Baligar issue holds BSY govt to ransom
The crisis faced by B.S. Yeddyurappa-led government in Karnataka that seems to have settled down, at least temporarily, with the ouster of the Principal Secretary to the Chief Minister V.P. Baligar and Rural Development Minister Shobha Karandlaje has been brewing around for long while. Accused of being favourable to a few ministers and MLAs who are close to the CM, Baligar had earned the ire of many of the BJP MLAs who have now revolted against the CM. Known to be an efficient officer, Baligar’s ‘go by the rules’ nature is also said to have irked many of the dissident MLAs.
Whispersinthecorridors.com had during its recent visit to Bangalore reported the widespread discontentment among officers and ministers of Karnataka over the functioning of Baligar, a close confidant of Chief Minister Yeddyurappa and was instrumental in disposing all important files marked to the Chief Minister.
The Chief Minister BSY failed to respond to demands against Baligar that led to a situation that the senior IAS officer’s shunting Baligar issue had virtually held hostage the entire state government for close to three weeks. Such intense was the pressure against Baligar, that every fortnight there was rumours about his imminent transfer from the Chief Minister’s secretariat. Though he managed to cling on and got away till he stepped on the toes of Reddy’s (Karunakar and Janardhan) commonly know and as Bellary brothers. The mining barons had the last laugh seeking Baligar’s ouster.

SCI observes vigilance awareness week
The Shipping Corporation of India Ltd.,(SCI) Mumbai of which Chairman and Managing Director (CMD) is S.Hajra had organized the vigilance awareness week 2009 (VAW 2009) from November 3 to 7 November 2009. SCI's regional offices had obseved the VAW 2009. Inaugurating the week at Mumbai, CMD of the Corporation S. Hajara had administered the vigilance pledge in English, Hindi and Marathi languages to all employees. The Chief Vigilance Officer (CVO) of SCI M.B. Sagar read out the messages from the dignitaries. After the pledge, the CMD released the 2nd issue of the vigilance division’s newsletter “SCI VOYAGER”. Various competitions like essay writing, speech, slogan, cartoon / poster competitions were conducted by the SCI's vigilance division in order to create the awareness about vigilance in the minds of the employees. A valedictory function of VAW 2009 was held on November 6, 2009 wherein all the winners of the various competitions were awarded
with cash prizes. For the first time, SCI's CVO M.B.Sagar introduced two new prizes.They were: rolling trophy to the Division / Department with maximum participation and maximum no. of prize winners and this trophy was won by the Finance & Accounts Division of SCI. Other prize was best vigilance officer of the year award. This award was won by Sunil Kumar Maddila, AM, Vigilance.

Bhilai Steel Plant joins hands with POSDATA, Korea
With the signing of contract with M/s Posdata, Korea on November 10,2009; Bhilai Steel Plant, the first PSU Integrated Steel Plant to have successfully implemented Enterprise Resources Planning (ERP) – SAP, has now taken up the implementation of MES, an Industrial IT tool for improvisation in production scheduling and optimization of manufacturing operations. The flagship unit of navratna PSU and steel major SAIL being headed by S.K.Roongta, thus joins the elite club of integrated steel majors such as POSCO-Korea, ISPAT who have already deployed MES to achieve ‘manufacturing excellence to enhance customer delight.’ The contract for Implementation of Manufacturing Execution System – (MES) between BSP, SAIL and M/s Posdata, Korea was signed in Bhilai on November 10, 2009 in the presence of R. Ramaraju, Managing Director, BSP-SAIL. The contract was signed by S.C. Anand, G.M (Projects) on behalf of BSP-SAIL and Dong Kil Youm Senior Vice-President on behalf of M/s Posdata. Present were Tanmay Roy, GM (C& IT) and Mrs. Ranjana Muley DGM I/c MES from BSP and Sung Hyun Baek Project Manger and Tae Heoun Kim Sales Manager from M/s Posdata.

Fact is Khoda himself could not have taken the Nation for such a ride!!! 
Those involved are trying that no further digging is done!!!!
Especially a prominent Delhi Congressman and his son!! 
Khoda has the money and he will try to use it to get off the hook!!!
Rooked the Nation and now Justice he's going to try to rook!! 
Khoda has already played the political vendetta card like Netas do!!!!
The same slogan has been used by  Maya , Laloo, Mulayam, Amrinder, Badals too!!! 
All of them classify the cases as vendetta of the political type!!!!
They say the accusations are just hype!!!!! 
After being arrested Khoda will be out on bail in a month or two!!!!!
And then fight the cases in Courts which could take a decade or two and do what all Netas do!!!! 
Try to become politically relevant so that he could wiggle out!!!!!
Use his political relevance to get things sorted out!!! 
And I still cannot fathom how such  ahuge amount was deposited in the Bank in cash!
How many suitcases, the logistics, the counting this huge cash ka cache!!   
And how come IT was not alerted about this huge deposit???
Seems on the mandatory information to IT someone in the Bank chose to sit!!  
Madam Shiela Dixit really should be called Madam Fix it!!!
Despite Cops saying no to Manu’s parole request parole was fixed by Shiela Dixit!! 
She has the gratitude of Manu’s Dad!!!!
After all this is the least she could do for the ‘poor lad’!! 
And of course Shiela did not take any money for fixing Manu’s parole!!!
Though she’s been refusing paroles to majority as per a Tihar inmates poll!!!! 
Imagine inmates have been refused parole ‘when their presence was irreplaceable’!!!!
And as a ‘humane gesture’ the parole grant was placeable!!! 
Imagine this dolt’s parole was extended because of business needs!!!
Reason….. because more than a thousand mouths he feeds!! 
Murli Manohar Joshi is indeed the wrong choice as he’s old and a proven flop!!!
BJP reduced height he’ll further chop!! 
BJP does not need another windbag!!!!
Without a doubt he’ll make BJP further sag!! 
BJP needs a Leader with vision and charisma and who is young!!!!
But there’s no such leader in BJP, RSS or the Sangh!! 
So the best of the worst would be Jaitley or Sushma Swaraj!!
But this would make 95% of  BJP very naaraaj!! 
Or they can work on a Vajpayee clone and he’ll be ready in thirty years!!!!
And after he takes over BJP could dream of changing gears!! 
Till then BJP should try that rather than reverse in neutral gear it stays!!
And simply count the days!!!

