AERA seeks candidates for Deputy Secretary & others
Airports Economic Regulatory Authority (AERA) of which maiden Chairman is Yashwant S. Bhave has sought applications from different candidates on deputation basis  who want to serve as Deputy Secretary, Senior Principal private secretary (PPPS), PPPS , private secretaries etc. Bhave is a retired officer of Indian Administrative Service (1972 Batch). Government had ,early this year, constituted the AERA for economic regulation of the airport infrastructure sector. In terms of the Airports Economic Regulatory Authority of India Act, 2008, the AERA has been assigned the functions of determining the tariffs for aeronautical services rendered at all major airports, including for air navigation services, the fixation of Development Fees and Passenger Service Fees.. AERA will also monitor the set performance standards relating to quality, continuity and reliability of services at these airports. AERA is expected play a crucial role in economic well being of the

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?

t is absolutely true that the Indian bureaucracy are the worst the reason being that there is no accountability and they get away with murder apart from that they are also corrupt and selfish. The few 5 percentage of officers who are honest and upright are not given the due importance and are looked down by the politicians.

1. I wonder if such a comparison is possible without having any real world experience of other bureaucracies in the neighbourhood.
2. Indians seem to specialize in running certain professions down and hyping others (star struck by Bollywood, for instance). Its time to take stock of our own strengths and weaknesses, be more balanced, take pride in one's work and country, and work towards making work and nation worthy of the pride.....

Our bureaucracy is worst in all respect and the comparative developmental studies of countries became independent with us or thereafter can substantiate this very fact. The miserable failure of IAS, IFS and IRS officers in policy planning and implementation  kept our country, which had a great potential to become world leader, in disarray. While the IPS lobby went on to let one after another problem crop up and  today we are at the threshold of disintegration. We need to understand the psyche of Britishers who had created the present Indian bureaucracy but till date which can not be made people friendly or people centric and remains answerable to political establishments.
It is high time that radical reforms are introduced to shake up the bureaucracy and make it responsible to the citizens and archaic British provisions and mindset is done away with. The  bureaucrats should be charged for human rights violation for keeping the poor deprived of the basic rights and development.

Myth and Reality by RK Agarwal.
The article is purely on divide and rule based policy. The author is himself lamenting that 96% of the CSSS employees are languishing for want of their first promotion, so why is he so desperate to bring out flaws with PPS or PSO. He himself said Peon, LDC and UDC, Assistants getting faster promotions than CSSS. The author seems to be from assistant side and spreading false campaign against PSO. The fact is, he and his other clan does not digest the fact that a person is raised from Stenographer cadre holds good position. What about LDCs or UDCs (some may be peon level promotees) going upto the level of DS and brandishing like trained IAS or IFS etc. It is high time that the moot issue is raised wherein timely promotion for all whether Steno C, D or PPS or Peon, LDC UDC or Assistant or SO, everybody should be given equal and fair respect and opportunity. Above all, we must learn to respect each other rather than pulling each other's leg like rats.

This is w.r.t. indepth study by RK Agrawal about CSSS. He is more worried about Gr.D and Gr.C and is trying to explain as if Sr.PPS and PSO have got promotions at the cost of Gr.D & C stagnation. The PSs who have scaled the promotional ladders are the examinees only, and not the slow walkers. So have patience and appreciate the efforts of seniors. all the best.

I would request RK Agarwal to go through the DoP&T website and you will be aghast to see the dead/retired person still in the Seniority List. You will see there is no revision of list as far as Steno 'D' Seniority is concerned for more than three years. By the way DoP&T is directly under PM.

RK Agarwal’s views on “Career Prospects of CSSS officers”

From RK Agarwal’s views, it appears he is not happy with the promotions of few officers from CSSS and hence is not in good taste. It would have been nice if he would also have suggested the solutions. The solution lies in the recommendation of the 6th PC which wanted the services of CSSS officials to be merged with the CSS services at lower level. I would instead like that services of officers of CSSS should be merged with that of CSS at all the level, i.e. merger of all PSs with SOs, PPSs with USs, Sr.PPSs with DSs and PSOs with Directors of CSS. This would create more chances for officers of CSS to get promotion. People like Agarwal would not have to waste time on research on timely (if it could be said timely), promotions of few officers of CSSS, had he instead sought report of Govt. on PC recommendation, as above.

You have written nothing but the truth which everyone seems to ignore. Also your article contains some other valuable information about which most of us were ignorant. But the point is things are written here only. Nothing seems to be going ahead for the underprivileged Stenos. Where is this going to end is a question which no one cares to answer. Things were not that bad. Many of my senior colleagues who joined as Gr. D Stenographers have become PSs much before their retirement and that too in the same Ministries. But later on everything seem to have come to a stand still. 27 years is a long time wait. Wake up DOPT.

Agarwal has dealt with the issues of stenographers holistically

By way of additional input, I would like to mention that earlier the highest post of stenographers was called Sr. PA(Rs. 650-1050) and his scale was short of the pay scale of the post of Section officer in the CSS(Rs. 650-1200). This was increased and made equal to that of a Section Officer (Rs. 650-1200) and was renamed as PS. Subsequently, another post higher than this was created equivalent to that of an Under Secretary in the CSS and was called as Principal Private Secretary. Then again another post equivalent to that of a Deputy Secretary was created for stenographer called as the Senior Principal Private Secretary[ sounds great]. Now we have the post of Principal Staff Officer in the grade equivalent to that of a Director. Anybody in the Government would know that the stenographers are heavily loaded at the level of Steno Gr. D and Gr.C and PS. The other posts are ornamental more so with the large scale computerisation in the Government. These posts have come to exist only due to the proximity of these stenographers to the senior officer and not for any other reason.

Absolutely correct

Their career disposition depends on how to say no to the proposal, lest it may be positive or negative. The whole concept of Indian administration in the hands of Indian bureaucrats, either IAS or any other services, depends on suspicion and "I am the great" feeling. They think that passing out of Mussouri, is something like climbing the Everest or sending a man manned Chandrayaan II to the Moon or Mars.

I refer to "the failed Indian bureaucracy"(dt 21-22 Nov,09) by A K Saxena. There is truth in what he says. As a 75 year old, retired IAS officer, the column articulates the views of a majority of long time retired civil servants belonging to all organised services including those of my own fraternity. The present day Indian bureaucracy has demonstrated growth only in their arrogance, sycophancy and lack of sense of service towards the poor. They have grown crorepatis, owning illegally acquired assets. I commend Saxena for exposing the down-right present day reality of Indian bureaucracy

Apropos Vijayakumar's letter "How many SCs/STs/OBCs/minorities/ women?".
Selection to Judiciary like bureaucracy should not be based on caste or religion but purely only on efficiency and merit. It is the down trodden who suffer when you select people based on SCs/STs/OBCs/ minorities/ women etc rather than meritocracy. It is surprising people comment like this even after 60 years of independence.
