Its OK to have whisper twice a day, but in my opinion the second time
whisper be given in the website only if felt very prompting and a value
to masses in general. Small and normal state level, immaterial news
if pertaining to an officer below the rank of Joint Secretary or unpolular
politician, may not be essentially in second time whisper.

Affairs
Anil Kumar, who is presently Secretary - Ministry of Women and Child
Development, has been posted as Secretary, Ministry of Parliamentary
Affairs in the vacancy of P.J. Thomas, IAS (KL:73). Anil Kumar is Uttar
Pradesh cadre IAS officer of the 1973 batch.
Bhasin is new Secretary of Legislative Department
VK Bhasin, ILS, Additional Secretary, Legislative Department, has been
appointed as Secretary, Legislative Department in Government of India
(GOI).
Tenure of Fernandez extended
Finally its official that tenure of Christy L. Fernandez,
Secretary to the President of India, will be co terminus with that of
President Mrs. Pratibha Devi Singh Patil. Orders regarding this have
been issued. Thus, Fernandez, will continue to be Secretary to the President
of India after his superannuation as re-employment on contract basis
for a period co-terminus with the tenure of the President of India.
He is Gujarat cadre IAS officer of the 1973 batch.

Secretary level post downgraded for Ms Kackar
Additional Secretary in the Ministry of Information and Broadcasting
Ms Stuti Narain Kackar has been moved to head the Board for Reconstruction
of Public Sector Enterprises (BRPSE).Secretary level post was earlier
held by 1974 batch IAS officer J S Maini who retired last month. Ms
Kackar is 1978 batch IAS officer of Uttar Pradesh cadre.

The ACC has not approved the proposal of the Department of Heavy Industry
for lateral shift of Dinesh Kumar Jain, IAS(MH:83), Joint Secretary,
Ministry of Panchayati Raj, to the Department of Heavy Industry.
SEBI chief for a probe in leakage of Spl Audit
report
SEBI Chairman is believed to have asked the Economic Cell of IB to trace
the people who leaked RCOMs Special Audit Report and whether they
acted in concert with media to hammer shares of Anil Ambani Group. An
inquiry has also been initiated whether Parakh & Co. had been approached
by individuals close to rivals of Anil Ambani Group in order to influence
the Special Audit report.
Orissas representation at Centre dwindles.
Since the IAS officers in Orissa are not getting ACRs in time, the states
representation at Centre has dwindled. Out of the 93 Secretaries in
the Union Government, Orissas share is just two. And both of them
are occupying sidelined posts such as Tribal Affairs and
Public Enterprises. Similarly, the State has two Additional Secretaries
and 13 Joint Secretaries.

Leave problem !
I have completed 24 years of Government Service and have 300+15
leaves at my credit. Now I am in a section where I have only S.O. and
it becomes difficult to take leave at a stretch for more than 15 days.
In the process neither the leave is allowed to be accumulated in my
leave account or allowed for encashment and it lapses every time. Will
the Government please consider to enhance the limit or allow encashment
other than LTC?
