In this context, kindly let all concerned officers know from you the precise procedure for empanelment under central staffing scheme. Can officers from different central services apply directly to EO office for registering their request for empanelment or else they have to wait for their sluggish cadre controlling authority to issue proper circular- may be one time during the year, inviting nominations from concerned officers? It would be appropriate if you could think of starting some special column for arousing relevant awareness amongst less informed officers about such issues.

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
Watching from a very close distance it is felt that Indian bureaucracy is indecisive and inefficient with deep rooted corrupt practices. The extent and reach is so high that the few who are the odd men in the system either do not want to take that much of pains for correction or do not want to create a stir, may be being afraid of and avoid to address the real issues.

I always find that discussion on this topic is usually scuttled on this forum may be as many of among us would not like to discuss their own deeds. I am often also encountered with the argument that the officers of All India Services have to bear through immense political pressure which the other services do not go through. Now after working in a state department and closely seeing the work of some senior officers I feel that this is a complete bogey extended only for self interest by a segment of bureaucracy. The officers are compromising on their own volition and in their perfect self interest. Pressures are accepted when the self interest is getting fulfilled and when they want creamy jobs. The others who are withstanding the so called pressures are in a no way suffers and infact earn the respectability of political establishment provided their own conduct is above board. Let us face is large part of our bureaucracy has been corrupted across the spectrum and the desire of reforms is clearly missing excepting lip service here and there.

I fully agree with the survey views that Indian bureaucracy is most inefficient and corrupt one. This is because honest man has no place in GOI. Those who become Secretaries are always hand in glove with politicians. No action is ever taken against this top brass even if they have looted billions from the government exchequer.

(e).If the recruitment rules issued in 2000 by the O/o The CGA for recruitment of Accountants in Pay and Accounts Offices mentions that an LDC employee can be recruited on deputation basis as Accountants in any Pay and Accounts Offices under the  Central Union Ministries by taking persons of appropriate grade from “Other Organized Accounts Services and Government departments”.
     Whether the MCD employee is eligible for recruitment in the Central    
     Government offices / departments and get absorbed as Accountant in any of the Pay and Accounts Offices under a Central Government Ministry.

     Gazettee of India Order No.251,dated.29-04-2009 for Accountants issued by the o/o
     The The Controller General of Accounts, Ministry of Finance, Department of     
      Expenditure Lok Nayak Bhawan, Khan Market, New Delhi).

(e). A reference is submitted of a Supreme Court case of Appeal No:-(civil) 2294-2329 of 2008 where the Court has declared that an Employee of Municipal Corporation of Delhi has been declared ineligible for Recruitment in Government Service as he is not a Government Employee under the provisions of Article 309 to 311 of the Indian Constitution.
In view of the details mentioned above, what is the legal position in the matter. Kindly advice. Whether the LDC employee of MCD is eligible for recruitment in the Central Government offices/departments and get absorbed as Accountant in any of the Pay and Accounts Offices under a Central Government Ministry.

Already Sr. PPS/PPS were simply doing the job of attending telephone and general works of officer which an UDC or any other dealing hand is capable of doing. Now they are PSOs. "Great". Now, they will not do the above job but order others to do these jobs. The great brain responsible for creation of Sr.PPS/PPS/PSO post should create another post for these fellows; i.e., they will come in the morning and sharp at 5.30 P.M. they will leave office. They will simply ask the administration to post some other persons who have been deprived of promotion to look after their work. Compliments to DOPT for this.

DTC FARE HIKE
Bus fares should have been increase slowly

Delhi Government should have increased the bus fares by and by rather than by resorting to high jump in one go. Abnormal increase in taxes, charges, etc. encourages evasion. As per the revised fare structure, in some cases where people used to pay Rs.3 (upto 4 km) have now to pay Rs.10. This will encourage immoral value of dishonesty as people will buy ticket of Rs.5 and travel beyond 3-4 km. since increase in such cases is steep. It has been amply demonstrated in the matter of income tax that lower rates result in more collection and higher compliance rate. So the revised fares should have been like this: Rs.4 upto 4 km., Rs.7 upto 8 km., Rs.10 upto 12 km. and Rs.15 beyond 12 km. This will also provide some relief to people who are finding it difficult to meet both ends due to abnormal increase in grains, pulses, vegetables, etc. So, Delhi Govt. should reconsider the matter immediately.

It points to a larger question !
The parole case of Manu Sharma points to a larger question i.e. Whether our entire bureaucratic system has lost all its spine? The parole file would have moved through the tables of several senior bureaucrats of Delhi and did not a single one of them had the guts to ask the requisite questions. If such senior officers cannot withstand political pressures then what message are they sending to their juniors? Or the might of our bureaucrats is limited to shouting and bullying their poor juniors and when it comes to standing up for issues they just give up for the lure of 'good postings'. Let anyone of them explain whether they have ever shown such generosity in granting paroles to common prisoners. Do the ordinary prisoners have no businesses to address? Have we stopped listening to our conscience in this country or is it completely dead? I shudder to think that if we have this situation where the senior most officers are succumbing to political pressures at this rate then all my hope in the system is lost.