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?

This so called survey on corruption by so called experts........who are they and how are they entitled to sit in judgement? Usually such surveys are specious , motivated and paid for by foreign powers or multi national companies to promote their business interests. They rarely do surveys of corruption in the west. And why not? Look at the scandal still rocking the British parliament, the MPs false bills scam running into billions of pounds. Why is there no survey to denounce the English? Or is it that people with white skins cannot eat black money?

Undoubtedly Indian bureaucracy is the most corrupt in the whole of Asia, as your survey report shows. I serve in EPFO (a statutory body under the Ministry of Labour). It is probably the most corrupt statutory body under the Central Govt. EPFO launched an ambitious computerisation project called "reinvent EPF India" which was sabotaged by the senior officers of EPFO, as a result of which it flopped and had to be abandoned in 2008.

Those who have travelled to the countries like Indonesia, Timor leste, Compodia who are ranked better in terms of efficiency of the Bureaucrats know that there is an element of truth in this whisper. Despite 62 years after independence and having an educated/enlightened bureaucracy, the feudal value system is still prevalent among the majority of decision makers (read IAS officers). These feudal values come in the way of a rational policy making processs which keeps the national interest in view. The entrenched caste system, highly regional and fragmented thinking and total lack of accountability of the those at various rungs of the governance system account for the results of teh survey under reference.

Fire incidents are not uncommon but…

Fire incidents are not uncommon in oil depots but are always put out with in seconds by trained hands. Officers and staff of IOC are all trained fire fighters. How then did they allow 11 tanks to go on fire all together. If not sabotage, it is due to lack of training or the lethargy set in or failure of equipments due to bad maintenance. Many top brass come and inspect the depot frequently. How did they fail to observe any drawback? IOC should not be allowed to get away with an internal enquiry. Responsibility should be fixed not only on depot staff alone but on the top brass.

MOF should look to itself

MOF talks of austerity ,but would not look at is own backyard. Thanks to Member P at CBDT , officers who have won their cases against transfer in appellate fora like CAT, are grounded as OSD , given no work but full pay. So you have 7 OSD Commissioners at Delhi itself. Cutting your nose to spite your face, what else? If MOF is not concerned about substantial wastage of government resources through its irrational policy, should not it be a matter for CVC to consider, being a patent vigilance case- substantial wastage of resources, that is ?

Customers using this new facility are requested to use the procedures outlined below when accessing their accounts.

After months of careful research, MALE &FEMALE Procedures have been developed. Please follow the appropriate steps for your gender.'

MALE PROCEDURE:
1. Drive up to the cash machine.
2. Put down your car window.
3. Insert card into machine and enter PIN.
4. Enter amount of cash required and withdraw.
5. Retrieve card, cash and receipt.
6. Put window up.
7. Drive off.


FEMALE PROCEDURE:
 

1. Drive up to cash machine.
2. Reverse and back up the required amount to align car window with the machine.
3. Set parking brake, put the window down.
4. Find handbag, remove all contents on to passenger seat to locate card.
5. Tell person on cell phone you will call them back and hang up..
6. Attempt to insert card into machine...
7. Open car door to allow easier access to machine due to its excessive distance from the car.
8. Insert card.
9. Re-insert card the right way.
10. Dig through handbag to find diary with your PIN written on the inside back page.
11. Enter PIN.
12. Press cancel and re-enter correct PIN.
13. Enter amount of cash required.
14. Check makeup in rear view mirror.
15. Retrieve cash and receipt..
16. Empty handbag again to locate wallet and place cash inside.
17. Write debit amount in check register and place receipt in back of checkbook.
18. Re-check makeup.
19. Drive forward 2 feet.
20. Reverse back to cash machine.
21. Retrieve card.
22. Re-empty hand bag, locate card holder, and place card into the slot provided!
23. Give dirty look to irate male driver waiting behind you.
24. Restart stalled engine and pull off.
25.. Redial person on cell phone..
26. Drive for 2 to 3 miles.
27. Release Parking Brake.

What is really funny is that most of this part is the truth!
 A lady sent it to me. She was laughing, too.
