You are doing a wonderful job. It seems no one is bothered about the security of the country. Every one is busy in minting money. Corruption is rampant. Rajeev Gandhi openly declared that only 15 paisa reaches to the benficiary. Now it seems it is only 5 paisa.
On one hand China is preparing to invade and giving threats and on the other hand no body is bothered to get the Army prepared and arm them with suitable arms and ammunitions.
Band Muthi Lakh Ki ,Khul Gayi To Khakh Ki. This is a very old saying and common sense. Only in todays newspapers, details of preparedness of army are given in great detail. Survey was conducted by army, then how details were leaked out? One of our army chief also openly declared that our army is no match against Chinees army. It seems there is no secrecy. Every body is free to say any thing to the media? Do they want the Chinese to come and sit in Lalqila ?
Our army should be properly armed with latest gadgetry and should be prepared to take on Chinese and Pak army.
Only one spokesman should be made responsible to speak with press and media. The press and media should resist from printing any matter related with national security.

Grain saved is a grain earned: B B Pattanaik
The warehouse of the nation, the Central Warehousing Corporation (CWC), is playing a crucial role towards food security in the country by storing food grains and essential commodities. The corporation operates 495 warehouses across India with a total storage capacity of 102.68 lakh MTs and an average utilization of 82 per cent. Under the dynamic & energetic leadership of B B Pattanaik, Managing Director, the CWC has registered an all time high turnover of Rs. 849.25 crore during the year 2008-09, weathering the economic slowdown and the slump in industrial production. A buoyant Pattanaik, talking to <whispersinthecorridors.com> said innovation and diversification would be the key mantra for the success of the CWC in future.
Replying to a question Pattanaik said that the CWC is paying attention to agricultural warehousing under which 1.50 million tonnes of storage capacity for Food Corporation of India (FCI) will be created at 10 locations across the country during the year 2009-2010.The FCI will give guarantee to use them for next four years,he said. Apart from this 5000 progressive farmers will be imparted training for scientific storage of foodgrains who in turn will train other farmers in India, B.B.Pattanaik added. "After all a grain saved is a grain earned," remarked CWC's MD.

Here are the excerpts of the talk:

Q: What is the scale of your operations?
A: The CWC is operating 75 Custom Bonded Warehouses with a capacity of 5.11 lakh MTs, 4 Air Cargo Complexes, 36 Container Freight Stations/Inland Clearance Depots (11.36 Lakh MTs) and 3 Temperature Controlled Warehouses (2266 MT) providing services to the export/import trade. Through its 36 Container Freight Stations/Inland Clearance Depots, the Corporation has handled over one million TEUs of both exportable/imported containers during 2008-09 thereby facilitating the import/export trade in the country.

Q.What are you doing for farmers community?

Q: What is the fate of CWC’s JV for multi commodity exchange?
A: CWC formed its first joint venture in the shape of the first de-mutualised electronic multi commodity exchange in the country – National Multi Commodity Exchange of India Ltd. (NMCE) with its base at Ahmedabad. The success of this in fact paved way for other two exchanges to follow.
Q: Has CWC’s initiative towards Pest Control Services received good response?
A: Well, CWC operates Pest Control Services (PCS) as a separate profit centre, under which pest control services are provided at the doorstep of the customers - be it farmers, traders, exporters, importers, shipping agents - to control the damage caused by insects, rodents and termites. PCS also undertakes pest control operations in railway wagons/coaches; aircrafts; office/residential complexes; bulk vessels carrying fumigable commodities; cargo containers and Hotels etc. PCS has been a very successful venture for us.
Q: Could you elaborate on the future plans of the CWC?
A: Under it’s expansion and diversification drive, the CWC is planning to enter into the Business of providing consultancy in Warehousing & Logistics Field, besides Auto Logistics by forming Joint Venture/Subsidiary Company, for which the detailed Project/ Proposal has been submitted to the Govt. The clearance for the project is awaited. The corporation has also undertaken several diverse projects keeping into mind its expertise and future needs. Some of them include are as follows- The CWC upbeat over the success of its management warehouse at Philippines started on July 1. 2007, is planning to open another warehouse abroad. The corporation CWC is also planning to participate in the National Horticulture Mission Scheme for development of Cold Chain Infrastructure & Terminal Markets. We are also intending to venture in procurement of Foodgrains on behalf of various State Government Agencies under the Minimum Support Price Scheme of the Govt. of India.
The CWC has proposed to form a New Company for Warehousing Finance Business, which is pending with the Govt. for grant of necessary Permission.
Q: Is the Central Railside Warehouse Company Ltd. receiving good response?
A: CWC in tie up with Indian Railway had started a new concept of Railside Warehousing Complex (RWCs). Railways sanctioned 22 locations in different Zones of Indian Railway for setting up of RWCs. First pilot project was started at Whitefield, Bangalore in February, 2002. This project turned into a grand success story for Indian Railway and CWC. A separate subsidiary company in the name of “Central Railside Warehouse Company Ltd.” was formed for giving special focus to this business. CRWC Ltd as it is known has started its business operations on July 24, 2007..

Joint organization to combat naxalites

Recommendations of 6th CPC on encashment of leave for Central Government employees
The encashment of leave in respect of central Government employees will be considered both for earned leave and half pay leave subject to overall limit of 300 days and in respect of encashment of half pay leave, no reduction shall be made on account of pension and pension equivalent of other retirement benefits. IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?

