Vigilance Awareness Week in SAIL
Rededicating itself annually to the cause of Vigilance, Steel Authority of India (SAIL) organised various interactive sessions at its different plants/units across the country as part of Vigilance Awareness Week from November 3 to 7,2009.The theme this year focused on effective preventive measures through system improvements and use of information technology to fight corruption.The Vigilance Awareness Week was inaugurated in all units of SAIL with the pledge taken by SAIL employees for remaining vigilant and eradicating corruption. Chairman SAIL S. K. Roongta administered the pledge to the SAIL collective at SAIL Corporate Office, Ispat Bhavan. Venugopal K Nair Chief Vigilance Officer informed about the proactive vigilance approach in SAIL. Awareness sessions on the RTI Act, Purchase & Contract procedures and SAIL Conduct & Discipline Rules were held throughout the company.Contests on elocution, essay and quiz were organized at various plants and units with active involvement of employees and their family members. This year special focus was given to ensure active participation of school students in the various activities and competitions so that the right ideas get absorbed by them at their formative years.During the closing function on November 7, 2009 at Ispat Bhavan, SAIL Director (Finance)Soiles Bhattacharya gave away prizes to the winners of the various competitions

ESIC MODEL DISPENSARY INAUGURATED AT OKHLA
 The Union Minister of Labour & Employment Minister, Mallikarjun Kharge inaugurated the ESIC Model Dispensary at Okhla Industrial Area in New Delhi today. The Minister of State for Labour & Employment, Harish Rawat, Smt. Kiran Walia, Minister of Health & Family Welfare, Government of NCT of Delhi and Ramesh Kumar, Member of Parliament (Lok Sabha) were also present on the occasion.
     This is the first fully air-conditioned ESIC Dispensary in India with the state of the art equipment and a modern diagnostic centre, with separate Ayurveda and Homeopathy options available to the ESI beneficiaries. The Model Dispensary is expected to provide good quality health care services to the large workforce in and around Okhla Industrial Area.
      Speaking on the occasion, Mallikarjun Kharge announced that the capacity of major hospitals in Delhi region would be expanded in a phased manner. In this context he informed that a decision has been taken to increase the number of beds in Basaidarapur Hospital from 600 beds to 1000 beds, in Okhla from 150 beds to 250 beds and in Rohini from 151 beds to 270 beds. Besides this, he said, Beds for the ESI beneficiaries are being reserved in different hospitals of the Capital. He said that there is an extensive network of 32 fulltime ESI dispensaries in the Capital. This Network also includes one Mobile dispensary, two Diagnostic Centres, 10 Ayurvedic wings and 23 Yoga facilities, the Minister informed.
       Harish Rawat, Hon’ble Minister of State for Labour & Employment, Govt. of India said that in the recent past, the ESI Corporation has started the process of upgrading of ESIC Hospitals for providing better medical services to the beneficiaries. The steps for upgradation include the setting up and starting of Medical Colleges, Nursing Colleges, Dental Colleges and other para-medical schools in ESI Hospitals.  Rawat said that in the first phase, it is proposed to set up about a dozen Medical Colleges and Post Graduate Medical Sciences and Research Institutes in the existing ESI Hospitals by ESIC. 
      Smt. Kiran Walia, Hon’ble Minister of Health & Family Welfare, Govt. of NCT of Delhi said that this Model Dispensary of ESIC is a milestone in the primary health care sector for the workers of Okhla Industrial area.  Ramesh Kumar, Hon’ble Member of Parliament, Lok Sabha also thanked the ESIC for opening this first Model Dispensary in his Parliamentary constituency.
      The Employees State Insurance Corporation runs a unique social security scheme which has the feature of an insurance organization as well as service provider for health related needs of the insured persons under the scheme.  The Corporation has the largest team of medical and para-medical personnel in India and also has one of the largest medical infrastructures in the world.  It has huge infrastructure of 144 Hospitals, 42 Hospitals Annexes, 1397 ESI Dispensaries, 1753 Panel Clinics, 795 Branch/Pay Offices and 51 Regional/Sub-Regional/Divisional Offices.

When should a CPIO transfer an application?
When a nodal office/ head office receives an application which both the petitioner and the Ministry know is held by subordinate office(s), it may inform the petitioner that it was not the holder of the information and hence not the ‘concerned public authority’. Filing of application with any CPIO cannot be claimed by an appellant as a matter of right - a substitute for his own due diligence i.e. to file the petition under Section 6(1) appropriately before the public authority which is known to hold the information equested and, more importantly, which the petitioner himself knows holds the information. A full bench of the Commission ruled that if the transfer of the application can be done easily and inexpensively like using the e-mail or the Internet, the same should be done. All such information-requests transferred electronically shall be treated as independent requests under Section 6(1) for which the petitioner shall be liable to pay the requisite fees including the application fee.

Comments
A petitioner is obliged under Section 6(1) to file his RTI-application before the CPIO of the “concerned public authority”, which holds the information. A public authority which does not hold an information sought by a petitioner, is not be obliged to provide an answer to the petitioner only for the reason that that public authority was the Apex body of others sub-ordinate public authorities. The decision to transfer an RTI-application to another public authority under Section 6(3) has to be taken by the CPIO taking into account the circumstances surrounding a particular request for information.

PM should step-in to curb price rise

t is high time the Prime Minister stepped in and save the alarming situation on the price front as the Agriculture & Food Minister does not seem to be worried about such mundane matters. He should be asked to act or sit at home and watch cricket. Potatoes which should be selling @Rs.3 per kg at this time of the year is ten times that amount and our minister has nothing to say except blame the drought and floods. Please use your site to help the poor people of this country.

DTC fare hike affects poor
Fair hike by DTC has seriously affected the poor labourer and others who used to commute by buses for their work places. Now a maid has been asking me a hike of 600 rupees per month because she has to pay Rs 900 per month for transport so far she has been paying only 300. How can I increase so much in her wages when she works on part- time basis. I had to tell her not to come for work. The poor chap has lost her earning. Is the Government thinking about those labourers? Govt Should make some pass arrangements for them at least so that they can earn their daily livelihood

When Aam Admi, Verma lay dying outside PGI Chandigarh because he was denied entry as Papaya Admi was on a visit did it occur to this clean government that Appolo hospital is routinely used by all types of Papaya Aadmis like ex-CM  Koda -Ghoda of Jharkhand to escape goal on health grounds? No one stops them from entering. There are no security checks, no medical papers are needed .The Papaya Aadmi keeps his eyes firmly shut for the benefit of T.V.crews and Barkha Dutt would do a talk show  with the Papaya Aadmi the next day after he makes a miraculous recovery.Mashallah!
