Goa to take up biggest sea link project
Government being headed by Goa Chief Minister Digambar Kamat is going
to come up with the biggest ever Panaji-Vasco sea link project in the
country. According to Chief Secretary of Goa Sanjay Kumar Srivastava,
the sea link between Panaji and Vasco to be built on PPP model would
be around five kilometers long and could be completed within the estimated
cost of Rs 1,000 crore. The Mumbai project cost the Maharashtra government
around Rs 850 crore. Srivastava told <whispersinthecorridors.com>
that in addition to Rs 150 crore pledged by the state, the Government
of India (GOI) would contribute to the tune of Rs 400 crore for the
completion of the project and the firm that wins the bid would pump
the remaining amount of Rs 450 in the project.

Delay in CBDTs transfer policy intriguing
It is quite intriguing that the Central Board of Direct Taxes (CBDT)
is yet to amend its transfer policy while the Central Board of Excise
& Customs (CBEC) has already amended it. The CBEC has reportedly
taken a leaf from CBDTs draft transfer policy whereby deputation
posting of CBECs officer will be excluded from an officers
stint in any particular city. It is all the more interesting to note
that both CBDT & CBEC fall under the Finance Ministry of which the
portfolio is with Pranab Mukherjee

Steel Authority of India Limited (SAIL)has signed a memorandum of understanding
(MOU)with Birla Institute of Technology & Science (BITS), Pilani

That was PESBs golden period
As a former CMD of a PSU, who retired ten years ago, I have heard
uncharitable comments about the functioning of the present PESB.I have
seen the time of N Vittal as Chairman, A C Wadhawan, R K Sinha, B K
Rao as Members and A K Saxena as its Secretary. It used to be a very
powerful Board, beyond influence. That was the golden period.

The suggestion of A K Saxena for observing transparency in the selection
of a Member PESB, merits serious consideration by the Government.

A K Saxena is absolutely right in suggesting transparency in the
selection of Member PESB. It must be ensured that no more IAS officer
is inducted. It must be from the public sector to maintain harmony in
decision making.

DTC fare
It is surprising that on the one hand DTC has increased the fare
from Rs.3/- to Rs.5/- which was earlier for 4 Kms but is reduced to
3 Kms. Moreover, the very old scheme of Stage which is a nuisance as
the revised fare structure is based on distance i.e. Rs.5/- for 3 Kms
and Rs.10/- for 10 Kms but while going through the Stage System, the
distance comes even less than 7 Kms. It is right time that the Stage
System is abolished and the fare is charged on actual Kilometer distance
basis and not on the old and non-sence Stage System which has no sence
but only a plan to loot the poor people. The fare structure should be
fair in actual fare charged and not just on the basis of old Stage System.

Revamp system to justify hike
The hike can be justified if the public transport system in Delhi
is revamped and the commuters can have a comfortable journey in a neat
and clean bus. Surprise check for cleanliness should be coupled with
strict enforcement of the time schedule. DTC can only be a success if
the enforcement staff is effective. Merely by adding sophisticated fleet
can never help DTC regain its lost charm. The DTC should also think
of a mobile conductor instead of a static one as is the practice in
private buses.
