Anil Gupta is acting MD, CONCOR
Anil Gupta who is poised to be new Managing Director (MD) of the Container
Corporation (CONCOR) has assumed the charge of acting MD. He has succeeded
Rakesh Mehrotra who retired as MD,CONCOR on October 31,2009.So far Anil
K. Gupta was Director (Domestic) with CONCOR. Anil K. Gupta had joined
the Indian Railways in 1983 as an IRTS (Indian Railway Traffic Service)
officer. He has been with the CONCOR since its inception i.e. 1989.
He had opted for absorption in the same organisation in 1995.

S K Shrivastava Deputy Director General in Directorate General of Hydrocarbons
(DGH) will be holding charge as DG, DGH in place of V.K.Sibal who has

Oil India Ltd (OIL).

As the grapevine has it, name of Kaushik Basu which is now in circulation
for the post of Chief Economic Advisor (CEA)is liked by top bosses in
Delhi. He is the choice of Indian Prime Minister Dr. Man Mohan Singh
as well as Finance Minister Pranab Mukherjee. At present he is Professor
of Economics and the Professor of International Studies, Department
of Economics and Director, Centre for Analytic Economics, Department
of Economics, Cornell University; Ithaca, New York.

Punkaj Kumar Bajaj is MD, Durgapur Steel Plant
Punkaj Kumar Bajaj, has taken over as the new Managing Director of SAIL,
Durgapur Steel Plant with effect from November 1, 2009. He took over
charge from the outgoing Managing Director, Mr. V. Shyamsundar, in a
ceremony held at Ispat Bhawan, Durgapur Steel Plant on October 31, 2009,
evening. Before taking over as MD, SAIL, DSP, Mr. Bajaj was Executive
Director, Operations and In-charge, Special Steels at SAIL Corporate
Office. A first class Metallurgical Engineer from the University of
Rajasthan, Bajaj has had an illustrious career in SAIL. Starting with
SAIL, Rourkela Steel Plant in the year 1974, he worked in several departments
like Production Planning and Control, Projects & Modernisation,
etc. before moving over to Chairmans Secretariat in the year 1992.
After a stint in Corporate Office, Bajaj, moved to Bhilai Steel Plant
as AGM, In-charge, PPC. He was promoted as General Manager in the year
2001 and worked as Head of Marketing and Strategic
Planning. He later took over as General Manager In-charge, Services
and subsequently took over as Executive Director, Project Implementation,
BSP, in the year 2005. In 2007, Bajaj, again moved to Corporate Office
of SAIL and worked in Chairmans Secretariat and later as Executive
Director, Operations and In-charge Special Steels. Bajaj, is well known
for his astute planning and co-ordination skills. His focus on operational
efficiency and value added special steels have played an important role
in the recast of the SAILs product basket in favour of special
steels having higher net sales realization as well as providing a competitive
advantage in a recessionary steel market. Bajaj is a firm believer in
team work and lays emphasis on proactive working. He is an ardent believer
in pursuit of excellence with firm emphasis on sustainability and social
accountability.

CBI should screen all officers
All officers of government of India and the state governments IAS, IPS,
IRS etc should be screened by the CBI every year once they have been
promoted to the level of Joint Secretary to the government of India
or equivalent rank be they posted in the state governments or central
government.

Questions are always the same ?
The current bureaucracy is nothing more than Indian Appeasement Service
as quoted by Arun Shourie some years ago. In my view only the status
quo keeps changing with perception remaining the same. Indian bureaucracy
fits well into the boots of an economists quoted in the joke: An economist
returns to visit his old school. He's interested in the current exam
questions and asks his old professor to show some. To his surprise they
are exactly the same ones to which he had answered 10 years ago! When
he asks about this the professor answers: "the questions are always
the same - only the answers change!"

You haven't actually got it!
The new Direct Taxes Code is actually unconstitutional in as much as
it strikes at the root of separation of powers of the Legislature, the
Executive and the Judiciary. The new Code proposes that the directions
of the Government i.e. the Executive shall be binding on the officers
of the Department. Now, the departmental officers performing quasi-judicial
functions shall become sub-ordinate to the babus in the Executive, and
shall be bound by their advice. This is clearly unconstitutional, and
the concept has to be deleted in the proposed Code. There are also other
objections to the proposed Code, and have been communicated to CBDT
by the tax practitioners, the industry as well as the tax officials.

Is the government under pressure ?
Is the government under pressure from army, navy and airforce. The way
the government has reacted TO the pay hike demands of army is really
umprecedented. For the first time in the history of India it has been
heard that army has refused the pay package decided by pay commission.
This is an organisation where few of the fundamental rights are not
applicable yet they speak in dictating terms before the government.
All the unrealistic demands have been agreed and many of them are on
the cards. Has government ever tried to see how lavish life the army
officers are leading. If one happens to go to their residence, then
it would be seen that more than 10 jawans are working like servants.
All their government machinery is used for the personal purpose. On
the other hand, poor central government employee are neither getting
good salary nor any support to run their family. Discrimination in the
salary of Lt.Col. and Dy. Sec is burning example of it. A long gap has
been created between civilians and army officers and chances are there
that India may also see army ruling the country like Pervez Musharraf.

It has been observed that children of non Civil service officers are
better qualified and have better jobs than the children of Civil Service
Officers (IAS/IPS etc).What are the reasons.

Ex. CM Jharkhand is being charged fo misappropriation of Rs. 2000 or
Rs 4000 cr. (even Income Tax department is not sure). My concern is
very simple. Could he do it alone without any help from the bureaucracy
?
