RTI
When should a CPIO transfer an application?
When a nodal office/ head office receives an application which both
the petitioner and the Ministry know is held by subordinate office(s),
it may inform the petitioner that it was not the holder of the information
and hence not the concerned public authority. Filing of
application with any CPIO cannot be claimed by an appellant as a matter
of right - a substitute for his own due diligence i.e. to file the petition
under Section 6(1) appropriately before the public authority which is
known to hold the information equested and, more importantly, which
the petitioner himself knows holds the information. A full bench of
the Commission ruled that if the transfer of the application can be
done easily and inexpensively like using the e-mail or the Internet,
the same should be done. All such information-requests transferred electronically
shall be treated as independent requests under Section 6(1) for which
the petitioner shall be liable to pay the requisite fees including the
application fee.
Comments
A petitioner is obliged under Section 6(1) to file his RTI-application
before the CPIO of the concerned public authority, which
holds the information. A public authority which does not hold an information
sought by a petitioner, is not be obliged to provide an answer to the
petitioner only for the reason that that public authority was the Apex
body of others sub-ordinate public authorities. The decision to transfer
an RTI-application to another public authority under Section 6(3) has
to be taken by the CPIO taking into account the circumstances surrounding
a particular request for information.

Hoodas boast that the support extended by Independents was unconditional
was jhoot!!!!
In fact the day they lent support they gave measurements for swearing
in kurta payjama or suit!
Now a Committee has been appointed to oversee Hooda's kaam!!!
He should be made to report to the Committee subah and shaam!!
In subah or morning to take orders on what needs to be done and shaam
to submit progress report!
Everyday morn and evening to the Committee he should report!
And hope this time Hoodas financial man Friday Venod
Sharma is kept at bay!!!!
Not like last time when literally in Hoodas company
24x7 he used to stay!!
In Maharashtra the real proof of the power pudding will be when
the portfolios are announced!
And seems Ranes CM ambitions have been once and for all trounced!!!
Rane has now realized Congress too is like Sena!!
High Command is Holy and any blasphemy and padh saktha hai lene ka dena!!
Deshmukh too is unhappy!!!
And as Shindes daughter did not get a Ministerial berth he too
is scrappy!!
Chavan will also have to counter the NCP lot!!!!
His CM Chair has like hot plate and its already got hot!!
Yeddy is upset on have to let go off his near and dear!!
And for one he just kept shedding tear after tear!!
Advani seems to be so attached to his home that he refuses to step out!!
Otherwise why doesnt he go to Bangalore to sort things out???
Now seven Karnaratka Ministers and Im sure many of their supporters
are coming to Dilli!
BJPs being abs silly!!
Of course the Karnataka Government will be footing the Ministers travel
and stay expense!!
Its a Party matter and Karnataka Sarkaar footing the bill simply
does not make sense!!
RSS says Advani should go once a replacement is found!!!
Very practical this does sound!!
But fact is till he does not go replacement cannot be found!!!
True though funny this may sound!
Till Advani and Rajnath do not go BJP's stock will continue to fall!!!!
And both karr rahe hai apna apna impending exit stall!!
Amar Singh says by putting up a candidate against Her Majesty Dimple
Congress is being ungrateful!
And we all know of what Amar is full!!
He does not know what Samaajwaad is and now hes showing his ignorance
about Democracy!!!!
For Amar Samajwaad is aristocracy (upper crust)and Democracy is autocracy!!
Laloo is now abs acidic and so interviewers should beware!!!!
Some questions he simply cannot bear!!
Dont ask him if hes got no work or what does he do now that
he so much time to spare?
Hell blow a fuse so please do take care!!
Or his PM ambition or for that matter RJDs future or tomorrow!!!
These questions are like rubbing salt in his wounds as they bring in
him feeling of sorrow!
Confucius says...... As Nation matures and awakens Netas like Laloo
will fade away!
Netas will have to deliver if in power they want to stay!!
Adds.... in past few elections 'perfomance' has won!!
And in the non performers because of their non performance have been
done!!!
Flash...... In Karnataka an uneasy truce has been called!!
Is it possible that Reddys relented after Yeddy in full camera glare
bawled???
Sushma's statement that matter has been amicably resolved is a lie!!!
No one in his or her right senses karrenge 'amicably resolved' ko buy!!

PM should step-in to curb price rise
It is high time the Prime Minister stepped in and save the alarming
situation on the price front as the Agriculture & Food Minister
does not seem to be worried about such mundane matters. He should be
asked to act or sit at home and watch cricket. Potatoes which should
be selling @Rs.3 per kg at this time of the year is ten times that amount
and our minister has nothing to say except blame the drought and floods.
Please use your site to help the poor people of this country.

DTC fare hike affects poor
Fair hike by DTC has seriously affected the poor labourer and others
who used to commute by buses for their work places. Now a maid has been
asking me a hike of 600 rupees per month because she has to pay Rs 900
per month for transport so far she has been paying only 300. How can
I increase so much in her wages when she works on part- time basis.
I had to tell her not to come for work. The poor chap has lost her earning.
Is the Government thinking about those labourers? Govt Should make some
pass arrangements for them at least so that they can earn their daily
livelihood

was denied entry as Papaya Admi was on a visit did it occur to this
clean government that Appolo hospital is routinely used by all types
of Papaya Aadmis like ex-CM Koda -Ghoda of Jharkhand to escape
goal on health grounds? No one stops them from entering. There are no
security checks, no medical papers are needed .The Papaya Aadmi keeps
his eyes firmly shut for the benefit of T.V.crews and Barkha Dutt would
do a talk show with the Papaya Aadmi the next day after he makes
