Two third respondents favour increasing retirement age
If one can serve in the capacity of a Governor at the age of 80 years, why can't other person do so? Why is there a hypocrisy in the government? They have a retirement age, but politicians can continue till they become 90 years old? If there is one rule, it should apply to everyone. Such has been the response to the debate conducted by the whispersinthecorridors.com on "Whether Retirement Age should be 62 years ?"Two thirds of the respondents favoured the idea of increasing the retirement age to 62 years, or even 65 years, while only one third of them disagreed with it saying that it would block the employment opportunities for the new generation. However some of the respondents suggested that the amount of money that the government would be saving by increasing the age of superannuation can be used for generating employment for the youth.
"This would enable the government to utilize the experience for good and enhance job opportunities for the younger ones as well". The protagonists in favour of increase in retirement age to 62, or even more say that it was justified given the increase in longevity of average over in the past few decades. However, there are many who feel that a person should be allowed to continue in job as long as he is fit - both physically and mentally as is done in case of Judges of High/Supreme Courts besides professors of reputed universities across the globe. "Therefore, if we want to compete with the developed nations, we must consider this aspect effectively in the best interest of the country particularly when it is facing economic brunt", says Vinod a responder.On the other hand, those not in favour of increasing the retirement age say that it would lead to further increase in unemployment which would be politically and economically detrimental to the health of the nation.Several responders like Dr. GC Srivastava opined that there should be a uniformity in the age of superannuation whatever the profession be and whatever the retirement age be fixed at. "Whether 60 or 62 or 65, the retirement age should be the same for all civil, judicial and educational services. There is no justification for having different retirement age for these categories. All these services need application of mind and hard work”, he said. “So why a civil servant retires at 60 and others at 62 or 65? Moreover, if uniformity is brought about in retirement age, the mad and unpleasant race for securing post-retirement assignments shall vanish”. Meeting for Chennai Port Trust (CPT) chief deferred
A meeting of the search committee to select new Chairman of the Chennai Port Trust (CPT)which was scheduled to be held on October 26, 2009 has been deferred. CWC presents dividend cheque to Sharad Pawar
The Central Warehousing Corporation (CWC) of which Managing Director is B.B.Pattnaik ,presented a cheque of Rs. 11.22 crore as dividend for the year 2008-09 to Sharad Pawar Indian Minister of Agriculture, Consumer Affairs, Food and Public Distribution in Delhi on October 27, 2009. The cheque was presented by B.B. Pattanaik.Mainly present was Mrs. Alka Sirohi Secretary (F&PD).Among others who were present on occasion were A.K. Mangotra Additional Secretary & FA Ministry of Consumer Affairs, Food & Public Distribution and other senior officers of the Ministry and CWC.
Despite economic slow down, the CWC achieved yet another record turnover of Rs. 849.25 crore during 2008-09 as against Rs. 776.23 crore during last year thus posting a growth of 9.41%. This high performance could be achieved due to increase in storage capacity by about 6.5 lakh MT and substantial increase in capacity utilization to 82% as against 73% of the previous year. This happened mainly on account of increase in storage of foodgrains and cotton procured by FCI and CCI and NAFED. Besides, handling of containers, revenue earned out of container rail transport operations and pest control activities also registered growth. Keeping in view the excellent performance during the year, CWC declared a dividend of 30% second time in a row.The CWC is also exploring several new avenues in the fields of warehouse receipt financing and warehousing and logistics consultancy. It also intends to participate in the mega food park and national horticulture mission
 schemes and undertake development of cold chain infrastructure and terminal markets.

While Rajiv Sharma has been made Director of Rajasthan Public Administration Institute, LP Kothari has been made Chairman, Rajasthan Housing Board, Ravi Mathur has been made Principal Secretary – Small Scale Industries and Khadi Gramudhyog, Sunil Arora CMD Rajasthan Industrial Development Corporation, Pradeep Sen Principal Secretary – Home, Civil Security and Jail, Umesh Kumar – Administrator, Rajasthan Agriculture Marketting Board, Rajiv Swarup Secretary – Ayurveda, Mrs. Vinu Gupta – Commissioner Rajasthan Primary Education, and Subodh Agarwal – Housing Commissioner (Third), New Delhi.
Besides, Chandra Mohan Meena – Secretary Agriculture has been given the additional charge of Rajasthan State Cooperative Bank and GS Sandhu, Principal Secretary (Health) has been given the additional charge of Medical Education.

