Two third respondents favour increasing retirement age
If one can serve in the capacity of a Governor at the age of 80 years, why can't other person do so? Why is there a hypocrisy in the government? They have a retirement age, but politicians can continue till they become 90 years old? If there is one rule, it should apply to everyone.
Such has been the response to the debate conducted by the whispersinthecorridors.com on "Whether Retirement Age should be 62 years ?"
Two thirds of the respondents favoured the idea of increasing the retirement age to 62 years, or even 65 years, while only one third of them disagreed with it saying that it would block the employment opportunities for the new generation.
However some of the respondents suggested that the amount of money that the government would be saving by increasing the age of superannuation can be used for generating employment for the youth.
"This would enable the government to utilize the experience for good and enhance job opportunities for the younger ones as well".
The protagonists in favour of increase in retirement age to 62, or even more say that it was justified given the increase in longevity of average over in the past few decades.
However, there are many who feel that a person should be allowed to continue in job as long as he is fit - both physically and mentally as is done in case of Judges of High/Supreme Courts besides professors of reputed universities across the globe.
"Therefore, if we want to compete with the developed nations, we must consider this aspect effectively in the best interest of the country particularly when it is facing economic brunt", says Vinod a responder.
On the other hand, those not in favour of increasing the retirement age say that it would lead to further increase in unemployment which would be politically and economically detrimental to the health of the nation.
Several responders like Dr. GC Srivastava opined that there should be a uniformity in the age of superannuation whatever the profession be and whatever the retirement age be fixed at.
"Whether 60 or 62 or 65, the retirement age should be the same for all civil, judicial and educational services. There is no justification for having different retirement age for these categories. All these services need application of mind and hard work”, he said.
“So why a civil servant retires at 60 and others at 62 or 65? Moreover, if uniformity is brought about in retirement age, the mad and unpleasant race for securing post-retirement assignments shall vanish”.

G.K. Vasan Indian Minister for Shipping received from the Shipping Corporation of India (SCI), a demand draft for a sum of Rs.220,53,74,223/- towards the final dividend by the company for the financial year 2008-09. The demand draft was handed over to the Minister by Chairman & Managing Director of SCI S. Hajara in presence of A.P.V.N. Sarma, Secretary(Shipping) and other officials of the Ministry of Shipping in Delhi on October 28, 2009 . This dividend
amount reflects the earnings on the 80.12% shareholding of the Government of India in the SCI.For the financial year 2008-09, the SCI, the only Navratna PSU under the Ministry of Shipping, has earned a net profit after tax of Rs.940.7 crore on a turnover of Rs.4,564.5 crore. In the same financial year, the company had also allotted to the shareholders one bonus share for every two shares held, which increased the paid up share capital of the company to
Rs.4,23,45,36,450/-. At the Annual General Meeting of the company held on September 30, 2009, payment of final dividend of 65 per cent i.e. Rs. 6.5 per share (face value of Rs. 10 each) on this increased share capital was approved. The Shipping Corporation of India Ltd., is the largest shipping company in India, owning a fleet of 80 vessels of deadweight of 5.4 million tonnes, including 30 crude oil tankers, 10 product tankers, 18 bulk carriers, 10 offshore support
vessels, 5 container carriers, 3 chemical carriers, 2 LPG/ Ammonia carriers and 2 passenger carriers. In addition, SCI also manages 58 vessels on behalf of ONGC, other Government departments and SCI's joint venture companies for LNG transportation. Presently, the company has on order 31 ships of 1.8 million deadweight tonnage at various shipyards in India and abroad. The SCI is also in the process of implementing an end-to-end integrated IT system covering its entire operations. The Company has also been awarded ISO 9001:2000 certification for implementing a company-wide quality management system.

