In the corridors of power, it is hotly being debated that as to whether
ANP Sinha, Secretary Panchyati Raj (IAS: 1974 batch), will be shifted
or not? As the grapevine has it, Indian Minister for Rural development
(RD) Dr. CP Joshi is annoyed with ANP Sinha Secretary RD.
PM returns 1977 batch IPS file
Prime Minister Manmohan Singh is believed to have returned the empanelment
file of 1977 batch IPS officers to the rank of ADG in the Government
of India. Now the total number of empanelled officers has risen to 38.

As the grapevine has it, the fate of empanelled IAS officers of

& an eminent scientist Dr. Anil Kakodkar is not keen on an extension.

Highlighting points of talk by Aruna Sharma
The dynamics of change in the 'tribal' societies is infact transition
from pre-capitalist to capitalist society across the world. The penetration
of trade, education, exposures to the rest of the world had and continue
to have impact in the change in the tribal society which to a great
extent was insulated to the developments of science, modernity and capitalist
approach to livelihood. The society that lived on forest produce and
also minimum agriculture productivity for their food requirement is
to battle the onslaught of opening of forests and geographical tribal
areas.
Thus, the dichotomy has arisen due to several reasons that include the
conflict between the life style requirements and dependence of forest
produce to the regulatory mechanisms of forest preservation under various
acts of law of the land, improved communication and exposure, exposure
with opening of ashram schools, specific reservation in government jobs,
concession and subsidy in bank loans that have given them opportunity
to attempt different trade and explore opportunities and commercial
exploitation of present shift of agrarian practice from subsistence
to some extent sustainable productivity, the impact of opening up on
tribal art creating its own niche market among handicrafts and textiles
and the organic dyes getting a premium value, but issue is to what extent
is benefit percolating. Besides, ethno-medicine is another area that
needs exploration.
Forest and tribal co-existed since time immemorial. Forests were considered
as public property a gift of nature. The subsistence life-style never
upset the balance against forest upkeep. The continuity of this arrangement
was challenged with population pressure and exploitation of forest areas
in terms of timber, mines, fauna for commercial purpose.
At initial stage it was traders who exploited as they realized the commercial
value of the forest produce while a tribal took the existence of forest
produce as granted.
To preserve the special traditions the 73rd amendment of the constitution
did protect the community arrangements of self governance in tribal
areas. Besides, special sub-plans were made to have targeted investments
on education, health and infrastructure.
The change is visible in agriculture, craft marketing, culture demonstration
and awareness. Much of it is due to penetration of rest of society in
tribal areas as foresters or traders.
The change is mandatory as some of the tribes suffer from sickle cell
disease. It gets aggravated due to intera-marriage in the community.
The tribe fear becoming extinct. Thus, definitely there is no argument
for continuity and that need to change by constant awareness building
exercise by use of media.
Tribal have unique skills to contribute to rest of society in terms
of community living, deft skills, knowledge of flora and fauna and living
in harmony with nature. That needs to continue and definitely the other
society has to change and not tribal society on this accord. Thus, the
continuity and change is to balance by enabling to retain what is to
be retained and what needs to change. The decision is of tribal themselves
but media to make them aware of the alternatives in right perspective
for them to have a choice.

BEML Pays Dividend to Government
BEML Limited, a premier public sector company under the Ministry of
Defence and engaged in the manufacture and supply of defence products,
heavy equipments for the mining and construction sector and Rail and
Metro coaches to the Indian Railway, has declared dividend of 120 percent
for the FY 2008-09.
The companys Chairman and Managing Director, VRS Natarajan presented
the dividend cheque for Rs.27,00,00,000/- (Rupees twenty seven crores
only) to Union Minister of Defence, AK Antony on 17th November 2009
at New Delhi as dividend for 54.03 percent of companys shares
held by the Government of India. During last year also BEML paid 120
percent dividend amounting to Rs.27 crores for 54.03 percent of companys
shares held by Government of India.
On this occasion, Ajoy Acharya, Additional Secretary (Defence Production)
and M Pitchiah, Director - Finance, BEML Ltd. were also present. BEML
is set to reach sales target of Rs.3500 crores for the FY 2009-10 and
the pending order book position is expected to cross Rs.6000 crores
by the end of current financial year for execution during 2010-11 and
beyond.
BEML led consortium participated in the pre-qualification tender for
Chennai Metro among seven parties for supply of 164 rolling stock /
standard gauge metro cars.

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
Bala ====the Civil services officers are not inheretly adventurous
and risk taking. Further please study epigenetics and environment.The
civil service environment is stultifying and is not innovative; politicians
add their"---" to it to further move it into a stress ful
and compressed unrecognised much hated situation.

