Housing & Urban Development Corporation Ltd. paid the final dividend
cheque of Rs. 31,30,32,600/- for the financial year 2008 - 09 to the
Ministry of Housing & Urban Poverty Alleviation. A cheque to this

Poverty Alleviation and Tourism the other day.
Besides paying the dividend of Rs. 31,30,32,600/- to the Ministry of
Housing & Urban Poverty Alleviation, HUDCO has also paid a dividend
of Rs. 4,56,06,800/- and Rs. 9,37,90,000/- to the Ministry of Urban
Development and the Ministry of Rural Development respectively.
Thus the aggregate dividend paid by HUDCO amounts to Rs.45,24,29,400/-
for the financial year 2008 - 2009.
Karnataka Tourism's golf itinerary an instant

There has been a very good response to the golf itinerary & golf
links on routes of "The Golden Chariot" a luxury train of
the Karnataka Tourism Development Corporation (KTDC).Vinay Luthra Managing
Director of the KTDC had led a team from Karnataka tourism to Japan

chariot" will now for one week to Tamil Nadu & Kerala from
October 2009. Vinay Luthra is an Indian Forest Service (IFS) officer

NTPC pays highest ever dividend
National Thermal Power Corporation (NTPC) being headed by R.S.Sharma,
has paid a total dividend of Rs.2968.36 crore for the financial year
(FY) 2008-09, which amounts to 36% of its paid-up capital. This is the
highest ever dividend declared by the company. The Shareholders of the
Company had approved a final dividend of 8%, amounting to Rs.659.63
crore at the 33rd Annual General Meeting held recently. A cheque amounting
to Rs.590.37 crore was presented by R.S.Sharma, CMD, NTPC to H. S. Brahma,
Secretary (Power), being the share of Government of India towards final
dividend for the FY 2008-09 in New Delhi. Other senior officials from
Ministry of Power and NTPC were present on the occasion. This is the
16th consecutive year that NTPC has paid dividend.

It is incorrect
Your assertion that the rank of Colonel in the army is no longer a selection
grade rank is incorrect. It is very much so a select rank, and must
be so, because several crucial command and staff appointments are held
by officers of the selfsame rank. On the contrary, the time scale upgradation
to the rank will occur only when promotion by selection has not occurred.
It is, therefore, an Assured Career Progression, being offered in a
service, which due to pyramidical structure, allows an officer less
chances for assured progression than available to their fellow officers
in civilian services like IAS/IPS/Central Services. Superseded officers
who were not able to make the selection grade for colonel, are likely
to be offered much less important establishment posts than Selection
Grade Colonels.

The Quattrocchi fiasco is another feather in the Gandhian cap of Congress
party-A landmark achievement of sort! The Ravana (Read as corruption)
has emerged victorious ! It is the victory of Untruth over Truth, The
God has failed once again. The BJP leaders should now learn to keep
their mouths shut and gracefully concede victory to the Congress party.
The BJP could achieve nothing on Bofors quagmire during the NDA regime
and thus have no moral right to speak on this matter. They are, anyway,
busy fighting among themselves for power. The country' image is the
only casualty in this melodrama where the corrupt are protected and
the honest victimised. If the Congress's governance is bad, that of
NDA was worse.

