Aaj Ki Aawaz

The bottom line is have we learnt lessons after 26/11 and the answer is only a wee bit?
Yes post 26/11 money’s been spent , tears shed and candles been lit!!!!
Corruption that aided the 26/11 attacks rages unabated!!
As one of the main ‘shortcomings in our armour’ this has been rated!!!
Security is compromised because of ghoos khori!!!!
In our defence wall via ghoos our enemies are able to make morri pe morri (hole)!!!
Our enemies still take us to be a ‘soft on terror’ State!!!
Though PC’s been making some ‘we’ll respond’ statements of late!!!
In India the terror lot are able to pass of as locals but in the US it’s not the same!!
And in India and across the border there is many a shared surname!!
And  US does not share borders with the terror lot!!!!
Whereas a neighbour which is the epicentre of terror India’s got!!
So India needs to be more vigilant and prepared than USA but sadly it’s not the case!!!!
And that is why repeated attacks we face!!!
And with every attack the terror lot have upped the strike level and become bolder!!!!
The attacks are more daring and take bigger tolls as terror here gets older!!!
If we have to fight terror we have to become like Israelis as they fight terror tooth and nail!
They fight back and just don’t wail!!!
They are vigilant and when it comes to security no one is spared!!!
And that is why despite being surrounded by enemies so well they have fared!!
Here our VIPs take it as a personal slight if they are checked!!
Like henpecked they take it to be a slight if one is ‘security pecked’!!
And then those in power hog up the security available!!!!
And then like a status symbol apne aap ko Z plus proudly themselves they label!!!
I’m also perplexed at the Media which has made 26/11 as the worst thing to take place!
My friends worst atrocities people ne kee hai face!!!
You have Media shedding tears for one Moshe crying!!!!!
However the Media sheds no tears on hundreds of Moshes screaming as in oil they were frying!
During the 1984 genocide kids were literally fried!!!!
And this was done in front of their Ma and Pa who wailed and cried!!!
But the Media decides which Chapter in History is more cruel or inhumane!!!
Wish in their 'rating' they were 'humane'!!
One Channel demands that 26/11 we should not forgive or forget!!!
This very Channel sermonized on 1984 riots that those affected should stop to fume and fret!
The man who pinned down Kasab what has his family actually got….. a pittance of what they deserve!
The Nation this man did really serve!!!
Confucius says……A Nation that forgets it’s brave or does not honour them!!!
Automatically bravery within the Nation it does stem!!!
Adds...... And when those accused of heinous crimes walk free!!!
It is akin to attacking the roots of the biggest tree (Nation)!!!

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT ?
Yes, the Indian Bureaucracy is least efficient in the whole continents. Who will responsible for it? No doubt, it is politicians. All parties in rule and off rule need only partialised and corrupted bureacracy. It help the rulers to loot more more the public money. But there ia a few dared and patriotic bureaucratic person among this class. For example in Kerala one Dinesh Arora, IAS, who has been recommended to post the District collector to Kannur District by ECI of India during the byelection. But his posting is objected by the ruling parties and opposition. Also think the fate of Suresh Kumar IAS. Both the ruling and opposition parties are united to spoiled his administrative effciency. The people should be more vigilant and react in accordance with the law of this Great Nation
Gorbi

There was a posting in the forum on 18th November 2009 about "Double standards of CVC". What do people have to say about this in the context of the debate on "Whether the Indian bureaucracy is the most corrupt?".
Whether any more proof is required? May be some bureaucrats would like to make study trips all over the world to make a "comparison" with bureaucracies in other countries!!
The situation prevailing in the Power ministry vis-a-vis is perhaps the norm and not an exception in the central and state governments. What about the arrangements made for the VIPs who visit various parts of the country in the guise of "study groups", parliamentary committees etc? Are we all not living in a fool's world?
Damini

The answer to the above question is a big Yes. The entire bureaucratic setup is inefficient, corrupt and arrogant. It can be very well seen from the plight of the common man and the country that inspite of 62 years of independence, we still have largest population below poverty line, our infrastructure system very crude, lack of proper basic facilities like healthcare, education, water, etc.
The administrative setup along with political apathy is to be blamed for this plight. More so, the privileged class of IAS,IPS which have become nothing but White Elephant in the system are equally responsible for this plight. Rather, an these officers seems to be a burden on the society as well as state exchequer, who are bothered only about their privileges and perks rather than contributing to the development of society..  Occupying top posts and making rules and service conditions favourable to themselves, they have held the system to ransom. Nepotism, favoritism, is rampant, which many a times gets precedence over merit leading to inefficient and unprofessional system.
This rot needs to be removed and a professional administrative setup on lines of countries like Singapore needs to be created which is people centric, sensitive, .responsive and forward looking.

