NBCC celebrates its 50 yrs of fulfilling national commitment
NBCC, a schedule 'A' Central Public Sector Company under the Ministry of Urban Development, celebrated its entry into the Golden Jubilee Year, on November 15, 2009. SAIL, NMDC join hands for joint venture
Steel Authority of India Limited (SAIL), India’s largest manufacturer
of steel, and National Mineral Development Corporation (NMDC), the
country’s single-largest iron ore producer, on November 16, 2009
signed a memorandum of understanding to jointly develop the limestone
mine at Arki in Solan district of Himachal Pradesh. The MoU for the
50:50 joint venture was signed in the presence of Indian Minister for
Steel Virbhadra Singh Indian Minister of State for Steel A. Sai
Prathap Steel Secretary Atul Chaturvedi, SAIL Chairman S.K. Roongta
and NMDC Chairman-cum-Managing Director Rana Som. The MoU was signed
in Delhi.Development of the Arki limestone mine will be another
significant step in SAIL’s long-term security of vital raw materials.
On its part, NMDC will gain an assured buyer for its product. The JV
will also enhance the opportunity to catalyse growth of local industry
and peripheral development.

Significance of the Departmental Circulars
Regarding O.M. No.10/2/2006-IR dated 12-06-2008 issued by DoPT which
prescribes how a CPIO should deal with applications requesting for
information not held by him, a full bench of the Commission ruled that
once an order is made by it about the meaning of any Section or
Sections of the Act, it is this order that holds regardless of any
circulars from any Ministry. The bench further ruled that it is not
the Commission’s responsibility to take cognizance of any
interpretative circular issued by any Ministry regarding specific
provisions of the RTI Act.

Comments
A CPIO is bound to take a decision in good faith in respect of RTI
applications received by him and not rely blindly on any departmental
instruction. It must be kept in mind that a CPIO is personally
responsible for any denial of information and a departmental
instruction cannot be taken as a plea for non-imposition of penalty.
The readers may recall the decision of the CIC regarding clarification
on ‘File Notings’on the DoPT site reported earlier where a Show cause
notice was issued for imposing penalty.

It has ranked first in Finance Asia 100 listing for 2009 with highest aggregate net profit of US$ 13,764 million over the three year period 2006-2008. It ranks the top 100 firms in Asia on the basis of three years aggregate profit. The top positions in the list are dominated by Chinese companies. Chairman of this big company is R S Sharma.
NBCC observes Vigilance Awareness Week
Graced by the presence of Pratyush Sinha Central Vigilance Commissioner (CVC) at the inauguration at Corporate Office, NBCC observed vigilance awareness week from November 3 to 7, 2009 in its offices located all over the country. In the Corporate Office, Arup Roy Choudhury Chairman cum Managing (CMD) administered the vigilance pledge of integrity and transparency in activities, to all the officers and staff members of the Corporation. Pratyush Sinha, speaking on the occasion, emphasised upon preventive vigilance by way of following prescribed manuals and CVC guidelines. He also released a Souvenir brought out by the vigilance division that contained useful articles and messages. The 5-day event also included release of vigilance posters brought out by the division and also making of vigilance related presentations by NBCC officers.

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?

Those who have travelled to the countries like Indonesia, Timor leste, Compodia who are ranked better in terms of efficiency of the Bureaucrats know that there is an element of truth in this whisper. Despite 62 years after independence and having an educated/enlightened bureaucracy, the feudal value system is still prevalent among the majority of decision makers (read IAS officers). These feudal values come in the way of a rational policy making process which keeps the national interest in view. The entrenched caste system, highly regional and fragmented thinking and total lack of accountability of the those at various rungs of the governance system account for the results of the survey under reference.

The findings of the survey are not a surprise at all. In India, Political system is still open for changes as politicians have to face common people. But look at the aristocratic system introduced by Britishers...nothing can change their pace. They will continue to amass money, plunder and ruin the country unabated. Their performance will continue to be awfully dismal, accountability zero and responsibility negligible. Burden on exchequer is huge but slavery of political system has increased. At least no changes can be expected from any government to overhaul this rot...which is stinking the country from north to south and east to west

The current bureaucracy is nothing more than Indian Appeasement Service as quoted by Arun Shourie some years ago. In my view only the status quo keeps changing with perception remaining the same. Indian bureaucracy fits well into the boots of an economist as quoted in the joke: An economist returns to visit his old school. He's interested in the current exam questions and asks his old professor to show some. To his surprise they are exactly the same ones to which he had answered 10 years ago! When he asks about this the professor answers: "the questions are always the same - only the answers change!"