An open letter by FONE
To:
Chairman Sir,
At the outset, on behalf of the Cabin Crew, we welcome you to Air India
and thank you for the opportunity to finally talk to you, and hear from
you the reasons for the drastic announcement last fortnight. We must
say that we were totally shocked to hear on the TV the news that Air
India was not going to be able to pay salaries in June !
What was probably as much a shock to the system was the fact- that the
news came from a TV channel and NOT direct information from Management,
but Sir, that probably typifies the state of Industrial relations in
our Airline today. Sheer Sambles.
The AICCA are a part of FONE, and are a group of 5 employee Unions affiliated
to the Shiv Sena. 4 others who could not make it today and we must comment
on the fact that the IR game of recognized/ unrecognized unions is still
being played out- even as, we understand, our Airline is gasping for
survival.
We have met the Director-Personnel and his teamand made clear our total
displeasure over the unilateral decisions, dramatic announcements by
some Management persons, and most-importantly the action of not arranging
an "all union meeting" with the CMD earlier (its been 46 days
since you took over), and this despite knowing that every single CMD
from Raghu Raj, Rajan Jetley, Michael Mascarenhas, J.N.Gogoi, Sunil
Arora, Thulasidas, to Raghu Menon (including Bharath Bhushan) had called
all unions, as stakeholders, to discuss the state of affairs of our
Airline.
It was wrong to send the 12th man, to speak to Unions, we want to hear
the bitter truth from the Captains.
Sir, there are many issues we would like to talk about, and that would
take an extremely long time- so I have prepared a letter to hand over
to you, and as FONE unions, would request a half an hour's time during
the coming fortnight to present a white paper on the Merger, its effects,
and the colossal waste of money by conflicting work practices, wastage,
and sheer carelessness and also include what we believe is part of a
larger solution to our Airline's woes.
I must strongly disagree with you, with great respect, that the past
is past, and lets start with a clean slate. "It is said that those
who forget the mistakes of history, are condemned to repeat them",
and today, If you are asking me to go to my 3000 cabin crew members
in AI & IAC, OR even to the members of the AIEU to tell them to
eat 2 rotis less, because someone robbed us, They/We all would want
to know Why ? and Whom?
I would like to point out that about a year ago, the precarious financial
health of the Company had been discussed by all unions a year ago in
july 2008, when Oil hit $120/- at a similar meeting with the then CMD
& DF, and the future consequences described in detail by us in a
bulletin and by other unions. Despite that the Management had gone to
sleep and allowed our Airline to slide into terminal decline.
It has been purely the sheer mismanagement of the Airline over the last
few years that have resulted in the current situation, and there are
scores of reasons for the Airlines downfall, none of which are the employees
fault. Some reasons such as the Global recession, and drop in Aviation
demand, High Oil prices etc are just the tip of the Iceberg, but there
are many other reasons like transfer of bilateral, open-sky policy,
the questionable contracts and record order of 111 aircraft and Financial
Gymnastics in our balance sheets which totally defy reasonable logic
and thus need a detailed investigation by an independent body.
It is no secret that this merger has perhaps been one of the biggest
non-starters, and we have lost probably twice what we have gained-so
far. This is a classic case of mixing "Chaas and Champagne".
AI & IAC both had two different systems of working and very distinct
cultures, but both the erstwhile Indian and Air India had great cultures
and great systems for their environments. The forced & rushed merger
have brought about opposition, differences, and a total internal opposition
to the change that was thrust on us.
We followed ACCENTURE, despite reasoned protests by trade unions, that
the AT Kearney report had actually paved the way for the strategic synergy
between the 2 organisations to encase them in one flag, one brand, and
one management, but operate them as two parts of the entire whole -
domestic and international airlines. Demerged- but yet a single entity,
in much the same way that BOAC-British in the early years; KLM-Northwest
; Renault-Nissan and many other merged entities worked out. I use the
Renault-Nissan model for the very important reason, that neither the
French nor the Japanese tried to change the others cultures or integrate
their souls.
Sure there have been some immediate gains- on taxation, on a few offices
in the Gulf and far east, but what about the losses ?? in terms of employee
morale, in terms of work ethic, in terms of market share- domestically,
and in the Gulf. Today the merged carrier is drawing a lower seat factor
and a lower percentage of market share that the sum of the earlier two
carriers, where they flew together on the same routes, and it is either
the private carriers or Etihad, Emirates or Singapore Airlines that
have stolen our market share.
Merger promised us savings - but instead of becoming leaner- we grew-
from a total corporate cadre of 48 General Manager's & 33 Executive
Directors Pre-merger to 90 General Managers & 43 Executive Directors
after merger. Our targets were to be at least 40% lower.
Merger promised us a bigger fleet- yet we ended up opting for a disastrous
Aircraft leasing policy ! We took on Expensive lease agreements for
low-yeild aircraft, and to justify the dubious leasing's, we underutilized
or grounded Air India's own fully depreciated and PAID-UP aircraft.
Who is going to investigate this? What assumptions were these leases
based upon?
Merger promised us a Unified Airline- we don't even have a unified website
yet, leave alone an Airline Code. In fact, we don't even have a common
standing orders for workmen, neither do we have a uniform IR-Trade Union
policy ? we are working like 2 peas in 2 pods !
Look into Our questionable Aircraft selection Policy, and the serious
reluctance to reschedule Aircraft deliveries despite global meltdown
are both serious issues.
Despite leasing such expensive metal, and buying even more aircraft
- how so many new Air India aircraft sit on ground, either due to lack
of Pilots, or the downturn, and yet newer deliveries continue to flow
in.
How an entire brand-new 777 simulator sat in a box for months, just
because no one could decide on where to install it- Mumbai or Hyderabad?
We eventually Sold it, and now spend precious Currency on sending our
Pilots to either London, Bangkok or Dubai.
How an Airline can misplace 16 engines- across its national network.
Strange but true !
Why did we payout US$3 million dollars extra per aircraft, whilst returning
the A-320 IAC leased Aircraft?
Why we took 3 dilapidated 777-200ER's from United States which lay in
the Mojave desert, on a projection of minimum 10 hours utilization per
day, per aircraft- and ended up using it only 4 hours daily.
Thereafter- why did we just renew the lease until 2012 ?
Or how we could continue to order spares (engine fins) for A-300 B4
aircraft engines, and send engines abroad for overhaul when the Aircraft
itself has been phased out?
We spent almost 60 million to convert passenger aircraft into cargo
freighters, and they lie unutilized, whilst Capt.Gopinath's Cargo, which
we handle, is going full ?
Six of Our refurbished 747-400 aircraft with Thales Inflight entertainment
systems, at a whopping cost of 6 crores per aircraft- are rotting in
the hangar.
The reckless sale and transfer of Air India and Indian Airlines land
assets in Kalina & Sahar to MIAL on a platter, by the Government,
Ministry and others. More than 125 acres of prime Air India Kalina land
being gifted to MIAL and GVK to develop Airport extensions, 5 star hotels
and offices. This is worth almost Rs.60,000 crores ! A fraction would
be enough to pay all our debts.
Sir, I don't want to go on- since our PresidentBharat Kumar Raut (M.P)
has demanded a Joint Parliamentary Committee probe into the mismanagement
of Air India, and we shall follow that separately (especially the Thulasidas
years) . We only wanted to point out that our Airline has been terribly
mismanaged- whether by the Ministry or the management. These are neither
the decisions of the employees, nor the unions- yet it is our members
who end up paying the price.
Shockingly, whilst the management was talking about delaying salaries
to employees, the same management had only 3 days prior paid out crores
of rupees in PLI arrears (67 crores) to senior engineering executives.
In fact, the AICCA was itself finalizing its own installment of June
Arrears installment- 2 days before this order, with the GM-Accounts.
It seems the left hand did not know what the right hand was doing ?
I must point out that the cabin crews are the only community of AI employees
who have not got their arrears of the last 13 years, nor have the promotion
exercises of the past 4 years been completed. In fact even a percentage
of the flying allowances of the last 2 years are pending.
We hear of deferment of salaries by 15 days, perhaps no one has informed
you that the cabin crew are the only flying category to get the normal
flying allowance payment 45 days after it becomes due, and not on a
flight to flight basis like other flying categories (pilots; engineers;
AME's; Flight safety; technicians etc)
Our Air India was bleeding and dying for the past 3 years or more due
to dubious Management decisions, but it was being covered up. These
proposals of cost cutting had existed even a year ago, and was actually
going to surface a few months back- but it was considered politically
opportune to postpone the action until after the general elections.
Thus even before any suggestion is even made to a single workman of
Air India to accept any wage cut/ reduction, we demand that the responsible
executives be brought to Justice first. The Supreme Court has already
shown us the way through the Lucknow Authority judgement, let us make
an example of 1 culpable person, and it will pave the way and ensure
that this never happened again.
Sir, we want our Airline to survive and flourish- we are all career
Air-Indians, and we as cabin crew of this Airline want to assure that
we come with an open mind, with the desire to work together under your
leadership. However, what we look for is transparency and complete accountability

