Secretary Culture Jawahar Sircar is now out of the race for the post of Secretary Higher Education in the Ministry of HRD. Latest information says that now the tie is between two 1975 batch IAS officers Rudra Gangadharan and Kiran Dhingra. One can only wait and watch.

Central Bank gets Rajasthan’s account of NREGA
Central Bank of India has bagged the Rajasthan Government’s account for payments of the “National Rural Employment Guarantee Act” i.e. NREGA. This information was given by Ramnath Pradeep Executive Director (ED) of the Central Bank of India (CBI). He told <whispersinthecorridors.com> that the CBI would like handle this account all over India due to pan India reach of the Central Bank. The bank has got 3550 branches of its own & 287 extension counters. Besides, Ramnath Pradeep who is rated as a dashing & a dynamic banker said, the Central Bank under its umbrella has 1700 branches of Eight Regional rural banks (RRBs). The Rajasthan Government will shortly launch the scheme, said Ramnath Pradeep.

Main contenders are: Ratnakar Gaikwad who is Commissioner of the Mumbai Metropolitan Region Development Authority(MMRDA) & Swadheen Kshatriya Principal Secretary (PS) in the Chief Minister’s Secretariat. Gaikwad belongs to the 1975 batch. Kshatriya is an IAS officer of the Maharashtra cadre who belongs to the 1980 batch.

NMDC pays dividend of Rs. 460. 28 crore to Government
Mining major NMDC Ltd.of which Chairman cum Managing Director (CMD)is Rana Som on November 9, 2009 handed over a dividend cheque of Rs.460.28 Crore to the government as the final dividend for the year 2008 – 09. It had earlier paid an interim dividend of Rs. 401.77 Crore. NMDC, a public sector undertaking under the Ministry of Steel has declared dividend of 221 per cent during 2008 – 09. The dividend cheque was handed over by the CMD of NMDC Rana Som to the Steel Minister Virbhadra Singh in Delhi. Replying to questions the Minister for Steel said, the Cabinet Committee on Economic Affairs is likely to take up the disinvestment in NMDC next month. Steel Secretary Atul Chaturvedi who was present on the occasion said, that the public offering may yield about Rs.13,000 Crore as per the current market conditions. Appreciating the performance of NMDC Ltd, the Minister expressed the hope that with the global economic scenario improving NMDC will perform
much better in the years to come.

Vigilance Awareness Week in SAIL
Rededicating itself annually to the cause of Vigilance, Steel Authority of India (SAIL) organised various interactive sessions at its different plants/units across the country as part of Vigilance Awareness Week from November 3 to 7,2009.The theme this year focused on effective preventive measures through system improvements and use of information technology to fight corruption.The Vigilance Awareness Week was inaugurated in all units of SAIL with the pledge taken by SAIL employees for remaining vigilant and eradicating corruption. Chairman SAIL S. K. Roongta administered the pledge to the SAIL collective at SAIL Corporate Office, Ispat Bhavan. Venugopal K Nair Chief Vigilance Officer informed about the proactive vigilance approach in SAIL. Awareness sessions on the RTI Act, Purchase & Contract procedures and SAIL Conduct & Discipline Rules were held throughout the company. Contests on elocution, essay and quiz were organized at various plants and units with active involvement of employees and their family members. This year special focus was given to ensure active participation of school students in the various activities and competitions so that the right ideas get absorbed by them at their formative years. During the closing function on November 7, 2009 at Ispat Bhavan, SAIL Director (Finance) Soiles Bhattacharya gave away prizes to the winners of the various competitions.

Ravindra Nath is the Director (Finance) of National Small Industries Corporation, a Public Sector organization of Government of India. Ravindra Nath, besides holding Degree in Commerce, is a qualified Chartered Accountant as a member of ICAI of India. Ravindra Nath has around 27 years of experience in various areas of Finance, Accounts and Management. He has held senior positions of corporate head of finance in public and private sector. He has a long experience of dealing with various issues pertaining to promotion, development and financing of micro, small & medium enterprises. Ravindra Nath has been involved in developing new programs implemented through NSIC for development of MSMEs in the country. Ravindra Nath had also executed various assignments in foreign countries for formulating strategies and policies for the development of Micro, Small and Medium Enterprises, in those countries.