CWC presents dividend cheque to Sharad Pawar
The Central Warehousing Corporation (CWC) of which Managing Director is B.B.Pattnaik ,presented a cheque of Rs. 11.22 crore as dividend for the year 2008-09 to Sharad Pawar Indian Minister of Agriculture, Consumer Affairs, Food and Public Distribution in Delhi on October 27, 2009. The cheque was presented by B.B. Pattanaik. Mainly present was Mrs. Alka Sirohi Secretary (F&PD).Among others who were present on occasion were A.K. Mangotra Additional Secretary & FA Ministry of Consumer Affairs, Food & Public Distribution and other senior officers of the Ministry and CWC.
Despite economic slow down, the CWC achieved yet another record turnover of Rs. 849.25 crore during 2008-09 as against Rs. 776.23 crore during last year thus posting a growth of 9.41%. This high performance could be achieved due to increase in storage capacity by about 6.5 lakh MT and substantial increase in capacity utilization to 82% as against 73% of the previous year. This happened mainly on account of increase in storage of foodgrains and cotton procured by FCI and CCI and NAFED. Besides, handling of containers, revenue earned out of container rail transport operations and pest control activities also registered growth. Keeping in view the excellent performance during the year, CWC declared a dividend of 30% second time in a row. The CWC is also exploring several new avenues in the fields of warehouse receipt financing and warehousing and logistics consultancy. It also intends to participate in the mega food park and national horticulture mission
 schemes and undertake development of cold chain infrastructure and terminal markets.

No Re-employment/ Consultancy be Allowed in Government
Government should ban all kinds of re-employments or consultancy. These are generally given to the near and dear ones. Nobody is indispensable in government. All have similar IQ level, barring few exceptions. It is a fact that there is no optimal utilisation of HR in Government. It should be welcomed that the Ministry of Finance has implemented some economy/ austerity measures. The Ministry of Finance/DOPT should issue guidelines for immediate stoppage of re-employments. The temporary office should take officers/ officials on deputation basis to avoid extra burden on the Ex-chequer. Necessary training can be imparted to such officials. In no circumstances, officials should be re-employed after 62 years. The excuses viz. expertise/ competence etc. be avoided to retain them.