Yes, as the life span has enhanced. Moreover Judiciary is donig well
with higher age group. Even after superannuation, many guys are on vital
jobs in public/private sectors as well which is index of capacity to

Yes, because most of the officers have good health and wider exposure
of knowledge of ground realities and functioning with Political Executives

I am amazed at the debate on increasing the retirement age. In fact
most of the officers nearing 55 suffer from several types of mental
imbalances, idiosyncracies and physical disabilities. It would be in
the national interest if the important jobs are left to the younger
lot and dead woods are made to quit the arena honourably.

affects the employment opportunities of a large number educated youth.
Towards the end of the career the employee gets maximum pay whereas
if in that post a young person is employed the pay will be minimum as

About retirement age, I am to state that the same should not be increased
from 60 to 62 as this will hamper the employment opportunity of youths
and also hamper the promotional avenues of the officials. Can you imagine
a Section Officer or Assistant in Central Secretariat is frustrating

Debate on retirement age.
The retirement age should definitely be raised to 62 and further to
65 on yearly basis. Firstly, because the life span of every Indian has
increased and secondly most of the bureaucrats / Civil Servants enter
late in service and are not able to fulfill social /family obligations
till retirement at the age of 60 . The children of most of the bureaucrats
remain unmarried and unsettled till the age of superannuation. Moreover
many other categories like technocrats/ educationist are being considered
for retirement at the age of 65. The judiciary is asking even for more.

I fully agree regarding increasing the retirement age of all the Govt.
officers from 60 t0 65 across the Board. It is a well known fact that
majority of the IAS officers after retirement are rather given more
lucrative assignments in the Commission, committees and regulatory authority
in almost all the fields for their in-service connections with the politicians.
It will be good idea to ensure equity, social justice to all the non-IAS
services. Hope you are not scared of posting this on your website fearing
wrath of the IAS.
