IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
I would like to add to the knowledge of the visitors that not only corruption but also discrimination has become a part of the Govt. I am unable to understand how such high bureaucratic channels approve such discriminations. Example I  have seen in Department of Telecom.9 years have passed still the Deptt is harbouring that absorption of ITS Group A is not finalised .Can anybody tell me when an officer has accepted his promotion against a vacant post in BSNL(Corporation) how can he claim to be a Govt. civil servant he is deemed to have accepted his absorption in Corporation otherwise he should be repatriated in his substantive post after reversion since the vacant posts are available in the corporation. I do not understand why high bureaucracy cannot take a decion for decades on such simple things.
When Govt officer of ITS Group A can be promoted on such posts why should not be a Group B officer promoted on similar posts? why is such discrimination. Whether DOPT is also a party to all such misdoings? Secretaty personnal DOPT may like to look into the discrimination adopted by DOT and order to bring parity in application of rules either by promoting Group B also or by  reverting the ITS who have been promoted against the posts of corporation if they do not get absorption in corporation. Is someone listening anywhere?

 Is Indian Bureaucracy Corrupt:
In this regard - all that one needs to do is, go through the Sixth Pay Commission document - to that section which grants extra Financial benefits to the officers who have "outstanding" rated ACRs - which they call as "Performance linked" incentive - or some such fancy name. This is applicable to the actual cutting edge of the bureaucracy i.e. the executive staff - NOT the senior bureaucracy. If an officer is to get Extra Financial benefit - by just being in the good books and being the Yes man to his boss and earn "Outstanding" ACRs - then which officer (even those who are dead honest) would not make efforts to EARN those OUTSTANDING ACRs. But the most appalling fact is that - this clause has been cleared by the PM himself for inclusion in the 6th Pay Commission report. What other ingredient do you need for the bureaucrats to be Yes-Men of their seniors - if not an EXTRA Financial Incentive Over Their Peers - their own batch-mates.

I don’t think Indian Bureaucracy can be generally labeled as inefficient. Look at the Manu Sharma parole case didn't the same bureaucracy moved extremely efficiently to sanction the parole. Mr. Home Secretary of Delhi was more than efficient in handling the file and all 'frivolous' objections by Delhi Police were overruled. The file moved efficiently from Home Dept to CM office to LG office. Can Manu Sharma and his kins say that our bureaucracy is inefficient? No it is the ordinary person the Aam Admi the Mango Man who raises this entire bogey of inefficiency of our bureaucracy. But than who is bothered. Bureaucracy cares a damn about this opinion of mango man. It only needs patting and patronage of its political masters. As long as they are happy who is bothered about rest and also about what you are going to write in your columns. Long Live Bureaucracy! Long Live India

would tend to agree with the survey that Indian bureaucracy is least effective, despite all the high moral groundings and the constitutional freedoms it enjoys.  About corruption, all I can say that more than 60-70% of them are not corrupt but inefficient due to plethora of rules and regulations which does not allow them to work properly

Which batch officers of state civil service have got into IAS/IPS/IFS?

our website has always some news regarding scarcity of IAS/IPS/IFS officers at Central & State Level. It also gives information that following batch of the AIS is likely to get promotion in this month or this batch promotion is delayed by six months. Why dont you try to find out that which batch officers of state civil service have got into IAS/IPS/IFS? It is a fact that the governments both at the centre and at the states are not at all concerned about the state civil service officers. Atleast your website can do a noble service to find out which batch of Dy. collector has got into IAS in which year in which state or following persons were left out for getting into IAS because they crossed the age limit. You should also find out that why these  people could not get into IAS despite doing 25 years of service and with a meritorious & excellent track record. Why a person who is no doubt better at exams but has no experience in job made the Boss of a person who has 25 years of work experience, very good CR and is just one rank below him. Why the state governments recruit 45 Deputy Collectors in one year and has requirement of 3 IAS only. If there is less requirement of IAS then let us recruit less SDMs. Atleast this will provide better promotional avenues to Tehsildars and less frustration in SDMs who are forced to retire in the same rank in which they are recruited.

USA’s  double Cross  On South-Asia !!!
US President Barack Obama’s decision to assign bigger role to China for mediation between India and Pakistan is baffling. It has added to India’s discomfiture, particularly as China and India are themselves involved in disputes arising out of China’s unrealistic and obdurate territorial demands. The US’s recognition of China’s growing influence in south-Asia is considered contrary to normal diplomatic perception that the US would not accept China growing role in Asia. India’s concern about this sudden volte face in US’s stand, is justified particularly as it has all along been opposing third-party intervention in its dispute with Pakistan. One is unable to demystify the new found friendship between the US and the dragon. It is, however, certain that the US’s latest policy pronouncement raising China’s  status to new heights, is an open affront to India, the largest democracy,  which is now seeking an assurance from the US, the most influential democracy, in private, about  the latter’s intentions. No protests! But, only seeking clarifications against the background of  the so-called Indo-US nuclear deal and the artificial bon homie created by it. Let us not forget that India is not able to become a permanent member of the UN Security Council due to  double cross by the USA. Against this background, is the Prime Minister of India still justified in going to the USA on a State visit?

Selection method faulty
The problem with the civil service is the selection method. There should also be a psycho analysis of the candidates to weed out those with low moral sensitivity. Second point is our politician's attitude. They want corrupt officers to help them to loot. I know of a highly corrupt officer getting into IAS mainly due to his religion. Enquiries after enquiries are conducted against him, but nothing happened. He is a much sought after man. An IPS officer dubbed as most corrupt till recently and was under suspension is the IG of a critical area of the ruling front. Corrupt bureaucrats are easily maneuverable and that is why politicians like them. Honest officers will remain in the dog house. This is the example given to youngsters to follow. No wonder our bureaucracy is the most corrupt.