Austerity is for fools, billion rupee games are still on

The recent circular on austerity measures issued by Department of Expenditure made amusing reading. Is the DoE really serious about Austerity? Kindly read the following paragraphs and ask yourself what is the rationale behind all these proposals at the time of austerity:
(i) On the one hand Ministers are being pressurised to travel by economy class. On the other hand, officials drawing Grade pay of Rs. 5400 have been allowed to travel by air for official tours/ LTC. There will be at least 1 lakh employees in the Grade Pay of Rs. 5400/-. What is the rationale for allowing these officials to travel by air on tour/ LTC? If a Government servant accompanied by his family of four persons undertakes travel by air, the LTC bill will be in the neighbourhood of Rs. 80,000/- whereas by train, it will be in the neighbourhood of Rs. 40,000/-. Imagine the spectacle in which a low-level government official, accompanied by half a dozen “dependents”, travelling by air on Leave Travel Allowance, alighting from the same plane, alongside Union Cabinet Ministers! Why this air travel facility is not being withdrawn?
(ii) CSS officials who are to be promoted as DSs are being sent on “E-level training”. Most of these officials attending this training are on the verge of retirement. The cost of this training is around Rs. 3.00 lakhs. They merrily undergo this training, get themselves promoted and simply retire. No purpose whatsoever is being achieved by sending them on this training. The Government is poorer by around 3 lakh rupees per person. In this age of information of technology, why not video record these lectures and handover the same to the officers so that lakhs of rupees which are being frittered away are saved? Why this training is not being kept in abeyance till the austerity drive is over?
(iii) 39 posts of Stenographers of CSSS have been upgraded as Principal Staff Officer in Pay Band 4. This upgradation was implemented ostensibly on the recommendation of the pay Commission. However, VI CPC recommended this post upgradation as PSO in Pay Band-3 only. So, before implementing this suggestion, a suitable slot in PB-3 should have been carved out before upgrading these posts. However, cunningly, the stenographers have been sent to PB-4. In today’s terms a person in PB-4 will get a monthly salary of Rs. 70,000/-. Can our country afford to pay stenographers Rs. 70000 per month? By allowing this pay increase, the stenographers will be paid more than even District Collectors. As on date, not a single post has been filled up. As such why not keep the upgradation of these stenographers’ posts in abeyance and take a dispassionate look as to what suitable compensation package can be given to them?
(iv) Earlier, there was a concept of “abnormal increase”. It imposed an upper limit on the salary increase a person gets when he goes on deputation etc. Why not reintroduce this rule for all promotions and limit the financial benefit an official gets?
(v) Without any functional justification whatsoever, the 6000-strong Central Secretariat Service is being restructured for the second time in five years. Such a move is unprecedented in the history of independent India. It is rumoured that throwing all norms to the wind, the CSS officers in DOP&T themselves are handling their own restructuring proposal. First of all, who is stagnating in CSS? Within a short span of 5 years, the salaries of all the CSS officials have doubled. The strength of CSS Section Officers, Under Secretaries and Deputy Secretaries were doubled as recently as in 2003. With this background, what is the justification for again restructuring the CSS within five years? What are the tangible achievements of CSS to merit this restructuring?
(vi) The post of Deputy Secretary and Director in CSS are fungible. Thus, what is the justification to upgrade DS posts as Directors and bestow PB-4 level pay on these CSS officials? Most of these officials are on the verge of retirement. The country is not going to gain anything by upgrading their posts to PB-4, but these officials surely will get a pay increase of Rs. 7500 per month and a few lakh rupees more in retirement benefits.
This multi-billion rupee windfall is for persons of the CSS and CSSS who do not have any scientific, technical or managerial qualifications. A thorough probe by an outside agency will bring out the wholly untenable arguments that are being proffered in support of these unjustifiable proposals. These officials of CSS and stenographers of CSSS remain far away from public scrutiny. There is absolutely no accountability at all for any one of them. Except the ACR which is being written mechanically, there is no other mechanism of any performance appraisal of these officials. One will be surprised to know that (except in MHA) nobody even monitors their attendance.
The CSS and CSSS are fully exploiting their proximity to the gullible Officers manning senior positions in DOP&T and DoE. It appears that the powers that be in DOP&T and DOE seems to have lost their sense of purpose and are acting as a mere putty in the hands of these two services. It is time to see through the selfish games being played by these two services and act dispassionately and in the best interests of the country.
“Wikipedia” says that, on an average, 15000 farmers are committing suicide every year in our country for a variety of reasons, the chief being debt burden. Their debt ranges between Rs. 50,000 to Rs. 1 lakh. By stopping all these proposals enumerated above and by diverting the savings, the lives of all these farmers can be saved. But does anybody really care?

Promotion policy in Armed Forces needs a re look

Whole promotion policy in Armed Forces needs a re look.It is totally detrimental when any comparative study vis a vis with any Group A services in Central Government.Why we look on issues of 17 Maj General,it is better to approach to government once for all with holistic equatable vis a vis with other servies with the promotion policy,alt ask for immediate Army Pay Commission as per Government promise.We allways try to see the bigger picture than to confine us in a knowledge restricted in a well.Promotion policy/parity for all rank is the urgent need of the hour.

Bureaucracy is corrupt across the spectrum

I always find that discussion on this topic is usually scuttled on this forum may be as many of among us would not like to discuss their own deeds. I am often also encountered with the argument that the officers of All India Services have to bear through immense political pressure which the other services do not go through. Now after working in a state department and closely seeing the work of some senior officers I feel that this is a complete bogey extended only for self interest by a segment of bureaucracy. The officers are compromising on their own volition and in their perfect self interest. Pressures are accepted when the self interest is getting fulfilled and when they want creamy jobs. The others who are withstanding the so called pressures are in a no way suffers and infact earn the respectability of political establishment provided their own conduct is above board. Let us face is large part of our bureaucracy has been corrupted across the spectrum and the desire of reforms is clearly missing excepting lip service here and there.

It is a blunder

Giving pb-4 scale to lt. cols is a blunder. This facility will be utilised by only superceded officer who can not make to col. rank or in other words their standards are very low.they hardly remain for 4 hours in the office and their contribution is negligible as they have no motivation of getting promotion. Deputy Secretary come through toughest entrance test and are paid half of the salary of lt. col. This is really funny and govt. is probably making mockery of intelligent civilian officers. It is my request to government to look into it and allow pb-4 scale to Deputy Secretaries also.

