IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
Even if the survey covering whole world countries be taken, India would definitely feature one amongst top in corruption and inefficiency, without a ray of hope unless until some revolution takes place. It has no place for sincere & honest while powerful & rich can get away with whatever they want.

The Failed Bureaucracy of India!!!
I endorse the views of M L Gupta in “Prajatantra to Rajtantra”(Whispers dt 19-11-09),. There has been a gradual decadence of Indian bureaucracy from the halcyon days of the ICS to the present era ever since their distant cousins, the IAS, took over the reins. There presently exists an unholy nexus between the unscrupulous politicians and the IAS-dominated pliable bureaucracy which takes pride in total surrender to the political executive .I have seen senior Secretaries to GOI discussing the proposals with their Ministers before recording their views . These ‘Yes Ministers’ Secretaries nurse a secret fear of being over-ruled on files by their ministers, as this affect their esteem in the eyes of subordinates. As a cascading effect, this syndrome has now infected officers at the lower echelons of IAS- dominated pot-pourrie of Indian bureaucracy consisting of several organized Services officers, who are considered mis-fits in their own cadres. The position was much better when officers of earlier vintage (of fifties and sixties), constituted the Civil Service. The present bureaucracy, on the contrary, believes in flaunting its political clout. This is the secret of their meteoric career progression! All senior level appointments in the GOI are presently ordered by the extra-Constitutional authority for immediate formalization by the de jure PM and the pliable Cabinet Secretary. This is the hard reality at the Centre. The position in the Indian States is far more alarming and disgusting. Rahul Gandhi’s suggestion to grant economic package amounting to over Rs seven crores, for development of Bundelkhand region was promptly approved by the Planning Commission and the Indian Cabinet and the credit was taken by the Gandhi scion stating that he does not like being called the ‘future PM’. Why should he? He is already acting as one and without an iota of accountability? I am for development of Bundelkhand region on merit. But, no right thinking person will support a political party gaining political mileage at the cost of public exchequer.

How beautiful is our Bharat that endowed with beautiful vast sea shore, ever shining Himalaya tall mountain with longest range, vast golden sandy desert and all four seasons rarely available elsewhere. .Only we need the people(policy formulators & implementators), with natural resource preservative mind set instead of mindset with self centeredness.

Kudos to Neil Kaye for the suggestion to project the ministries. In Malaysia this is what they have done. There is a Minister but No Ministry under him. There are only a string of Directors under the Minister who carry out specific projects within a specific time frame. It is both very efficient and result oriented. There is no interference from Ministers in the day to day running of the directorates. The project director is solely responsible for achieving targets or he is penalised and the Minister is responsible to Parliament for the promises made. Given the necessary political will, the same system can be introduced in India . Integrity and purity of motive is an essential pre condition. And that is missing in our political class. So in the end people get the government they DONT deserve! Look at how the Commonwealth Games are being handled. The games now being played are all about wealth for the Papeeta Aadmi and their corrupt IAS henchmen. Only the Outstandingly Corrupt among the IAS are selected for such posts ,never the honest ones.

It is not just discrimination
The Top authorities have no time to listen to the grievances of the lower cadres. The ITS Group “A” cadre officers seek parity with IAS officers (No doubt they deserve not an iota of parity with IAS), but discriminate the other cadre officers in their own organization and departmental promoted officers too suffer a lot. In my own case of promotion when the ITS cadre officers were hell bent on stalling my promotion one Secretary level officer from Railway service wrote on the file that ITS officers have service bias. Why doesn’t an IAS officer take action on such officers? An Officer at the top should exercise his powers to bring justice and not depend on the notes of these ITS officers who sit on vantage posts of staff and establishment functions. These officers become law unto themselves. If the Secretary Telecom is reading this, he should invite the promotee officers and redress their grievance. In the past IAS officers have done this and I have faith in that cadre. There is no meaning in blaming the IAS for deterioration in governance, each one of us have contributed for the downfall.
