Or he could play the underdog whose been kicked and try to make a crouching BJP walk tall!
First Liberhan delayed the Report and then the Report proved to be a ‘hang BJP’ effort!!
And that’s the reason why in this Report BJP is finding comfort!!!
BJP could enthuse its Hindu Vote Bank again!!!!
Via this Report its lost popularity BJP could to some extent gain!!!
But if BJP goes for an overkill and overact and over cry,
Then you can say in its own oil BJP will fry!!
Why should PC leak the Report or for that matter Congress which wanted to hide the Report?

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
Go through any report, World Governance Indices, Transparency international's Corruption Index, Competitiveness index, Bribe payers index, Ease of starting business etc one common string would that be of the failure of Indian bureaucracy on every single occasion. Petty officials and clerks are blamed for the laxities, leakages and lapses, but because of poor general awareness and sheer lack of courage of those who are discerning (because of lack of money, political will, judicial support, sponsored media and  immense societal disgust and nonchalance) to accost  the problem the middle and the top bureaucracy of all services including armed forces, and constitutional authorities/judiciary, have now been reduced to pure opportunism and self seeking. Moral and professional corruption have just not been dealt with in most of the reports mentioned above. Otherwise, the results would have traumatized the common man beyond redemption. Tenure, posting, place of posting, nepotism, jobs beyond retirement, foreign trips, holidays, cushy placement of kids and relatives, fancy properties are one of the many non indicated and not quantified measures of corruption which 99.99 percent of the top bureaucracy is deeply entrenched in. Name any one and you can have his dossier of moral and professional bankruptcy.
What fails in the process is the NATION and ofcourse, as usual, welfare of common man was never the criteria of self appraisal of the civil servants.
Just to quote

   Meet challenges calmly;
   Hide your capacity;
   Bide your time;
   Remain free of display of ambition;
   Never claim leadership.”
What he did not mention and took for granted was that corruption of all kinds receive natural justice faster.
We need some kind of disciplining of our public representatives, politicians, public relation officers, police, investigative agencies, NGOs, Human rights activists and the highly motivated and sponsored Press. That is, if we would like to see what we are made to believe that our Nation can achieve or else 26/11, Mao's, LeT, Kashmir, Punjab, Tamil Nadu, Assam, Nagaland, Manipur, Kalahandi, Bhilwara-NAREGA ..............................in some form or other is always going to be a reality check for us.

There is no doubt about it. The indian bureaucracy is worst and most corrupt. They are responsible for making politicians corrupt. You just have to see the quality of civil works and roads. Once in a while there are raids by income tax dept on bureaucrats and mostly that too is hushed up. In MP recently there was income tax raid by income tax department on one I.A.S. officer and evidence of properties worth crores of rupees were found but till now no report has been either called by the government oro submitted by the I.T Dept.
I am sure if I.T. department or E.O.W. raids premises of politicians and bureaucrats, properties worth billions and billions of rupees will be unearthed. But the question is that who will bell the cat?

Anyone aware about the movement of DOP&T in respect of the 2nd Administrative Reforms Commission's recommendation in its 10th report for the recruitment on the post of Assistant in Central Secretariat at the ratio of 40:40:20. if anyone have knowledge about this please placed on this site. It is discussed in the secretariat that PM has directed for DOP&T to amend recruitment and promotion rule of UDC & steno 'd' and grant (having graduate qualification) them grade pay of '4200' on completion of their 4 years service, on the line of CBDT/CBEC/PAO etc where this provision is exists. is it true? if it granted it is a big solace for UDCs/Steno 'D' in central secretariat.

Liberhan Commission’s report lacks credibility !!!
The Liberhan Commission's report was finally laid on the tables of the Parliament . Nothing unusual .Its content was known to general public. What is surprising is that Justice Liberhen took 17 long years to submit his report after enjoying all governmental hospitality, all these years under successive Governments at the Centre !More surprisingly, the late P V Narasimha Rao ,the then PM was let off. The script was tilted so much in favour of the Congress party as though it had scripted it. The poison-laced references to the BJP reinforces this suspicion .Mind you, I am neither pro-BJP nor pro-Congress! The Commission's report reads more like the thesis of a Professor of modern history with a biased mind-set. PVNR has been let off! Why? Was he not a mute spectator to this high drama in 1992?Why did he not invoke Art 56 of the Constitution and imposed President Rule in UP and the army to teach a lesson to the karsevaks? Was there not some kind of implicit understanding between PVNR and the BJP's top brass? There cannot be any failure on the part of Intelligence agencies of the country. The PM was getting intelligence reports along with the visuals minute-by-minute. This was confided to me by a senior intelligence officer of IB .How could A B Vajpayee be indicted without his deposition before the Commission? One doubts the credentials of Justice Liberhen. Why did he give his opinions? He was supposed to submit his findings. Perhaps, the Congress's decision to constitute a single member Commission was per se wrong. Had this been a three member Commission, the report would have been balanced and credible. What more could be expected of a retired High court judge who enjoyed government hospitality worth crores of rupees for 17 long years as against the stipulated period of three months in the MHA’ notification. The selective leakage and timing of release of report by GOI, was a blatant attempt at diverting public attention from the current scams involving Quattrochi, Koda, exponential rise in inflation, the unruly behaviour of the Congress's Frankenstein Raj Thakeray and, last but not the least, the cynic Bal Thakeray' attack on the Media. The long time of 17 years taken by Justice Liberhen after enjoying sarkari hospitality, including controversial conveyance bills, costing crores of rupees, is a serious enough matter that calls for auditing by the C&AG. These views are expressed without malice towards any individual and political parties. I have merely exercised my Fundamental Right to Freedom of Speech, under the Constitution of India.