Yes, Indian bureaucracy is the worst. The reasons are simple (1)
They are hand in glove with the politicians. (2) This still works on
the British Raj principles (3) Ill treatment to staff and all other
services (4) Separate rather rules for IAS (5) If you are caught and
are at JS and above level, a separate permission is required. There
is no end to prove this that they are the worst in the world and not
even in the continent. Regards.

One of the problem with the Indian bureaucracy is that it is more
concerned with systems and processes rather than end results. That is
why despite having a ministry of education, etc we still have so many
illiterates. I am not advocating that we do away with government and
these systems/processes.
Instead, all appointments to the Cabinet which are essentially political
appointments should done as Minister without portfolio. All portfolios
will then be entrusted to the PM, who can handle it through his office.
All ministers instead of being allotted portfolios or departments should
be allotted targets (say .... 25% increase in literacy in 3 years, or
say 50% increase in employment to the lowest section identified as so
and so community ... or say construction of 15000 kms of road, rail,
lines ...etc etc).
These ministers can be equipped with a proper secretariat (headed by
senior, experienced and capable IAS officers) and all necessary resources.
A limit to the total cost of each ministers staff and resource allotment
can be mandated by Parliament.
Since all regular government portfolios are under PM, inter departmental
coordination can also be done through PM. After all, all ministers will
have to report to the PM regularly.
So instead of having a Minister of Steel, let him be designated
as Minister for Target 1, Minister for Target 2, Minister for Target
3, ..... etc. Of course, designations can be worded better for better
effect and prestige.
This will enable the winning party to fulfill its manifesto and promises
to the people in a demonstrable and accountable manner.
Of course, all targets should be specific and goal oriented not some
wishy-washy like "development of national sporting temper".
Instead in such a case the target should be "Win a minimum of 10
medals at the Olympics among the disciplines of athletics, swimming,
boxing and field sports".

From Loktantra to Rajtantra
India long ceased to be a loktantra or democracy and has become
Rajtantra. Whosoever has the might to dictate terms, does that without
any fear of law or decency and without being questioned by those whose
primary duty it is to save the life & property of the citizen threatened
by Rajtantra. But they keep silent fearing for their kursi or seat of
power. So when an Indian national speaks out a few words as a nationalist,
the Rajatantra hits at him hard and cowards, with slavish propensities,
take cover behind him by issuing politically correct and well weighed
meek statements. Blaming Indian bureaucracy in such political culture
is faulty and unacademic. How does anybody blame the bureaucracy when
each single decision is taken by the politician, be it granting a mining
lease in Jharkhand or a petty contract for re-doing a toilet in office
in Delhi or buying arms or developing software for converting officials'
intellectual property into real money? Slowly the hidden unwritten and
unlawful methods of Rajtantra are surfacing and getting legitimised
formally--Punjab has already reorganised the police stations to place
them under the charge of the politician. What would the poor DG/IG/DIG/SP/DySP/District
Magistrate do in heinous crimes like murder, rape, dacoity etc. if orders
don't come from above? He/she can only get punishment from the court
for non compliance, since the executive is never penalised by the courts.
Even the CIC can fine the officer for not disclosing information under
the RTI, which has to be deducted from the salary of the officer. All
of us know how orders are taken, conveyed orally by the "eyes &
ears" of the executive and how slavishly the bureacracy implements
them. Gone are the days when bureaucrats had the moral courage to give
their honest views to the executive and the Executive that appreciated
such free & frank advice. After black Emergency, committed bureaucracy
was the only choice. So now it is common practice to draw panels for
senior appointments, return them and ask for fresh panels and the exercise
goes on till it meets the requirements of the Rajtantra! For this Annual
Administrative Growth, we can not blame the bureaucracy for being "inefficient".
It is as efficient or inefficient as the Executive wants it.

It is true
It is true that very often the Central Ministry babus use PSUs like
their private fiefdoms. The condition of Registered Societies which
are supposed to be autonomous bodies under the Ministries is no better.
Much depends on the conduct and character and integrity of the individual
Minister or Secretary concerned. We cannot paint all black with the
same brush. However since Ministers at the Centre ,with exceptions ,are
like Delhi police constables in financial difficulties, the name of
the game is grab as much as you can as long as you can. No effort is
ever made to punish such misdemeanor, instead the officer who is trying
to clean the Augean stables is punished with vigilance inquiries and
other forms of character assassination and harassment like a transfer
in mid tenure to Arunachal Pradesh or Manipur.
