Encashment of earned leave alongwith LTC

And 17 years and Rs. 8 crores this sordid joke did soak!!! 
Now they should appoint a Committee as to why it took so long!!!!
Such an extraordinary delay is indeed wrong!!
And then they should appoint a Committee on the leak!!!!
How is it that in such Reports the Media invariably gets a peek???
Speaking of the leak now some say BJP got a portion of the Report and leaked it!!!
BJP needed an issue as twiddling its thumbs an issueless BJP karr rahi thi sit!!
The leak was either from PC’s Office or at the source!!!!
In either place someone close to BJP ‘portion of the Report’ was able to source!!
‘The Source’ some say could have leaked part of the Report to ensure its tabled!!
He got wind that by Congress as ‘unsuitable’ the Report had been labeled!!!
Report was submitted in July but it was not tabled!!!!
As by Congress’s legal eagles as ‘unsuitable’ the report was labeled!!
And then if the Report had been tabled prior to Maharashtra election!!!!!
BJP and Sena would have made with its Hindu Vote bank connection!!!!
Maybe after Advani left HM the combination in HM’s safe was unchanged!!!
File was stagnating on getting combination changed!

IIS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
Bureaucracy in India can be judged as efficient or inefficient depending upon which side of the spectrum you are. If you are a rich, powerful and well connected individual then our bureaucracy would generally attend to you very efficiently as is epitomised by the 'Manu Sharma Parole Case'. On the other hand if you are a commoner or an individual without 'right connections' you are likely to encounter a largely inefficient and 'arrogant' bureaucracy with some honorable exceptions.
The Second issue is whether this system is going to improve any time soon? My answer would be plane no as the 'colonial power system' suits all the powerfull lobbies who can indulge in plan loot without any accountability. Who would is likely to kill a golden goose? Since the present system is largely opaque and non-accountable it serves every vested interest to sustain it and hence any large scale changes in it are hardly expected. Yes some cosmetic changes would be done here and there to let the steam pass as was allowed by Britsh under A O Hume formula.
Long live India & Long live its bureaucracy.

Corruption in this country should not only be limited to taking bribe and undue favours from the private sector. Corruption should also include misuse of officials office in the form of taking perks and other facilities over & above your entitlement and also from the public sector undertakings and subordinate/attached offices of the Government. There is need to set up watch dog sort of a regulatory body to curb misuse of office perks & facilities by the Ministers/Officials. Then only we will be able achieve our ultimate objective of having a clean environment.

Height of technocratic bureaucracy in NIC
India is also known for its technocratic bureaucracy which is worse than bureaucrats. NIC is a leading IT organisation where all sort of corrupt practices are in full swing such as manipulations of ACRs on mass scale, Transfers without transfer policy, making second division PG qualified persons as Scientist-F and Scientist-G etc. Despite all court orders, CIC rulings , no change is perceptible in NIC and scores of sincere officers are harassed and damaged in various ways. Is there someone in the government / media who will look into the complaints made against all such matters in NIC and redress them.

MEA ignores constitution
The Ministry of External Affairs ignores the constitution and has a systematized practice of non-observance of constitutional quotas for SC/ST/OBCs and bringing in a promotion policy (Menon Policy) to deny promotion of SC/ST/OBCs to level of Joint Secretary and above.
Under the new promotion policy, 10 years ACR would be considered for promotion to the level of Joint Secretary and above. Officers of SC/ST/OBCs can be easily denied promotion by giving them a grading of Very Good. Simple denial of outstanding would be sufficient ground to deny promotion to SC/ST/OBC and no questions would be asked. Prime Minister needs to change this promotion policy.

An appeal to Corporation Bank
I opened  an  a/c  in Corporation Bank which had ATM + cheque dropping facility at Kendriya Vihar. However,  for past few months  it has withdrawn cheque dropping  box  causing lot of  inconvenience to  old ladies  and pensioners like me . As Kendriya Vihar Society  has given  Corporation Bank place for ATM at cheapest rent, may I request Prez Vohraji  and other members to impress upon Corporation Bank to reinstall cheque dropping  box. In fact , Bank workers visit ATM regularly so if they collect cheques
also for banks, it's small thing  but  for  sick & oldies like me it's a  great help .

If today these posts have been created, certainly it is at the cost of Steno D/Steno C/PS – as these posts have been abolished as a match saving for the post of PPS/Sr.PPS/PSO. When it comes to work, these persons simply say that they are not supposed to take dictation but to attend to telephones and other normal works which an ordinary UDC can do. Dictation and other important works are be borne by a fresh Gr.D or PA. Then what is the use of big posts with bulky salary. It would be better in the interest of work and efficiency; DOPT create more vacancies in PA and PS so that number of PA and PS are there to do the actual work when posted with senior officers in place of these supervisors.

Agarwal should please go through the DoP&T website and he will be aghast to see the dead/retired person still in the Seniority List. There is no revision of list as far as Steno'D' Seniority is concerned for more than three years. By the way DoP&T is directly under PM.

Chidamabaram should take some hardcore and realistic decisions
Government has accorded approval for engagement of Ex Servicemen for 100 posts of Sub Inspectors and 2000 posts of Constables in CRPF on contractual basis for one year. That makes up about two battalions of military trained manpower which is but peanuts. CRPF is primarily an Internal Security Force and more than 200 such battalions have been raised in past few years. The gambit of CPOs as a Central Force is required to be seen in totality and in long time perspective. All CPOs need to be Para-militarised (meaning that their Constables and officer's training needs to be militarised to impart limited offensive capabilities to them). All CPOs need these capabilities so that the Country could meet the Chinese challenges within the Country as also on borders. That is the only way out. Measures such as the one adopted is a knee jerk reaction and adhocism not capable of producing desired results. The only way out is parallel induction of Short Service Officers and Army trained manpower into CPOs after they have put in five to seven years service in the Army. The entire Command structure of the Forces needs to be changed accordingly. The nation and its internal and external security can not be compromised to keep IPS lobby happy. It has already caused sufficient damage to the vital of the Security of the Country. It is expected that Chiddamabaram will take some hardcore and realistic decisions rather than wilt down to IPS pressures. I hope some sense prevails.