Ms.Ravneet Kaur Joint Secretary in Government of India (GOI) has assumed charge as in charge Chairman & Managing Director of Export-Import Bank of India (Exim Bank). Ms. Ravneet Kaur as Joint Secretary in department of Banking & Insurance is already looking after Industrial Finance. Ms. Ravneet Kaur is an IAS officer of the 1988 batch who belongs to the Punjab cadre.
ESIC MODEL DISPENSARY INAUGURATED AT OKHLA
 The Union Minister of Labour & Employment Minister, Mallikarjun Kharge inaugurated the ESIC Model Dispensary at Okhla Industrial Area in New Delhi today. The Minister of State for Labour & Employment, Harish Rawat, Smt. Kiran Walia, Minister of Health & Family Welfare, Government of NCT of Delhi and Ramesh Kumar, Member of Parliament (Lok Sabha) were also present on the occasion.
     This is the first fully air-conditioned ESIC Dispensary in India with the state of the art equipment and a modern diagnostic centre, with separate Ayurveda and Homeopathy options available to the ESI beneficiaries. The Model Dispensary is expected to provide good quality health care services to the large workforce in and around Okhla Industrial Area.
      Speaking on the occasion, Mallikarjun Kharge announced that the capacity of major hospitals in Delhi region would be expanded in a phased manner. In this context he informed that a decision has been taken to increase the number of beds in Basaidarapur Hospital from 600 beds to 1000 beds, in Okhla from 150 beds to 250 beds and in Rohini from 151 beds to 270 beds. Besides this, he said, Beds for the ESI beneficiaries are being reserved in different hospitals of the Capital. He said that there is an extensive network of 32 fulltime ESI dispensaries in the Capital. This Network also includes one Mobile dispensary, two Diagnostic Centres, 10 Ayurvedic wings and 23 Yoga facilities, the Minister informed.
       Harish Rawat, Hon’ble Minister of State for Labour & Employment, Govt. of India said that in the recent past, the ESI Corporation has started the process of upgrading of ESIC Hospitals for providing better medical services to the beneficiaries. The steps for upgradation include the setting up and starting of Medical Colleges, Nursing Colleges, Dental Colleges and other para-medical schools in ESI Hospitals.  Rawat said that in the first phase, it is proposed to set up about a dozen Medical Colleges and Post Graduate Medical Sciences and Research Institutes in the existing ESI Hospitals by ESIC. 
      Smt. Kiran Walia, Hon’ble Minister of Health & Family Welfare, Govt. of NCT of Delhi said that this Model Dispensary of ESIC is a milestone in the primary health care sector for the workers of Okhla Industrial area.  Ramesh Kumar, Hon’ble Member of Parliament, Lok Sabha also thanked the ESIC for opening this first Model Dispensary in his Parliamentary constituency.
      The Employees State Insurance Corporation runs a unique social security scheme which has the feature of an insurance organization as well as service provider for health related needs of the insured persons under the scheme.  The Corporation has the largest team of medical and para-medical personnel in India and also has one of the largest medical infrastructures in the world.  It has huge infrastructure of 144 Hospitals, 42 Hospitals Annexes, 1397 ESI Dispensaries, 1753 Panel Clinics, 795 Branch/Pay Offices and 51 Regional/Sub-Regional/Divisional Offices.

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?

Emphatic no. However, there are a few black sheep in the flock. With RTI in place and attractive salary scales, there is no incentive to be corrupt and inefficient. I am very positive on this.

Is there good & bad corruption?

A politician when in trouble in 1997 fumed "I don't understand why is there so much talk (of corruption charges) against me as anyway I have kept the money within the country itself. One day or the other it would reach the people only. So why all this big talk?" Obviously, what this person had in mind was that ... was different than other politicans as the illegally acquired wealth was not taken out of the country and stashed (unproductively) in foreign banks, but kept in India. Hence, it was justifiable as it will get utilised on the people ultimately, whatever route it might be.

Injustice to country

By confining selection to posts of Joint Secretary and above to mostly IAS officers in practice, a great injustice is being done to the country. Why are more officers not being allowed to join the Government of India. Why are all other services being empanelled six years later than IAS officers of their batch? Any specific reasons?

At night clubs of Delhi

How much the 'Aam Admi' party loves its 'vishes kaidi' is known to the 'vishes janta' at night clubs of Delhi. The parole is granted on grounds like pursuance of family buisness (ofcourse in the night clubs) and the hopes have gone high for aam kaidis as now they also feel the new wave of liberalization flowing in Delhi Govt. Tihar Jail in any case was overflowing with 'vises kaidis' so the officials also neede a break from their hospitality duties. I doubt whether anybody has asked the government of 'aam admi' as to how many parole applications of 'aam kaidis are rotting in the files of our world famous 'home offices' while the parole files of the 'vishes kaidi' was dealt with the urgency it 'deserved'.

Fight for implementation of the 6th CPC

For all the Personal Assistants of Central Secretariat Service - why don't you fight for implementation of the 6th CPC recommendations made at chapter 3 of commission's report wherein complete parity has been given for all stenographers be it CSSS, CSS or field cadres. DOPT has already issued orders for CSSS wherein PSO posts have created and promotion given to Senior PPS as per recommendations. It is time to pressurise DOPT for issue of orders for others also. Let's us cry for milk or else we will remain in empty stomach.

Kumbakarnas Must Awake

I entirely agree with the caption Kumbakarnas Must Awake. Those who joined in 1982 as Steno 'D' still they are Steno 'D". But Sr. PPS who have become PSOs. Can govt. may clarify the functions of PSOs. For what purpose they have promoted to PSOs. After serving 28 or 26 years as Steno 'D' they are not getting any promotion so far. Hence, Government should awake and give promotion to all at a regular interval. My suggestion is that only three level in Stenographers line entry level middle level and executive level not more than. Can govt. do any thing on this?
