BHEL to enter in manufacture of Nuclear Power equipments

BEML Pays Dividend to Government
BEML Limited, a premier public sector company under the Ministry of Defence and engaged in the manufacture and supply of defence products, heavy equipments for the mining and construction sector and Rail and Metro coaches to the Indian Railway, has declared dividend of 120 percent for the FY 2008-09.
The company’s Chairman and Managing Director, VRS Natarajan presented the dividend cheque for Rs.27,00,00,000/- (Rupees twenty seven crores only) to Union Minister of Defence, AK Antony on 17th November 2009 at New Delhi as dividend for 54.03 percent of company’s shares held by the Government of India. During last year also BEML paid 120 percent dividend amounting to Rs.27 crores for 54.03 percent of company’s shares held by Government of India.
On this occasion, Ajoy Acharya, Additional Secretary (Defence Production) and M Pitchiah, Director - Finance, BEML Ltd. were also present. BEML is set to reach sales target of Rs.3500 crores for the FY 2009-10 and the pending order book position is expected to cross Rs.6000 crores by the end of current financial year for execution during 2010-11 and beyond.
BEML led consortium participated in the pre-qualification tender for Chennai Metro among seven parties for supply of 164 rolling stock / standard gauge metro cars.

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
Many years ago when I was going to IIM Ahmedabad along with a Senior IPS Officer and his son, who was joining IIM, I casually asked the IPS officer's son " Why you did not compete for the Civil Services" The son's reply was " I have seen the fate of my father". The IPS officer was senior Officer and hence must be drawing good salary in those days but in the eyes of his son the Civil services were not meant for the bright and skilled youngsters. Much water has flown down the Sabarmati since then, but the image of the Civil Services has not changed. Rather the image has suffered more. The problems afflicting the Services are: age, attitude, morale and political interference. The average age of the senior bureaucrats in India is about 50 years whereas in other countries the average age is not more than 40 years. After a certain age, a bureaucrat becomes a pen pusher and this is one of main affliction of our bureaucracy. There are no lateral thinkers among the Indian mandarins and if they are, they are pushed out. Our bureaucracy is Vertical and our talent has to wait for seniority to go up the ladder. The attitude of the Civil servants is another important and glaring drawback. They do not like to discuss, do not like to be challenged and do not want to share. They consider themselves as demi-gods and here comes an ill which is allied to this attitude, i.e. corruption which is rampant at senior levels of administration. The young civil servants are clean ambitious and want to do something for the people and the society but over the years most of them join the bandwagon making the honest civil servants a rare breed. Political lobbism is now an important function of our bureaucrats and where this comes, reason and fair administration goes for a six.

The Government of India has raised the salaries of its " most obedient servants" but it is doubtful whether this can curb corruption. Singapore is one country in Asia which keeps high salaries for its civil servants just to see that they do not become corrupt. Can it happen in India. The image of the Civil Services has to improve, as it is in France where a civil service is revered, so that the sons/daughters of the bureaucrats keep the traditions alive. Change of image brings a change in morale. Well right now no Civil servant will agree with these suggestions from lesser mortals who do not have the three letters suffixing their names.

That the Indian Bureaucracy is the worst in the continent is a surprising conclusion. Are we worse than Pakistan, China, Myanmar, Afghanistan etc? How can we be? Who has carried out this study? What are their credentials? This country has been held together by the IAS. The IAS is the top service in the world. Why we have not developed is attributable to our colonial past, our huge population, coalition governments and lack of will power in the political executive.

Finance ministry has given rise to disparity
In order to remove the disparity between the central secretariat and non-secretariat services,  the sixth pay commission has merged the pay scales of 5000-8000, 5500-9000 and 6500-10500 w.e.f. 1.1.2006 and granted common Grade Pay of Rs. 4200 to the Assistants/PA of all services though the actual gainer of the same are the employees working in central secretariat employees i.e. Assistants and PAs. 
Now the Ministry of Finance, vide their OM No. 1/1/2008-IC dated 16.1.2009 has again given rise to the disparity by violating the basic principle.  As per the said OM,  Grade Pay of Rs. 4600/- has been granted to the Assistants and Personal Assistant of Central Secretariat Services, Armed Force Headquarters Service, Indian Foreign Service “B” and Railway Board Secretariat Services and their counterpart Stenographer Services.  The main ground for granting the said GP is taken in this OM that under the above services there is an element of direct recruitment to the post and that too, through an All-India Competitive Examination.  If this is the ground then why the said benefit has not been granted to the Assistants and PA who had also faced the said competitive examinations of respective departments to get the job.    The above act of Ministry of Finance will definitely give proliferation of litigation on the issue as the same is differentiating the services though the nature of works are the same.

I agree with the views of A K Saxena about the scams being created by the ACC. The Cabinet Secretary as Secretary to the ACC believes in compliance of orders of the power that be, rather than advising the ACC independently.

Most of the Public servants are having the typical mindset of non transparency and are not willing to share information.The 1st Appellate mechanism is not working at all.The CPIOs most of the time are successful in finding out some strict literary meanings and interpretations for not providing correct informatios.The Penalty provision are required to be more stingent and more often to be levied on tne erring and reluctant CPIOs.
