Has PM’s plea for change in “mind set” really worked?
Has Indian Prime Minister Dr. Man Mohan Singh’s plea for a change in mind set of bureaucracy & government servants worked? Answer to this question is simply “no” because contrary to Dr. Man Mohan Singh’s expectations the official machinery is yet to gear up.
It may be stated here that Prime Minister Dr. Manmohan Singh had made certain observations in this context on November 29, 2009. On that day Kamal Nath as Indian Minister for Commerce & Industry had presented his book “India’s Century : The Age of Entrepreneurship in the World’s biggest Democracy” to the Prime Minister. The only change is that Kamal Nath is now Indian Minister for Roads and Highways, while Dr. Man Mohan Singh is still the Indian Prime Minister. In his speech on November 29, 2007, Dr Man Mohan Singh had said " at the fag end of my life I feel that the best we can do is to help transform the mindset.  And this is where people like Kamal Nath, Sharad Pawar, Chidambaram, Montek have been great help to me.  Any nation will be proud of such dedicated public servants. So for me it is a great pleasure, a great honour to felicitate Kamal Nath for having produced a very readable and very instructive book."
Dr Man Mohan Singh had also said "I recall, once a friend of mine who was the director of Asia department of the International Monetary Fund, he went to Korea and in those days Korea was run by authoritarian system President Palk was the President.  They were discussing issue of devaluing of currency to get a standby.  And when he talked to the finance minister, the finance minister said that it was a very difficult question – you don’t expect me to give an answer right away.  To which my friend said how much time do you require Mr. Minister.  He said I require half an hour.  I have to book a call for President Palk.  Now consider this in our system time is not valued whether when dealing with government files, dealing with various applications for doing business, doing this thing that thing.  Our system does not value time and that is one weakness of the India system which worries me a great deal.  We have to work together to create therefore a new
 mindset.  "
Apart from this the Primer Minister had observed “there is an old English saying ‘those who can do, those who can’t teach’.  Kamal Nath has been an active participant in political processes. He has been a very successful businessman. Now this third role I did not imagine that he would perform and perform so admirably.  I congratulate him for the vision, for the dedication and commitment that he has shown to our country’s future.  He has been enormous support to me as Sharad Pawar has been. They are the modern faces of our government and I feel very proud of both of them.  "

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?

I do tend to agree with what has been said about bureaucracy in India. But remember the days today are not the same as were when Lal Bahadhur Shastry being Minister would hire a taxi to travel from Delhi Railway Station to Akashvani Bhavan office on Parliament Street and show his Identity Card to enter the main gate.

Those who have travelled to the countries like Indonesia, Timor leste, Compodia who are ranked better in terms of efficiency of the Bureaucrats know that there is an element of truth in this whisper. Despite 62 years after independence and having an educated/enlightened bureaucracy, the feudal value system is still prevalent among the majority of decision makers (read IAS officers). These feudal values come in the way of a rational policy making process which keeps the national interest in view. The entrenched caste system, highly regional and fragmented thinking and total lack of accountability of the those at various rungs of the governance system account for the results of the survey under reference.

There is no limit to red tapism it almost takes one full year to review any policy from one ministry to another . Look at the Railways. They operate without full GM in almost half the zones ?

Thank god the debate on change in the babus´ retirement age is over. Everyone knows that it was a non-issue as such a proposal was never on the horizon. Dr. Mehrotra invented the issue to please some of his friends - thousand watt bulbs about to fuse in a few months time.

Please tell what do you expect from a person who is very old and capable. Only quite recently he has been given the post of PSO, dont you think the same benefit will be available to you or if ur a UDC, you will get higher posts. So, why cribbing.

Raju’s comments are not good
The comments of Raju under heading PSOs: Great: are very bad in taste. It seems that Raju is jealous of getting overdue promotion by Secretarial officers. The work of any officer can be be done by UDC or even LDC given a chance then why PSOs. What other officers in the Secretariat do?. All officers get work done from junior officers. What is wrong if PSO will get the work done from junior staff. I would like to know what special job Raju himself performing which can not be performed by others. Given a chance a person who is educated can do any work. Given a chance these PSOs can easily perform the duties of a Director. That is why the 6CPC has correctly recommended for the merger of CSS and CSSS. Raju is sad because he may not have reached to the level of Director but the CSSS has no role in depriving him his promotion. Why is he unhappy if CSSS officers have got a few posts of Director level. What type of mentality Raju have ? He is unhappy because others are happy, otherwise there is no reason for him to be unhappy. Regarding coming at 9 and leaving at 5.30 I would say that many CSSS officers stay for long hours in the office but there are very few officers from other service except IAS who stay late in office for work. Raju should work hard for his own promotion and my best wishes for him. I would be happy when he gets his promotion to the level of PSO.

PSO Cadre
The comments offered by Raju for PSO rank are really very nice and interesting. Those who were appointed to take dictation and type out the letters in the pre-computer era, are now reduced to listen to incoming calls and make calls, including their own in the name of the senior officers. They get all the benefits, get staff to work under them, get promotion, seniority etc. Why not completely abolish this cadre in the computer era when everyone is using computers for official or personal work. Any officer can receive his own calls or we can outsource this job to some call centre. That would be having a huge saving.

DTC fare hike and price rise
To some extent the hike is reasonable. But the hike which the government has recommended does not hold any logic because it is in the interest of commission mongers.. But we should first blame ourselves for having voted this government for the third time. This government has money for hosting Common Wealth Games but cannot bear the expenses of DTC services. Instead indirectly the fare has been hiked to the advantage of private operators who are mostly politicians and VIPs. We the public will be crying like only and the politicians will be giving some or other justification for this because they will know the brunt only if they pay from their pockets.

"DTC fare hike is a big burden on the Aam Admi. This is not in the interest of the either the DTC or the general public. It has made the life of the Aam Admi miserable. Aam admi is forced to think about the alternative ways. Public in general now tries to avoid boarding DTC buses. Moreover, there is also no justification for hiking the fare of blue buses because no owner the blue bus was even in loss. This is the belief of the general public that most of the blue buses are owned by the political leaders. Keeping this thing in mind the fare of blue buses have also been increased. It would be better and appropriate if fare would have been kept as Rs. 5/- for 5 kms, Rs.10/- for ten kms and Rs.15/- for more than 15 kms. It is an appeal to the Delhi Govt/DTC to revise the fare structure as suggested above which will be beneficial to all and will be a big relief for Aam admi.
