SAIL is Presenting Partner of Hero Honda FIH World Cup 2010
The International Hockey Federation (FIH) and Hockey India (HI) the other day announced the Steel Authority of India (SAIL) as the presenting partner for the Hero Honda FIH World Cup 2010, to be hosted by India in March 2010. The event will now be referred to as the Hero Honda FIH World Cup, presented by SAIL. An agreement on the above was signed recently in Delhi by International Hockey Federation (FIH) Chief Leandro Negre and SAIL Director (Personnel) G. Ojha in the presence of Indian Minister for Steel Virbhadra Singh and Indian Minister of State for Steel A. Sai Prathap at Udyog Bhavan. Among other dignitaries present on the occasion were Steel Secretary Atul Chaturvedi, SAIL Chairman S.K. Roongta, Hockey India President A.K. Mattoo and Olympians & former Indian Hockey captains Zafar Iqbal, Ajit Pal Singh and Jagbir Singh.Speaking on the occasion, Virbhadra Singh said that it was a great pride for India to be hosting the Hockey World Cup in 2010 and for SAIL to be the presenting partner of this great event which, he hoped, "will revive the game in India". He urged corporate enterprises to come forward to support and promote sporting events as well as sportspersons, so that "they will not have to worry about their bread and butter". Sai Prathap, on his part, reminisced about his student days when he played hockey and thanked SAIL for extending support for popularising the game.“Speaking at length on SAIL’s five-decade-long association with promotion of sports, SAIL Chairman S.K. Roongta said, “At SAIL, we are very pleased to be associated with the apex event in International Hockey. SAIL has a significant legacy in hockey and actually owns and operates one of the country’s premier playing and training facilities which is equipped with astro-turf, at its Rourkela Steel Plant. Who will call the shots in the New Year ?
Who will call the shots in the New Year as far as the appointment of the next Petroleum Secretary and the next Revenue Secretary are concerned? Will it be the Cabinet Secretary and PMO or the the country's most powerful business house currently fighting a no holds barred litigation in the Supreme Court. Reliance and the Ambanis have always left no stone upturned in the appointment of secretaries to these two postings both of which are the lifeline to its oil and gas and other businesses . Its current favourite for the Petroleum job is Murli Deora's bridge playing partner Special Secretary S. Sundaresan. But the powers that be may shift Sundaresan to replace Revenue Secretary P.V.Bhide on February 1, to signal that while Ambani may propose PMO will dispose. If Sundaresan's role in the Ambani brothers gas fight leads to collateral damage his move to North Block that may upset Pranab Mukherjee's who wants to bring in West Bengal cadre officer Sunil Mitra, currently disinvestment secretary for this key job in his Ministry. Of course because of the budget there is every possibility that following tradition Bhide would be given a three month extension.
J. P.Dange is new Maharashtra Chief Secretary
J.P. Dange Additional Chief Secretary (ACS) Revenue to Maharashtra Government is new Chief Secretary of Maharashtra. He has succeeded Johny Joseph’s extended tenure in service concludes on November 30, 2009. Dange is an IAS officer of the Maharashtra cadre who belongs to the 1973 batch.

A part of success of Ministers is attributable to the efficiency of their Private Secretaries. Whether the tenure of Private Secretary to Minister in the state and centre should be purely co-terminus with the tenure of Ministers they work with or whether there should be a cap of number of years ?

Cutting emissions is good for the Earth but there is a huge economic cost involved!!

IS INDIAN BUREAUCRACY WORST IN THE WHOLE CONTINENT?
Yes, it is. 8 out of 10 are seem corrupt. Minting money with both hands. But main reason is corrupt political system.....water always flow downside. Less is said should be wise.

The answer to the above question is a big Yes . The entire bureaucratic setup is inefficient, corrupt and arrogant. It can be very well seen from the plight of the common man and the country that inspite of 62 years of independence, we still have largest population below poverty line, our infrastructure system very crude, lack of proper basic facilities like healthcare, education, water, etc.
 
The administrative setup along with political apathy is to be blamed for this plight. More so, the privileged class of IAS,IPS which have become nothing but White Elephant in the system are equally responsible for this plight. Rather, an these officers seems to be a burden on the society as well as state exchequer, who are bothered only about their privileges and perks rather than contributing to the development of society..  Occupying top posts and making rules and service conditions favourable to themselves, they have held the system to ransom. Nepotism, favouratism, is rampant, which many a times gets precedence over merit leading to inefficient and unprofessional system.
 
This rot needs to be removed and a professional administrative setup on lines of countries like Singapore needs to be created which is people centric, sensitive, .responsive and forward looking.

To be honest, I find your debate on the issue 'whether Indian bureucracy is worst in South Asia' quite unfair and insensitive. I am no supporter of our existing bureaucratic system but to condemn a system that has served the nation, with all its ills, for past sixty years by using sweeping generalities is not fair either. Bureaucrats cannot be disassociated from the wide spectrum of the society they represent. Where else in the world people take so much pride in violating rules, jumping red lights on the road, honking incessantly, spitting and peeing wherever they feel like, defacing national monuments. By putting the blame of all the ills chosen by a larger segment of the populace on their own volition, on a minuscule institution is not a debate. It would only demoralize a still very large junk in various civil services who are performing their duties with due diligence and in right earnest. Why not also ask the questions like:
Whether we have the best political system in the world? Do our legislators truly represent the interests of the general masses?
Have we go the most efficient and effective Judicial system in the world?
Have we got the most honest and diligent private sector in the world?
Again it would be wrong to reach to generic conclusions on any of these institutions as with all their ills each one of these have quite a number of notable exceptions who have helped these institutions to maintain a reasonable level of credibility. In my opinion the relevant debate should be on the deficiencies of our existing systems and the possible solutions to address the same. use of sweeping generalities is not going to take us anywhere and it serves no one good excepting probably allowing some to steam out a bit.