French revolution type situation in the offing?

One wonders how long poor Indians will have to tolerate a corrupt man like the present Agriculture & Food minister. His only interest seems to be to collect money from any source including cricket. He cares a damn for the common man. The PM should ask him either to control prices or quit or else things may go out of hand and we may face a French revolution type situation.

Say Sorry to Kalmadi, Mr. Rahul Gandhi !!!

The news of Suresh Kalmadi (TOI, Oct,25,09)accusing Mani Shankar Aiyer,former Sports Minister, “for all the delays” in the preparation of CW games and then asserting ,”Thank God,PM has removed him(Aiyer) from the Sports ministry”, shows Kalmadi in a very bad light ! This amounts to hitting below the belt and must attract severest criticism from all quarters. The CWG organizing committee headed by Kalmadi has been mired in corruption and controversy, ever since he took over. Let him explain how many trips did he make to UK along with his hand-picked team at what cost to the nation? Why did he stay in 5-star luxury hotels in London for weeks? What were his achievements? How did he select his team without following the normal rules and without verifying their vigilance credentials? He is squarely responsible for creating the mess in which the preparations for the CW games are in today. Against this shady background, his accusing Aiyer for delay, is most reprehensible. On top of this, the PM’s assurance about successfully holding the games appears to be a politically loaded statement made without perusing the Audit’s report and the general perception about the level of pre-paredness. It will be too late if he changes his opinion post CW games when massive Scams and procedural infirmities are detected by the C&AG, CVC and CBI.And, now to cover up his illegalities, Kalmadi is inviting Rahul Gandhi to step in and become “the Leader of the Games”!
God forbid, If Rahul Gandhi feels tempted to become leader of the CW Games then he must be held accountable for the confounded nuisance created by Kalmadi &Co and his financial irregularities detected post- Games. Rahul must avoid falling into the trap laid by his detractors who are masquerading as sycophants.

A ticket collector in
a train found an old worn out wallet in a compartment full
of many people. He looked inside to find the name of its
owner. There was no clue. All that there was in it, was some
money and a picture of Lord. He held it up and asked, “Who does this wallet belong to?”
An old man said, “That’s my wallet, please give it to
me.” The ticket collector said, “You’ll have to prove
that it is yours. Only then I can hand it over to you.”
The old man smiled a toothless smile and said. “It has a
picture of Lord in it.” The ticket collector said, “That
is no proof; anyone can have a picture of Lord in his
wallet. What is special about that? Why is your picture not
there in it?”
The old man took a deep breath and said, “Let me tell you
why my picture is not there in it. My father gave this
wallet to me when I was in school. I used to get a small sum
as pocket money then. I had kept a picture of my parents in
it. When I was a teenager I was greatly enamored by my good
looks. I removed my parent’s picture and put in, one of my
own. I loved to see my own face and my thick black hair.
Some years later, I got married. My wife was very beautiful
and I loved her a lot. I replaced my own picture in this
wallet with a picture of her. I spent hours gazing at her
pretty face.
When my first child was born, my life started a new
chapter. I shortened my working hours, to play with my baby.
I went late to work and returned home early too. Obviously,
my baby’s picture occupied the prized position in my
wallet.”


The old man’s eyes brimmed with tears as he went on.
“My parents passed away many years ago. Last year my wife
too left her mortal coil. My son; my only son is too busy
with his family. He has no time to look after me. All that I
had ever held close to my heart is far, far away from my
reach now. Now I have put this picture of Lord in my wallet.
It is only now that I have realized that He is the eternal
companion. He will never leave me. Alas! If only I had
realized this before. If only I had loved the Lord all these
years, with the same intensity as I loved my family, I would
not have been so lonely today!”
The collector quietly gave the wallet to the old man. When
the train stopped at the next station, the ticket collector
went to the book stall at the platform and asked the
salesman, “Do you have any pictures of God? I need a small
one to put in my wallet!”