Yes definitely. Whatever reputation we have in outside world is mainly because of our doctors, I.T. professionals and academicians whereas our bureaucrats are known for their inefficiency and corruption.

It's very much true and yet again the Indian bureaucracy needed the required whip to get the much sought after efficiency and a pacified attitude towards the Indian Diaspora. Largely the underlying corruption and apathy towards social well being general is because of sadist approach of Indian bureaucrats. The system needs an overhauling at the ground level to seed out the corruption and bring an accountability. It seems we are still living under British reins - only the color and faces of rulers have changed. I hope the political class is giving an ear to this.

There is no surprise. There has not been fundamental changes since British left India. The purpose of governance has changed but the core of administration is unchanged. We have not been able to allow development of think tank and to promote governance strictly on merit. Once you join a government service you are seldom challenged and system take care of you despite one's inaction.

Why this double standard of CVC ?
CVC recently was celebrating Vigilance Awareness week. They through an advertisement invited complaints about corruption through general public. I don't know, why this double standard of CVC. I had written to PIO-NTPC to provide me information under the RTI Act-2005 about the car, telephone facilities and staff provide for the benefit of the officials/ministers of the Ministry of Power. The PIO and appellate authority took the same stand that the information is personal in nature and hence cannot be given. I appealed to the CIC, who passed an order that NTPC should provide me the relevant within 15 days as public money was involved. I received details of the information which showed how cars, mobile phone facilities, stationery items (including a Sony stero system for JS-Thermal)and staff was provided to the Ministers/Officials of the Ministry of Power with bill running into lakhs of rupees. These facilities were provided over and above facilities which the Ministry provides and was not based on any rules, guidelines & regulations. I forwarded the information to the CVC. The latter after long of bickering & delay that they have called for a report from the CVO-Ministry of Power and CVO-NTPC sent me reply that they have closed the case. I was taken aback to see that CVC had closed the case on the pretext that the facilities was extended to serve the interest of NTPC in the Ministry of Power. The Ministries/Departments of the Government of India exist to take care of both the interest of both the public and private sector. It is total contradiction to say on one hand 'for public sector it meant serving the interest of the company' and on the other hand 'for private sector to serve the interest of the latter would amount to violation of conduct rules'. I have also called for the copy of the note sheet of CVC's file in which the case was considered. I am aghast to note that there no self-contained/analytical note was recorded by CVC in their file. At least the log book entries of the vehicles and telephone numbers to which the calls were made on the mobile phone facilities which were provided by the NTPC. Like whether the vehicles were used for taking the wife to the market/kitty party & children to school/colleges on regular basis and that whether the telephones calls on the mobiles were made to their children pursuing studies in foreign land, relatives etc. CVC is being run by Government bureaucrats. Perhaps it is attempt to protect their fraternity. We are talking about 'Whistle Blowers Act' in which CVC is being nominated as 'competent authority'. Is it justifiable?. This is question which needs to examined by Government before promulgating the 'Whistle blowers Act'. I am honest tax pay of the country, I have full right to question how my hard earned money is being spent by the State (NTPC is government body and hence a state).

Whither transparency in ACC ?
Sudhakar Rao, former Chief Secretary, Karnataka initially rewarded with Membership of CAT, Bangluru, like a majority of officers of his clan, is a quiet manipulator! so it seems ! He is now appointed as Member PESB (Whispers dt 15-11-09). I had requested the GOI, through this website, to put details of all 50 or so applicants in the public domain, along with their biodata for benchmarking in the interesting of transparency and fair play. Was any action taken on this suggestion? Far from it. A panel of two Secretaries was constituted for scrutiny of applications. All this, however, turned out to be a farce. The inside story makes an interesting reading! No, puzzling! No, disgusting! Manipulations galore! My source in AT division of DOP&T, on condition of anonymity, revealed to me that all this tamasha was enacted for public consumption. Directions were received from the eyes and ears of the PM well in advance (Read as the Congress high Command) and these were translated into actions by his Left and Right hands (Pr Secy and Cab Secy) without delay. Let it be known that Sudhakar Rao got the offer of appointment as Member CAT quite some time back. His request for two months extension for joining CAT was granted by DOP&T .But, this was only a ruse to cover up the clandestine operation. The extension was mis-used by Rao for getting into the PESB as a Member. Thanks to the pliable Cab Secy who can go to any extreme to please the eyes and ears of the “Yes Madam“ Prime Minister. Right person for the wrong job! For the Indian bureaucracy afflicted with short-term memory loss, may it be known that Sudhakar Rao (IAS) is the spouse of Ms Nirupama Rao India’s Foreign Secretary (IFS). Who says IAS and the IFS are at logger-heads? Let us not interfere in their internal affairs.But, then what is the use of making noises in the face of this back-seat driving by Sonia and Rahul Gandgi &Co?
May I request Dr Suresh Mehrotra, Editor-in-Chief, to create a small cell in his office for closely monitoring the suggestions made in this website on different aspects of ‘Good Governance’ to ensure that the suggestions receive due attention in the PMO? I am referring to the tool of impact assessment!

Ms Jayanti Prasad is really a right choice for the post of PD (Hqtrs), O/o the CAG. I am sure she will deliver best of her career on this prestigious posting and will bring the Organisation at more strengthened stage from the present. She is quite capable officer who I know while I was in that office for a short stint.