Petroleum Minister should immediately resign!

The Petroleum Minister should take moral responsibility for the huge monetary loss that the country has suffered in the Jaipur inferno and resign immediately. Who was really responsible for the fire ,when just a few months ago it was certified by the relevant authorities that everything was in order? It is worth considering, if the petroleum importers lobby was responsible for sabotage or not?? After all ,now the shortfall will have to be met through urgent imports. Huge amounts of money , in billions of crores have to be made by the import lobby. They are a vested interest. Commissions have to be paid to Ministers.....who like Delhi police constables have financial problems which they overcome through their collection of Haftas. Or did Pakistan’s ISI carry out a really slick operation? Matters should be investigated with due earnestness by RAW and IB.

In CSSS only Grade III and Grade II Stenos do job

In the CSSS only the Grade III and the Grade II Stenos do the real job. Once they become PS their job is only to keep appointments, attending calls. The real labour is done by the junior staff of CSSS. This is because the officers are given staff in excess of their entitlement. When a Joint Secretary is entitled to a PS only, he is provided with 2 additional hands to assist in stenography work
and one LDC level official to keep movement of files. The additional
hands are provided at the cost some other entitled officer who is
forced to manage his work without a steno. The system is bad - will
not/never change.

Restore Faith of Common Man

The recent newspaper report of senior police officers including the District SP partying away at offshore casinos makes one feel sad in heart. The brazen act of these officers entrusted with responsibility of law enforcement instills a fear in the mind of a common man. It is clear that these officers have no respect for law or any Morality in public life. A common man feels scared of approaching the police station when in need. We further hang our heads in shame when the top officers of Goa Police defend the organisation of semi-nude dances on the occasion of inauguration of a police station in Anjuna, North Goa. What is more surprising is that these officers consider themselves above all law and morality and act with impunity. The least Goa Police can do is to hand out exemplary punishments to these SP level officers so that it restores the faith of a common man. So much for the lofty words of our Home Minister about making police more accountable. Is Chidambram listening???

BKSINHA IAS is an upright officer.That is the reason an assistant registrar under him was caught with only nine crores assets in her house on 12/11/2009. That is the reason CIC has indicted her for suppressing information . This can be verified from CIC website. Please publish after verifying so that his uprightness is known to all. This is what uprightness in Bihar means ?

Very correct findings. These "black firangis" treat ordinary citizens as dogs & political masters as kings. In this country why no efforts are made for ensuring "Administrative Reforms"? Sooner we do that better it will be for all of us.

Truth laid bare

The TOI carries a headline story captioned " High Courts packed with favourites: CJI".
The truth has been laid bare. It is not "merit" but "pick & choose". I am not talking about the judiciary, but civil services. Officers are only "eligible" for only "consideration' and not for appointment. Such wisdom has donned on all civil servants , not excluding IAS & etc. services in the past several decades, when the administrative law was defined to be like that in cases contested before the government & the courts. Such fine interpretations(?) have not only demoralised the dutiful and devoted but started a system of patronage that results in the Koda-esque cases(the Jharkhand Mines Secretary was reported in the media to have stated that Koda pressurised him to grant mining licences). Services have been devalued to such an extent that senior empanelments don't take place on an annual basis as laid down in the rules,seniors are routinely superseded, operators are having a field day and WIC has become the only popular fora to ventilate the frustration of dwindling administrative culture.
In the USA, there is a practice of Spoils and another of lobbying--all open & legitimate. In India these are unlawful, but in practice. Now that we have heard the highest , visitors to WIC may take note of the prevailing system in the country and adapt/opt out, as may appeal to one's conscience!

A good start indeed

It is heartening to know that few of UP cadre IAS officers and also one from Tamil Nadu have taken initiative by publishing their assets information through web www.declareyourassets.blogspot.com. While justified hype has been made by the media about misdemeanor of judges, not much attention has been given to the black sheep among bureaucrats, the so called steel frame of the administration. Government should bring in a law making it mandatory to central services officers especially those in IAS,IPS and Indian Forest Service publish their assets every three years through this web. Similiarly, state governments should also make it mandatory for state officers.
