It is for sure since creation of humankind whispers embraced by them, may be it a hearsay, half-truth or truth. Thus cudgels can be taken before happenings. One can fight or flee according to the situation. Here a bunch of personal staff called Personal Assistants in the Central Secretariat Service rotting for years in the same post. While a 'coveted service’ climb their ladder without any hitch, same yardstick is not applied for any other category. Thus, a 73, 74 or 75 so called coveted reach at the pinnacle of the post, a stenographer in the lower level must have got one promotion. Now the situation is a 1981 appointed Personal Assistant is still a Personal Assistant after 28 years! Kumbakarna officials are sleeping over files. No one fights for these functionaries. Is there anyone to fight for them?
It is a situation, an LDC becomes a Section Officer during these years and the same Personal Assistant has to take dictation from Section Officer for functional purpose seats. Let someone jolt Khumbakarnas from deep sleep. Batkismatwale. The suggestion of not creating more CCIT posts are very reliable. The delay in issue of refund is due to the deficiency of clerks. It is my experience. I have received the refund normally within six or seven months but now it is extended for more than a year. The staff in the office is even working in public holidays but they can`t achieve the target. A clerk now has to handle more than 100000 returns in a year in addition to other normal duties. So the top officers in the department may give more attention in this field.

CAT website out of reach
Readers of Forum may recall that earlier a message was posted about the non-updation of the judgment portion of Central Administrative Tribunal. At that time at least one could view the result page without any updated judgments. The CAT has taken a further step in the right direction and have now entirely removed the link itself and only an error message is visible. An excellent object lessons for all other Government Departments to emulate.

The least the DTC could have volunteered to the public with this fair hike, that its conductors to get up and move to the commuters in the bus for disbursement of the tickets. The age old practice of commuters getting choked at the rear entrance of the bus, while the Conductor saahib takes his own time in getting money and giving balance to each passenger should be brought to an end.

DTC fare hike is the latest blow on the common man
With continuous price rise in food articles and vegetables, this hike is certainly unbearable to the target group which is actually using it. Moreover, the scheme of things may be based on past practice but nobody in the decision making body thought of the sensibility and sensitivity involved in arriving at the rates vis-a-vis distance. Instead of offering a very wide stage rates, it should have been one rupee increase after minimum rate depending on the distance one travels, as every rupee is valuable for the poor people. The comfort as claimed by DTC being provided to the passengers vis-a-vis the rate increase cannot be justifiable.

DTC should have a moving conductor
I entirely agree with the suggestion that DTC should have a moving conductor who should approach passengers for issuing tickets rather than the passengers crowding the entry to buy tickets. In no other place do we see this spectacle. It should be made mandatory for the conductor to ensure that all passengers possess a ticket and he should be penalised for failure on this front rather than the other way round.
