at 70
Companies may now retire their managing directors at the
age of 70 years as the Companies Bill of 2009, now before Parliament,
seeks to place an age limit on chief executives and key management personnel
who run day-to-day affairs at the companies they manage.

In run up yo the assembly polls to be held in Haryana on
October 13,2009 indications are that Congress party seems to be having
an edge. The opposition is in total disarray, while incumbent Chief
Minister Bhupinder Singh Hooda enjoys a clean image. The poll truck
between Indian National Lok Dal (INLD) & Bhartiya Janata Party (BJP)
fell through earlier. Similar fate was met with by the Bahujan Samaj

File Notings - A former Jt. Secretary sought complete notings
from the relevant files of Estt. (B) Section relating to the Selection
to the posts of Member, Staff Selection Commission on two specific occasions
including the note submitted by the Cabinet Secretariat on the EO's
Office file for the directing of the Appointments committees of the
Cabinet (ACC).
The Commission noted that initially the information was denied on the
ground that in accordance with the definition of the word "information"
as appearing in DoPT's web site, the file notings are not included as
a part of the information. Part of the information was denied on the
ground that the Cabinet Papers including deliberations of Officers which
are part of the note portion of the file are exempt from disclosure
under Section 8(1)(i) of the RTI Act.
Appellant desired the recommendations of the High Power Committee held
by the Chairman, SSC which according to his information has placed him
at No. 1 in the list of those recommended for appointment. Noting that
the matter is complete and over, the Commission held that there is no
justification for invoking exemption under section 8(1)(i) and ordered
for disclosure.
Comments
Appointments to higher positions are not transparent and tend to be
looked upon with suspicion. With transparency making inroads, the opacity
should give way to excellence.

Why is this allowed ?
Recently I went to the income tax office to check up on my refund. The
staff was on strike. The officers could not do a thing and I had to
come back without getting even any information. When the Indian Airlines
strikes, there is some check on them, when essential services strike,
there is some check on them too, but there does not appear to be any
check on these folk. Why is this allowed to go on- a Pilot.

Rule of law cannot be enforced in India
Your news regarding continuing of OSDs of JS rank with cabinet ministers
only show that rule of law cannot be enforced in India. Even PM's writ
doesrun in GOI- what a shame. Instructions/circulars/rules are only
meant for lesser mortals . The powerful and well connected "Bureaucrats"
can ignore them easily! Reforms are needed there.

Reasons behind frustration in Border Security Force:
1. An officer in BSF is still deputy commandant after 15 to 16 yrs
of service and his counterpart enrolled in the same year through CPOs
exam is either 2ic or commandant. However army officer becomes lt col
in 12 years and gets pay band 4 but BSF officer is likely to become
2ic after 17 to 18 yrs of service but he will remain in pay band 3.
2. Army personnels posted anywhere, like in army Hq Delhi get full 60
days of annual leave, 28 days of casual leave and ration money. However
personnels posted in BSF Hq at places like Bandipur, Kupwara in Srinagar
and same type of places in northeast gets only 30 days of annual leave
and 8 days of casual leave and no ration money.
Now few questions that BSF personnel are generally asking but not getting
the satisfactory replies causing frustration in them.
1 Are we not staying away from our families?
2 Do we require less days of leave to spend time with family?
3 If we stay in any Hq then BSF personnel do not require ration.
4 The courses in BSF are like army and the course covers conventional
war subjects to give support to army but still why are we not at par
with army in any case?
5 Our BSF act and rule is carbon copy of army act and rule which says
BSF is an armed force but why are we not considered as an armed force?
6 BSF does not have any peace and field of 3years unlike BSF staying
in borders or line of control during their full service period then
why our allowances are less than army?
7 In all the places of disturbance and line of control BSF units are
under the operational command of army brigades doing the same job like
army then why BSF is not at par with army?
8 Our identities in our villages was of a fauzi and now we are neither
fauzi nor police. Why this tragedy?
Request a debate on this subject since all higher authorities are IPS
officers and have no concern about the BSF personnel.

Air India service is very poor
Government of India ordered to travel all eligible officials by air
only in Air India. However, service conditions of Air India are very
poor and irresponsible. I booked ticket from Dimapur to Hyderabad. Air
India operated flight from Dimapur to Kolkata whereas connecting flight
from Kolkata to Hyderabad was cancelled in the last minute. They did
not provide any boarding facility to the passengers for Kolkata. Instead
of this, they made us to travel in the next day's flight. Even in flight
itself, seats and seat cushions are damaged. I think A India is buying
time.

The average longevity has increased in the twenty years. The retirement

The government of India has a huge number of employees in the lower
rungs of hierarchy and most of them have become unproductive as they
are unable to adapt to the present day work culture. They are badly
ego stung and put their egocentricity before the efficiency and output.
What good they are for governance. Enough that they eat government exchequer
up to 60 years. They should not latch on to service but opt for retirement
themselves even before 60, if government provides them some incentive
for pre-mature retirement. Certainly not, these people are busy in politicking
and grabbing more share for themselves.

No it should not be 62. Rather it should be 58. Reason, now the Govt.
is introducing biometric for attendance. People who come from NCR will
be the most sufferer as Delhi is always Jam and one can not reach office
by 9.00 AM even from Gurgaon if he starts at 0745 hrs. In the old age,
it is very difficult to run after DTC buses and reach office by 0900
hrs.

No. Youth should be encouraged. Due to economic slowdown there is less
opportunities in the private sector and raising the retirement age to
62 will deprive the youths the opportunities. It will be a political
blunder for UPA to raise the age to 62.

The age limit for retirement must be raised to 62yrs. The present life
expectancy has come to 75 yrs on average hence by increasing the retirement
age people will be able to contribute to society for a longer period.
Only one condition must be kept that the person should be physically
fit and do not suffer from any of chronic ailments. Already in private
industries this is raised to 65 yrs. Therefore raising the retirement
age to 62yrs. is highly recommended.

The age of superannuation of teaching professional has already been
raised to 65 years the private organisations/ MNC's appointing Govt.
retired personnels and gaining their expertise in increasing profits
therfore GOI should also consider this fact and allow government employees
to render their services upto 62 or more years of age.
