New book of P V Rajgopal
P.V. SAIL joins hands with BITS-Pilani
Steel Authority of India Limited (SAIL)has signed a memorandum of understanding (MOU)with Birla Institute of Technology & Science (BITS), Pilani in Delhi on November 5, 2009. The MoU, which focuses on strengthening industry-academic interface with the objective of fostering collaboration between the two institutions to promote academic and research interactions, was signed by S.P. Patnaik, Executive Director (HRD), Management Training Institute SAIL and Prof. G. Sundar, Dean, Practice School Division, BITS, in the presence of SAIL Director (Personnel) G. Ojha. SAIL’s Management Training Institute (MTI) has earlier entered into MoUs with IIM-Ahmedabad, IIM-Indore, MDI-Gurgaon, ISMU-Dhanbad, SKF Bearings Ltd., Siemens Ltd. and Bosch Rexroth. Selection of Member PESB must be in public domain !!!
As a former Secretary of PESB, I have witnessed a conscious attempt being made by the GOI at gradually diluting its importance over a period of time. Though designated as an autonomous Board, its status is reduced to a limb of DOPT, worse than a subordinate office. Reasons are not far to seek. Arm-twisting, appointing persons with pliable conscience so that the executives having support of extra-constitutional authorities could be fixed. All PSU executives including their board Members would endorse this view but only ‘secretly’ and ‘stoically’, bound as they are by the Conduct Rules!
The latest circular of DOPT (2008) lays down the following rules of the game:-
The P.E.S.B shall consist of a part-time or full-time Chairperson and three full-time Members. The Chairperson and Members shall be persons who have had a long and distinguished career in management of public or private corporations or public administration and have a proven record of achievements, preferably, in the field of personnel, finance, production or marketing. The three full-time Members of P.E.S.B shall be:
( a)A distinguished serving or former Chief Executive of a Public Sector or Private Sector or Joint Sector Enterprise.
( b)A distinguished person with experience in selection of Top Management personnel.
(c) A distinguished serving or former Civil servant with experience in management of PSEs or in areas of finance, industry or economic affairs
The PESB is presently headed by an IAS officer assisted by two full –time Members :One a former Chairman of SAIL and the other a retired IAS officer.
As per your website report (Oct,4,09) ,a panel of two Secretaries has been constituted for shortlisting some 50 applications.
In the interest of transparency and fair-play, may I urge upon the Hon’ble Prime Minister through this forum to put the entire process of scrutiny upto its logical culmination, in the public domain.The DOPT as the proponent of RTI Act ( though It behaves like its adversary) must learn to live by example and display the details of all 50 applicants on their website,along with criteria for short-listing and details of short-listed candidates.This will be a good signal to the central PSUs too.

Is it actual reality >
Some one pose a question whether Koda could have done al the purported mischief alone without the help of bureaucracy? It seems that the question has been posed by some rank outsider who doesn’t knows how the bureaucracy works. My simple answer is bureaucrats would have either turned blind eyes (incase he/she is supposedly an honest officer) or would have actively colluded ( if he/she is a blue-eyed one). That is how the whole system is working. But mind you, what is coming out in the press or whatever is being told to us may not be the actual reality. We have elections in the Jharkhand very soon. Wait and watch what happens to all these cases after the elections are over. Do you still remember the 'fodder scam', 'bitumen scam' etc. etc. etc. Indian neta and bureaucrat is invincible, only the Janta pays price for its own follies.

I feel concerned !
I feel concerned with Ex-CM, Jharkhand, who has been hospitalised in Apollo Hospital. The fact remains that Appolo Hospital is very prominent having such patients admitted in it. Perhaps, for better and timely treatment. But its duty of the government to keep watch on the security of Ex-CM to avoid any unprecedented untoward happens. Ex-CM might be ignorant for many thing happened in his name and need to be thoroughly investigated before arriving at the final decision. The fact remains that it is not a small issue and certainly, only one person may never go at such a height except businessman family.

Mani Shankar Ayier is absolutely right when he condemns India’s decision to waste hundreds of thousands crores of rupees of tax payers money on a wasteful extravaganza called the Commonwealth Games. What is even more shocking to learn from him on a T.V. talk show was that India paid One Million pounds to each of the white Commonwealth countries(Canada , Britain ,Australia etc) in order to swing the vote. This was called payment for training. In Queens English this is ordinarily called a bribe. Who has ever heard of a Third World country having to bribe First World countries? Have we gone insane? Comrade Suresh Kalmadi of National Games fame , has minted so much money through holding of successive National Games that he could print his own currency notes like the Princely States of old. Now there is this bogus drama of posting only corrupt IAS officers with tainted reputations to man the Commonwealth Games in key positions. The ulterior motives are there for all the world to see .The final bill will only hasten the Maoist takeover of our country. As Mani says it is all for the sake of false prestige and I might add, very real black money. This event will be a golden opportunity for money laundering by converting black money into white. Remember Dr.Manmohan Singh promised us clean a government. Did he mean money laundering? I get so confused these days. Billions of rupees will be printed and inflation will sky rocket. The poor will starve to death and Dr. Manmohan Singh will adjust his spectacles and make a learned speech lasting 45 minutes (or when the bell rings ,whichever is earlier)on Poverty Alleviation in Third World countries.

DTC fare hike
DTC has started looting the commuters from today. Rs.5 is just for entering the bus and the distance is very less when compared to Rs.3 earlier. In the absence of Rs.7 ticket; it is a good income for the persons who are running the private buses. On the other day some politicians enacted a good drama of agitation against the fare hike. On the whole, this fare hike is illogic when compared to the fares in Chennai and Mumbai. This flat rate of Rs.5/10 and 15 is to the convenience of the conductor as he can sit without moving and make the passengers run for purchasing the ticket.