Comedy of errors?

The survey on Indian bureaucracy has, it seems, ignored a very vital point! It does not take into account the contribution to the Indian democracy by the Indian bureaucracy. The Indian bureaucracy has given to the Indian democracy Vice President, Prime Ministers, Speaker of the Lok Sabha, Ministers, State Ministers, Chief Ministers and MPs/MLAs ! Is it not a proof of its efficiency? Doubts can be removed if the thousands of those who have succeeded in acquiring the status "equivalent to a High court Judge" are taken into account. To this class of High Court Judges belong thousands of bureaucrats not only in the business of information but several committees or commissions or quasi-judicial tribunals. Many more have enjoyed a status of a Cabinet Minister. What more proof of the efficiency of the Indian bureaucracy is needed? Unless there is some error in interpreting the term bureaucracy to mean all government employees, the survey is a comedy to be enjoyed as a comedy of errors!

Guljari is right about discussion on India as the most corrupt country etc being demoralising. I think we should look at the brighter side and take a wide view of the last 60 years and the overall performance of the Indian State. If we compare ourselves to China , I think it becomes very clear that the fundamental choice in 1947 lay between being a corrupt capitalist democracy or a clean communist dictatorship whose hands drip with the blood of genocide, labour camps and other such brutalities. So take your pick....do you want corruption and freedom or bloodshed and Puritanism? You cannot have everything or have it both ways. Since our political leadership chose corrupt capitalist democracy as India’s path to the future it is natural that we have to live with the consequences of that decision. It makes no sense to bash the IAS or this or that service. This is like Brahmin bashing. Everyone enjoys it. It is one easy way to escape responsibility for the nations ills. The Brahmins preserved the knowledge of the Vedas inspite of nearly a thousand years of foreign rule when they were persecuted and victimised by the foreigners and every attempt was made to erase Indian culture. Therefore, is it right or fair to indulge in Brahmin bashing? We should be proud of ourselves as a nation where everyone has contributed his mite to nation building in the last 60 years.. All this was achieved without bloodshed , genocide or forced labour camps in India. Even our much hated political class has piloted the Indian State through the rapids without sinking it .In the last 60 years the IAS has performed yeoman service in building a modern India from the ashes of British colonialism .We , as an ex- colonial people suffer from a great inferiority complex and therefore join the foreigners in denigrating all that is good and strong and worthwhile in India and which has helped India survive foreign invasion and the domination of foreign cultures. It was the early Anglican and Catholic priests who denounced the Hindu caste -system as the caste system made it virtually impossible for foreigners to penetrate Indian society. Unfortunately , westernised Indian political leaders like Gandhi and Nehru repeated the criticism parrot like without going into the real merits and demerits of the caste system. The Indian westernised elite is filled with self-contempt because it apes the West and does not like its own image in the mirror. Hence all this unbalanced breast beating in India. No other nation indulges in such a past time. Other nationalities openly and unashamedly boast of their achievements. So should we. We should be proud of our IAS for having been on the forefront of the nations rise to super power status. If we have problems today it is because we have been successful. Our population explosion is because of the successful medical cover that the government extended. The growth of education in India also led to a greater political awareness and a demand for more from the general population. Is that such a bad thing? And we are still a vibrant democracy where you can debate till the end of time whether you are the worlds most corrupt nation or not.

Grade 'D' Stenos of CSSS meted out injustice

The scheme of financial upgradation has been introduced by the Government, as I understand, as compensation in the absence of regular promotion.  We have put in twelve years of service in the  grade of Steno 'D' and increasing our  pay by only an amount of Rs.400/- to keep  at the next grade pay, i.e. Rs.2800/- works as a disincentive rather than as an incentive.  I feel this is an injustice done to all Grade 'D' Stenos of CSSS.

Difference between Central Services and all India services is merely technical
The distinction between the Central Services and all India services is merely a technical one, both are recruited by the centre, the former are controlled by the Government of India, the latter are servants of the state governments. This is due to the federal polity of India. The IAS and the IPS are recruited through the civil services exam along with other Central Services, the Forest service is recruited separately. The pay, promotions and perks are more or less the same, with minor differences so far as the IAS (an all India service)and IF(oreign)S(a central service) are concerned, due to historical reasons (since till 1979, candidates were allocated to the IAS and Foreign service based on marks in all 5 papers while allocations to the Central services was based on marks in best 3 out of the 5 papers, and the IPS in best 2 out of 5), post 1979, these reasons no longer exist and as and when the younger lot of the services becomes senior, these small differences, bereft of reason as they are, will go(e.g. top rankers of the civil services exam no longer opt for the IF(oreign)S, they are distributed among the IAS, IRS, IPS etc, except for those folk who are taking their last attempt and wish their interview to go in a particular direction and thus opt IF(oreign)Service as a stratagem in the UPSC).