To be honest I find your debate on the issue 'whether Indian bureaucracy is worst in South Asia' quite unfair and insensitive. I am no supporter of our existing bureaucratic system but to condemn a system that has served the nation, with all its ills, for past sixty years by using sweeping generalities is not fair either. Bureaucrats cannot be dis-associated from the wide spectrum of the society they represent. Where else in the world people take so much pride in violating rules, jumping red lights on the road, honking incessantly, spitting and peeing wherever they feel like, defacing national monuments. By putting the blame of all the ills chosen by a larger segment of the populace on their own volition, on a minuscule institution is not a debate. It would only demoralize a still very large junk in various civil services who are performing their duties with due diligence and in right earnest. Why not also ask the questions like:
Whether we have the best political system in the world? Do our legislators truly reperesnt the interests of the general masses?
Have we go the most efficient and effective Judicial system in the world?
Have we got the most honest and diligent private sector in the world?
Again it would be wrong to reach to generic conclusions on any of these institutions as with all their ills each one of these have quite a number of notable exceptions who have helped these institutions to maintain a reasonable level of credibility. In my opinion the relevant debate should be on the deficiencies of our existing systems and the possible solutions to address the same. use of sweeping generalities is not going to take us anywhere and it serves no one good excepting probably allowing some to steam out a bit.

Stenographers of Central Secretariat exploited
Time and again the Grade ‘D’ Stenographers of Central Secretariat are being exploited by not extending proper attention to their grievances as done in the case of PA/PS/Asstss. etc. They are being treated step-motherly.

Diplomatic mistake
26/11-one year gone. Had Prime Minister Manmohan Singh paid homage to security personnel in Mumbai on this very day. It would have had more significance then his attending US ceremonies. Firstly, it would have pressurised Pakistan and entire world would have been forced again to isolate Pakistan. Manmohan Singh let this go is a big diplomatic mistake.

Why miss the wood for the trees???
V C Mehrotra's reaction (Monitor thyself, whispers dt 26-11-09) in response to my suggestion to the Editor-in-chief, for creating an in-house "monitoring cell", will be a monumental step in building pressure on the GOI to bring about transparency in Governance. It will give instant results as compared to plethora of several other watch-dog agencies which are bogged down by dilatory procedures. Mehrotra ji's (I hope, he is no kin of Editor-in-chief) fetish for capturing 'spelling mistakes' on this website compels me to mournfully howl: "Why the hell are people so picky about spelling mistakes. These will keep haunting the English writings". But, why miss the wood for the trees?

ONLY IAS/IPS/IFS ARE AIS
No doubt only three AIS are there presently though there was thinking of creating other such as for engineers, doctors, lawyers etc.
The real issue is about calling the IAS/IPS/IFS as AIS when they are actually posted in states and work as state bureaucracy for major part of service. Its a perfect case of wrong nomenclature. On the other hand the so called central services are actually get posted at All India Level do not carry the high voltage tag of AIS. This is one of the many dichotomy the country's bureaucratic set up. God save AIS

Escape The G-force, Home Minister
How the Home Minister, Chidambaram, manages to escape the G-force (the gossip force), will be the most appropriate evidence of the statesman in him. There are bagfuls of gossips called the Reports in the Home Ministry, that have not been opened and when any one of them has been opened by an ambitious politician devoid of any statesmanlike qualities, it wrought untold miseries on the nation. Our fundamental mistake lies in our presumption that the judges understand every subject more than specialists, be it The Madras Race Course case or the communal fabric of secular India. This is fallacious. This is atrocious. Without going into the various aspects of the Liberhan Report, I would only like the HM to be extremely cautious on the subject, for the rogue elements in Indian politics have thrived long on communal divide in the country. The HM , more than any other colleague of his, is personally responsible for the outcome of such G-force. History will judge him, not the PM or the UPA nor the Congress party. See the conditions of those caught in the 1984 riots fallout. It is the individual and not any political party that is suffering the consequences. Vested interests would try their knavish best to coax the HM to take actions that might serve limited political goals, but will prove costly later. Every word from the HM carries weight. If it were someone else, there would not have been any hope from him and hence no comment, but Chidambaram is taken to be a wise man. Afterall, the whole truth has not been revealed in the Liberhan report and therefore it is nothing more than another bag of rumours, which should be entrusted to scholars to examine the reasons for such social divide, disharmony and disputes. One thing is sure, the belligerent sides have learnt their lessons: there are better ways to resolve disputes!

NIC Services - All India Services
It is not correct. Even services of NIC is an All India Services as replied by NIC in RTI.
Anil
IAS ,IPS ,IPS ,should be called as state services. Once any person is allotted to particular state ,except few, most of them don’t move out of the state . The few who move out, move to centre or to home state that too when the seat gets hot . Let’s stop calling the services as All India Services . To make it truly an All India Service, shunt them every five years to different states so that there spine does not have any springs.

Liberhan Report

Is it necessary now when the ordinary citizen of India is exposed to so much of inflation. It would be better if a committee is set up exclusively to catch hold of the culprits who are taking advantage of this inflation and earning more money. This will be good because every citizen irrespective of caste/creed will be benefitted. Something past is history and it would be better if we think of the future.
Ram Kumar

PPS/Sr.PPS/PSO
There is no need to discuss the issue further. The 6 CPC has in its report has recommended for abolition of the post of this cadre and merger the existing ones with the secretarial service. The 6 CPC might have examined the issue in detail and made certain recommendations. Once the merger of both the cadres take place both will be discharging same duties. So stop fighting on the issue as it is unnecessary. With regard to PA/PS working more than the PPS/Sr PPS it is stated that they will also reach that position one day if they are lucky and qualify the LDCE.
