No one said anything against this last year when others lost out. In fact in the subsequent panel, we may see officers upto 76/77 batch as Members.

Need of PPS/SPPS in Govt. offices
PPS/Sr. PPS or PSO do not take dictation/typing except telephones. I have seen some of this class - they sometimes take dictation from bosses and then do pass on the dictation to poor steno/PA for typing!!! I would also like to update all readers that the post of PSO [Director equivalent] has already been sanctioned by DOPT. It is done on the recommendation of 6th CPC. It is either to please a particular cadre or to let CSS and CSSS continue their ongoing fight; as a result of which both CSS and CSSS suffer and others take the benefit. This is just a mockery of the GOI system. My view is that all the PPS/Sr. PPS and PSOs posts be converted to PA and PS. After PS they should be merged with the general cadre [Under Secretary]. This again is the recommendation of 6th CPC. I wish DOPT apply their mind and common sense while formulating such policies and not leave such matter to Cabinet Committee of Ministers (politicians) who have no sense of administrative set up. These politicians have already done disastrous harm to the country - May some good sense prevails on the voters and they do vote to a government which understands its responsibility to the nation!

Irregularities in NHAI
In the National Highways Authority of India which is a loss making authority to the tune of Rs 1550 crores last year, lot of irregularities are taking place in the matter of recruitment. One recently recruited General Administration in her eagerness to earn a good name has called for interview ineligible internal candidates for the post of Manager (Admn) despite objections to this effect from the Vigilance Unit of the Authority. Will Chairman, NHAI look into it?

BSNL, a PSU being sunk by corrupt and inefficient personnel.
I had taken a BSNL prepaid connection in Kolkata. Firstly, I was getting unsolicited calls offering songs etc. for 'Do not disturb' registry I called 1500 But I was asked my customer Identification No. as "appearing in my phone Bill", which certainly I cannot have since I have pre-paid connection. Ergo, as per BSNL pre paid users will be tortured with such unsolicited calls of their company. I too had accepted to live with that. But what I experienced subsequently is criminal act of cheating by the BSNL. For the purpose of recharge I purchased an 'Excel' recharge Card of Rs. 300/- after paying Rs.337/- to a retailer. (The Sr.No. of the card is 81000008101051). Subsequently I tried to recharge my balance after scratching the said card as per Instructions written there. I dialed 123 and than as asked by the voice, I dialed 2 and afterwards I typed the 'card activation number' (which I had scratched on the card) following it by hash.
The voice on the system repeated the no. I had dialed. It was confirming to the no. on card. I typed hash confirming the same. But afterwards voice directed me to re enter the no. following it by hash. I did the same. To my utter dismay I found that the process was not coming to an end; whereas the recharge amount was not being added to my balance.
Left disgusted, I thought it might be a technical problem so I retained the card and tried to recharge the balance the next day. But unfortunately It all has been continuing for last three days.
When all attempts were failing I tried to contact the customer care No. 9430024385 as mentioned on the card, I was shocked to discover that it was not customer care no. It turned out to be personal no. of someone.
All through it has been greatly irritating and painful. However, seeing all possibility of losing my money and left out cheated I tried last attempt to call 1500 but unfortunately it too turned out to be of no help as whenever I pressed 9 as instructed to speak to the customer care, I was told that I had dialed wrong No. and I was required to type 9 again the apprehending my own fault I again dialed 9 but the message continued.
It has been three day since I was cheated by the BSNL. I would use this opportunity to throw challenge to the shameless management of the BSNL to verify the contents of my complain and they should answer as why they are cheating people? Why they are giving personal No. of citizens as your company's Customer care?
If any of them has any self-conscience left and is unsold to private mobile operator then please respond I will wait till I throw my BSNL card to garbage.
