India should question China's locus standi on Tibet

This is with reference to D Chowdhary's write up captioned, 'Insult to every Indian' (WIC 19 Oct 2009). Apart from questioning China's fake claims over Arunachal India should actually question China's locus standi vis-a-vis Tibet on the whole.
Those who claim or believe that Tibet has been an integral part of China are going against hard facts of history. Tibet has always been an independent nationality with its own culture, history, ethnicity and above all its own territory distinct from the Chinese people or the Chinese state. Because of their isolated geographical location, the Tibetan people have always been loners and mavericks of sorts. They have never been fond of mixing up or even interacting with any other country or society outside their own fold. The only exception has been India as they have had close cultural ties with us uninterruptedly for over 1500 years.
In the early 7th century, the Tibetan king Songtsen Gampo sent a group of Tibetan scholars to India (and not China) to bring home a writable script so that the knowledge acquired by the Tibetan society over centuries could be preserved for posterity. Thume Sambota, the only one from the group to have survived the rigors of the harsh journey and the hot Indian climes brought to Tibet the Devnagari script then in vogue in the Indian centres of learning from which has evolved the Tibetan script. It has become so firmly rooted in Tibetan scholastic traditions that all the crude efforts by the Chinese State have failed to uproot it and replace it with Chinese script. Thume Sambota also took with him Panini's magnum opus on Sanskrit grammar, Ashtadhyayi (literally meaning the book of eight chapters) and derived from it the rules of Tibetan grammar in eight chapters (Ashtadhyaya).
The core of Tibetan society has evolved from the social and individual norms of ethics, the metaphysical world view and the theory of knowledge rooted in the ancient Buddhist traditions as taught to the Tibetans by scholars like Shant Rakshit and Dipankar Sarvjnan from Nalanda and Vikramshila in India. No doubt the Tibetans who are peace and knowledge loving introverts have contributed significantly to the evolution of Buddhist Philosophy into a distict Tibetan school of thought nevertheless the basic fact is that they have had such close reltionship with us that it won't be an exaggeration to call Tibet and India cultural extensions of each other.
As against such close and ancient ties with India, Tibet's association with China is perfunctory and that too as recent as 1790 when the Chinese forces marched upto Shigarte, then about a week's distance from Lhasa to repulse an aggressive contingent of the Nepalese army determined to overrun Lhasa. The aggressors were chased right up to Kathmandu and before the Tibetans could decide how to express their gratitude for this unsolicited protection, the Chinese declared Tibet to be a protectorate of theirs. In 1856 once again the Chinese repulsed another Nepalese incursion into Tibet but this time they persuaded the Tibetans to pay an annual tribute @ Rs 10000/- to the Nepalese. It is only in 1949 that the Chinese army forcibly entered Tibet after Mao's ascendance to power in China. A treaty was entered into between the aggressors and Tibet two years later but even as per this treaty the Chinese have made a solemn commitment that they shall ‘Not Interefere With The Religious, Cultural And Political Institutions Of Tibet.. The impunity with which the Chinese have reneged on this solemn commitment is for every one to see.
It is time we brush up the history books, show the pages to the Chinese and the world and take the bull(y) by horns by questioning the very basis of Chinese presence in Tibet,

BHEL executives restless
There is lot of unrest among BHEL executives all over India in the delay (almost 11 months after DPE has cleared the proposals) in settlement of wage revision.
Almost all CPSE's Large and Small have already implemented the wage revision for executives and arrears for three years have been paid!
The feeling among the executives is that the management is deliberately delaying the wage revision as they are not able to settle the wage revision talks with the trade unions even after nearly 10 meetings.
There is also a feeling that a deliberate attempt by management to delay the revision to as this improves the cash flow condition and reduces borrowings. In fact management is enjoying at least 600 crores of interest free money due to all employees!!
It is certain that the executives are planning for a 1 day flash strike towards end of October or First week of November 2009.
There is one more rumour that the BHEL management may further delay the wage revision for executives by appeasing the workers by giving them yet another adhoc or interim payment.

Huse allotments – a scam

The house allotments being done by the directorate of estates is nothing but a scam. This month it is seen that people much low in priority have been allotted ground floor houses from general pool in the name of medical reasons when some of them had not given such choices. Further, the houses have been changed from GP to TP without any reasons thus leaving GP even lesser in number. This is despite the fact that TP is flushed with houses. It is a pity that while officers of 1985-86 batches are struggling to get V-A in GP, the TP pool has vacant houses and still not being transferred to GP even though officers of 1998-99 and later batches are getting such houses. Are we equitable in our approach ? Is someone listening ?

Where is parity ?
If PM clears the file for all Col at 18 years of service and no selection for Lt Col to Col . This obviously was done to maintain parity Vis A Vis with all others services. Why do not see beyond a well/restricted knowledge -what is happening to other services. This is specially directed to the gentleman who goes above PM and adversely commented on 01 Oct 2009,that selection should stay etc. We all need to see bigger picture to understand and than comment. So long we were fighting for parity, where that is gone.

Increase or decrease in Retirement age of Govt. Servants--- A lot has been said on this site regarding this issue. If a person/persons can frame policies in the parliament/legislature of the country at the age not ever defined or debated by any logic, where is the question of it being debated for the government servants. The politicians in this country continue to be on the pay rolls of the government. even if he is more than 80 years old and how does it matter even if he illiterate or does nothing for the public he represents. He should only be a source of funds for his Party and manage to fool the people of his constituency every five years by distributing money/liquor bottles or making false promises. There are conduct and discipline rules for the government servants but only privileges for the politicians as defined by the British during the days of slavery. Statistics will speak for themselves how many politicians have been taken to task by the Privileges Committees. This debate is meaningless. If the political class feels that this enhancement is in their favour, they will do it. If they don't wish the country or the merit does not matter. For the politicians of this country the following is very appropriate:
I come first always and every time,
The people who vote for me come next always and everytime, and the country I rule comes the last always and everytime"
Accordingly these people will never extend or reduce the retirement age uniformally & transparently for every government servant but will use it as a tool to selectively dole out this favour to their loyal Chamchas in the Bureaucracy.
