Punkaj  Kumar Bajaj takes over as Managing Director, SAIL, Durgapur Steel Plant
Punkaj Kumar Bajaj, has taken over as the new Managing Director of SAIL, Durgapur Steel Plant with effect from November 1, 2009. He took over charge from the outgoing Managing Director, Mr. V. Shyamsundar, in a ceremony held at Ispat Bhawan, Durgapur Steel Plant on October 31, 2009, evening. Before taking over as MD, SAIL, DSP, Mr. Bajaj was Executive Director, Operations and In-charge, Special Steels at SAIL Corporate Office.
 A first class Metallurgical Engineer from the University of Rajasthan, Bajaj has had an illustrious career in SAIL. Starting with SAIL, Rourkela Steel Plant in the year 1974, he worked in several departments like Production Planning and Control, Projects & Modernisation, etc. before moving over to Chairman’s Secretariat in the year 1992. After a stint in Corporate Office, Bajaj, moved to Bhilai Steel Plant as AGM, In-charge, PPC. He was promoted as General Manager in the year 2001 and worked as  Head of Marketing and Strategic Planning. He later took over as General Manager In-charge, Services and subsequently took over as Executive Director, Project Implementation, BSP, in the year 2005.  In 2007, Bajaj, again moved to Corporate Office of SAIL and worked in Chairman’s Secretariat and later as Executive Director, Operations and In-charge Special Steels.
Bajaj, is well known for his astute planning and co-ordination skills. His focus on operational efficiency and value added special steels have played an important role in the recast of the SAIL’s product basket in favour of special steels having higher net sales realization as well as providing a competitive advantage in a recessionary steel market. Bajaj is a firm believer in team work and lays emphasis on proactive working. He is an ardent believer in pursuit of excellence with firm emphasis on sustainability and social accountability.

Delegation of powers
The appellant requested for the letter of the Min. of Defence under
which certain powers were delegated to DDGME. mentioning that the copy of the letter supplied to him was issued by DDGMF himself and, therefore, it cannot be said that he has been conferred the authority by the Min. of Defence. The Commission observed that Military Firms establishment has been in existence since 1889 and the system cannot run without the delegation of powers by the Min. of Defence. The Commission directed the CPIO to make efforts to trace out circulars/letters, if any, vide which the Ministry of Defence delegated powers on DDGMF and, if traced out, copies thereof be provided to the appellant. If no such circulars/letters are traced out, the appellant may be advised accordingly in 08 weeks time.

Be ready to face the consequences
The menace of people of PSUs, Banks, Attached/Subordinate offices working in Ministries/Departments to do the work of lackadaisical/shirker type of workers in the Ministries/Departments is deadly menace and full stop should be put on it. As these practices are not backed by any rules, instructions and guidelines, it is illegal also. Some of these workers of PSUs, Banks etc. are also performing the domestic chores of Ministers and Senior Bureaucrats. In any case, as an RTI activist I have collected a lot of information under RTI Act about the menace and soon propose to file a PIL in the Court for bringing an end to the malaise. All those who are involved are advised to be careful or otherwise be ready to face the consequences.

No one is taking care of CSCS cadre
In whisper everybody talks about the elite group of the Central Government.  No body is taking care of CSCS cadre (for the employees working as Peon, Daftery, LDC and UDC etc. Pay Commission/Government made a greater injustice while deciding the grade pay of these group of employees. On thier promotion or MACP they will get just Rs. 100-400 benefit. No body calculate about the  benefit on promotion (which is negligible) or on MACP for these employees. These employees were not much educated and they have to depend on other class for suggestion or for understanding rules.

Controversy over Commonwealth Games
The controversy over the tardy progress of the Commonwealth Games Organising Committee, headed by Suresh Kalmadi, in organising the 2010 Delhi Games has prompted the Central government to take matters into its hands and appoint three IAS officers to take charge in key areas and to assist a newly-appointed "CEO". Prime Minister Manmohan Singh, during his interaction with the media in Thailand, had promised a "spectacular show".
However, following Kalmadi’s reported inability to put preparations on track, a concerned Centre decided to intervene. The Comptroller and Auditor General of India has also begun conducting concurrent audits of all financial transactions on a regular basis. Facing flak from virtually all corners, a red-faced organising committee had recently appointed a CEO for the Games, Jarnail Singh. This was done following pressure from the Central government. Singh has been entrusted with looking after the administration of the Games, which includes all the crucial 34 operational areas. He will be also be coordinating with the Centre. The Centre has also appointed three IAS officers to assist him. These IAS officers will take charge of key administration areas by November 4.
The Commonwealth Games Federation has already warned the OC to focus on the issues highlighted after a full review meeting. It has rejected the latter’s demand for the removal of its leading official in New Delhi. Sources in the OC said, "The government does not want any further embarrassment, neither on the functional area front nor on the administrative front. This is why the government is gradually taking matters into its hands."
Talking exclusively to this newspaper, newly-appointed CEO Jarnail Singh said, "Several firms have been engaged to ensure the timely completion of projects pertaining to crucial operational areas. Those who don’t perform will have to go home. The changes will be evident after some time. I am confident that we will get satisfactory results by the end of November."
Singh has directed the project management units, which are monitoring work completion, to submit monthly progress reports. In October there were eight operational areas in which progress was not up to expectation, he said, adding he hoped for better results in November.
Asked about the Centre acquiring increasing control, Singh refused to comment, saying he was "nobody to react to this". However, he conceded that the CAG has begun regular audits of the OC’s financial transactions. "These audits are good as discrepancies can be immediately rectified," he said.
It has been reliably learnt that the Centre was not happy with Kalmadi’s public tirade against CGF CEO Mike Hooper and asked him to tone down his stand. Union sports minister M.S. Gill intervened only after the Kalmadi-Hooper episode, said a source. A large section of top Congress leaders had also expressed concern, the sources disclosed.