Hike in retirement age; no, yes

It should not be 65 but reduced to 58/59 years. The people after 55 start making excuses for doing work indicating that they are going to retire soon and can not put up with the work pressure and demand some light work and facilities of coming late, leaving early and doing other works during office hours with lame excuses of preparing for retirement, young elements to be appointed to provide employment to youth as well as get fresh blood in the service leading to effective work culture

SinghWith better health and medical facilities, one is much healthier today then 10 years ago. Governnment must utilise the expertise and knowledge of these senior officers. If proffessors can teach, doctors can treat, politicians can rule beyond 60, why cant bureaucrat serve the nation beyond 60?

“No Assets declaration under RTI Act“: The clarion call of Civil servants ?
A news item published in the TOI today (25-10-09) gave me a severe jolt. This appeared to be the harbinger of a pernicious malignancy plaguing the civil services today. So much frightened are the officers of All India Services particularly the IAS from the CIC ‘ ruling of May.09 that the Cabinet Secretary has directed DOP&T to place the matter before the Committee of Secretaries( Read as IAS coterie, as all Secretaries belong to this elite Service).They are the worst affected! The rotten eggs in this Service far exceed the Hon’ble exceptions. Unaccounted wealth running into crores of rupees, hundis of benami properties are stashed in safe havens .I know of two retired IAS officers ( Names withheld) who refused to file FIRs at the police stations as the liquid cash, gold, diamonds, costing lakhs of rupees, stolen from their homes, were unaccounted. One of them was rewarded with the Membership of CAT despite the fact that the same tribunal had issued serious strictures against him while in Service.
Serving government officers (IAS, IPS,IFS included) religiously file their annual property returns. These are simply taken on record by DOP&T and State Cadre controlling authorities without any scrutiny. Why, then, this useless exercise?
Why can’t this information be displayed in the public domain by the GOI for public scrutiny? Reasons are not far to seek. The officers have allegedly amassed tons of black money and benami properties, whch are not reflected in annual property returns The vigilant public is aware about these illegal assets more than the employers. The public includes Officers’ neighbours ,their detractors , social activists who keep a watch on their life-styles and conspicuous consumptions. How could the public expect the Judiciary and the Ministers to permit the display of their assets in the public domain?
Should the civil servants not clean up its own Aegian stables first before asking the Judiciary and the political Executive to take the initiatives. The Cabinet Secretary, as the senior-most civil servant ( by default) must lead by example and give a unanimous recommendation of COS to the PM in conformity with the CIC’s ruling.
A suggestion:
I propose that a common unconditional legislation be moved in the Parliament in its winter session to make “Assets Declaration” mandatory, across the board, by all citizens of India, who are equal before the Law of the Land. This must include the Judiciary, the political Executives and first and the foremost the Civil Servants , devoid of any exemption clause to benefit any of the above categories.

ITBP : Most dedicated, yet most neglected
Although the present DG of ITBP is leaving no stone unturned to rechristen the rusting force but the fact remain that ITBP has remained one of the most dedicated Force of the union yet most neglected. DG,s of yesteryear's used this Force as their launching pad to jump over to other bigger organizations. Some of them even commented that "small is beautiful" coz they never bothered for the welfare of the Force. Some of them shamefully boast for their achievements and still continue to enjoy hospitality of this so called elite force.Their is no denying the fact that serving conditions in ITBP are toughest among all Para-military Forces. Medically unfit personnel are highest. vigil on the border is 24x7 task, but compensation is woefully dismal. Successive governments and MHA always looked at this force with jaundiced eye. Subramanaim committee which post Kargil suggested "one border one Force" was in fool's paradise. The members of this committee never realised repercussions of such a "genius idea". Government promptly acted on the recommendations and sent entire force to mountains all along China border. With in 5 years the impact of high altitude on the physical fitness of the Force personnel reached at insurmountable heights. Force personnel continuously languish at one border or other. In real sense Force is yet to be compensated for its difficult serving conditions. The postings of personnel, transfer policy, career planning and various other important issues are hardly discussed and there are no efforts to streamline the rot. DG is trying his best but he, it appears is not getting adequate support. We are hopeful still,
( I really do not know the reasons for such a hope) that better sense will prevail every where to address core issues of the Force, more so at MHA level. We are really thankful to the present Home Minister and DG of the Force for their commitment.Abhimanyu
It is funny !

It is funny to listen to the Law minister asking judiciary to expedite justice. However, when it comes to Govt action in this regard, hardly anything is being done. They have so far failed to appoint assistant Solicetor Generals to represent central Govt in the High Courts since taking over. As a result the judges come and go back without taking up any central Govt matter. Bhadoria
